President of Turkmenistan Gurbanguly Berdimuhamedov flew in a helicopter across the capital city and its vicinities to see on-going construction work on a number of facilities and the condition of historical monuments, located in the suburbs of Ashgabat.
When flying across the south-western part of the capital, the Turkmen leader could see the construction sites and evaluate the progress of construction work, effectiveness and consistency of the measures taken to develop white-marble Ashgabat and the progress in creating parklands.
The helicopter landed on the territory of Ahal Velayat, at the foothills of the Kopetdag Mountains.
The Turkmen leader walked to the ancient historical monument, known as Parzdepe, where the Deputy Chairmen of the Cabinet of Ministers, the high-ranking officials of a number of ministries and departments, the hyakims of Ahal Velayat and Ashgabat greeted the Turkmen leader.
The President visited the vicinity of Parzdepe that gave evidence for the existence of an ancient civilization where urban and agricultural cultures and irrigation, including the unique hydroengineering systems kyariz, were highly developed. It is quite possible that the first kyariz was built in Parzdepe. According to ancient texts, several generations of renowned masters kyarizgen, who built underground water conduits, lived in Parzdepe.
The pottery fragments, which are similar to those found in Nisa and serve as evidence that this city enjoyed a period of prosperity during the reign of the Turkmen rulers of the Great Seljuk Empire, can be often found on the territory of Parzdepe that covers an area of 3.2 hectares. The information about the 9th-10th centuries dominates the currently known sources and facts about Parzdepe. According to scientists, however, the culture-bearing layers at the base of the monument belong to the later period – the 5th millennium BC.
In the Middle Ages, Parzdepe was a thriving city. Historians suggest that Parzdepe became established as a major settlement during the epoch of the Parthian state. The kyariz system that belongs to the later period has been used effectively for centuries. Masters cleaned and repaired on a regular basis wells and water pipes that remained intact and served local people effectively.
Focusing once again on the importance of in-depth study of the history of Parzdepe, thorough restoration of the chronicles of its existence, the periods of development, the Turkmen leader instructed the high-ranking officials to form an ad hoc expert group and create conditions conducive to research activities that should start without delay.
Addressing Deputy Chairperson of the Cabinet of Ministers M. Yazmuhammedova and noting that the Turkmen land was very rich in historical and cultural monuments which testify to the existence of the influential centres of civilization, strong states and large prosperous cities, located on the Great Silk Road that lay across the territory of our country, in that region in different epochs, the Turkmen leader expressed dissatisfaction with the failure of the Ministry of Culture to properly manage the preservation and protection of historical monuments.
The Turkmen leader instructed the Cabinet of Ministers to prepare the document that would provide for an obligatory endorsement of all construction projects with the Ministry of Culture when selecting the location of facilities.
Addressing Ahal Velayat Hyakim A. Yazmyradov, the President expressed dissatisfaction with the poor management of landscaping activities on the territory of the region and the weakening control over the compliance of facilities and buildings with construction standards and requirements. The Turkmen leader severely reprimanded the Ahal Velayat Hyakim and demanded that the control over the measures taken in these spheres be strengthened.
Dwelling upon on the progress of work on the major construction sites in Ashgabat, the Turkmen leader expressed dissatisfaction with the low pace of construction work and the failure to keep it high and demanded that the Ashgabat Hyakim enhance the effectiveness of this work.
The construction of apartment houses in the Keshi housing estate and its vicinity is currently carried out at an accelerated pace. The fact that Turkmen entrepreneurs are entrusted with the construction of facilities and buildings in this housing estate is another evidence for the important role the private sector is playing in the national economy.
