President Gurbanguly Berdimuhamedov held a joint meeting the Cabinet of Ministers and the State Security Council before the winter holidays.
During the meeting, the President of Turkmenistan summed up briefly the progress made during the year.
The Turkmen leader noted that complex processes were taking place in the global economy. Global economic growth continues to remain low. Financial market instability is growing, raw material prices are falling and volumes of investment in the economic sectors are being reduced. Developing countries are devaluing their currencies. The President of Turkmenistan said that all these factors were impeding economic growth, particularly of developing countries.
The President said that taking these factors and on-going changes into consideration, we had taken the necessary measures to ensure the timely execution of the programmes and prevent a decline in the standard of living of our people.
The Turkmen leader noted that 49 meetings of the Cabinet of Ministers, 13 meetings of the State Security Council and 38 state-level meetings had been held this year. The government delegation of our country has made 17 visits to foreign countries. 22 heads of state and government of different countries have visited Turkmenistan.
This year, the President of Turkmenistan has held numerous meetings with the officials of foreign states and international organisations, including the government officials at the ministerial level, the heads of international and regional organisations, the heads of the diplomatic missions accredited to Turkmenistan and the top managers of international corporations and companies.
The complex political, economic and social issues have been discussed at the meetings of the Cabinet of Ministers and the State Security Council and the meetings held at the international level. The Turkmen leader Gurbanguly Berdimuhamedov said that the Cabinet of Ministers and the State Security Council had adopted the timely and correct decisions and carried out fruitful and purposeful work. In 2015, nearly all the targets have been achieved and the balance state budget for 2016 has been adopted.
The population continues to enjoy all social benefits. Natural gas and electricity are supplied to our people free of charge. The payment for public services remains low; the measures to prevent a rise in commodity prices has been taken.
President Gurbanguly Berdimuhamedov emphasized that the UN General Assembly had adopted unanimously the second Resolution on Permanent Neutrality of Turkmenistan on the initiative of our country this year. The UN General Assembly also adopted the resolution on transport and transit corridors. The Turkmen leader said that these facts illustrated the huge success of the foreign policy and diplomacy of our country.
On the proposal of the Secretary-General of the United Nations, Ashgabat will host the first World Conference on sustainable transport system in late 2016. In this regard, the President instructed the Deputy Chairmen of the Cabinet of Ministers R. Meredov and S. Satlykov to draft the plan of action on the implementation of the above Resolution in collaboration with other Deputy Chairmen of the Cabinet of Ministers and the heads of ministries and submit it to the Cabinet of Ministers for approval within a short period of time.
The Turkmen leader said that although many negative and positive conditions of political and economic nature had been formed in 2015 and the year was extremely difficult for all countries, we expected high GDP growth.
The Turkmen leader said that the day off was transferred from Sunday, December 27, 2015 to Saturday, January 2, 2016, which would create favourable conditions for the New Year’s celebrations, and signed the document.
The New Year’s celebrations in the country will last 3 days. In this regard, the Turkmen leader instructed Deputy Chairman of the Cabinet of Ministers S. Satlykov as the Deputy Chairman of the State Commission on Emergency Situations to ensure that all the services would be on duty on those days, and instructed Deputy Chairman of the Cabinet of Ministers S. Toilyev to provide assistance in this work.
President Gurbanguly Berdimuhamedov instructed the heads of military and law enforcement agencies to ensure that law and order would be maintained during the celebrations so that citizens could peacefully celebrate and recreate.
The President said that Turkmenistan would be celebrating the 25th anniversary of independence in 2016. In this regard, the proposal to declare 2016 the Year of Reverence for Heritage and Transformations of the Motherland was put forward.
The President instructed Deputy Chairmen of the Cabinet of Ministers M. Yazmuhammedova S. Toilyev to hold the contest for the anniversary logo.
Noting that 2016 would be the Year of Monkey in the eastern calendar, the President expressed belief that the year would be very fruitful, for which everyone should show great zeal for his work. The Turkmen leader called upon everyone to work diligently and achieve with enthusiasm targets and accomplishments.
Other important issues of the domestics policy were discussed and the decisions were adopted at the meeting.
