President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers, during which the draft documents were reviewed.

The Deputy Chairmen of the Cabinet of Ministers presented the reports. It was reported that the Provisions on the services on registration and employment of job seekers in Turkmenistan had been drafted in accordance with the existing law and the measures to utilize available manpower resources and achieve full employment of the working age population were being taken.

The report on the progress of seasonal agricultural activities and the preparation of lands, seeds and agricultural equipment for planting vegetables and melons and gourds was presented. Agro-technical activities, including vegetative watering and fertilization, were underway.

It was reported that the new industrial facility in Ahal Velayat built in accordance with the contract between the Ministry of Industry and the Caly private company contributed to fulfilling the task of flooding the domestic market with domestically manufactured waterproofing materials.

It was reported that a number of closed joint stock companies, including Demiryolcy, Turkmen Hemrasy, Deniz sowda floty, had been established in accordance with the Resolutions of the President of Turkmenistan. It was reported that the relevant agencies had prepared the necessary documents on the establishment of the open joint stock company at the Turkmenistan air transport enterprise.

The report on the preparations for the export commodity exhibition of the Republic of Turkey and Turkmenistan-Turkey business forum, which would be held in Ashgabat on February 9-11, was presented.

The report on the programme of the State Flag celebrations was presented.

It was reported that the explanatory dictionary of the Turkmen language with about 50,000 words, terminological neologisms and phrases and the orthographic dictionary of the Turkmen language with about 110,000 words, had been compiled. The new dictionaries were submitted for review to the ad hoc commission that would assess the relevance and completeness of lexicographical material.

The report on the measures taken to reconstruct existing roads and built new ones in the capital city and modernize apartment houses, adjacent territories and power transmission lines was presented.

The proposals for the construction of a power transmission line and a transformer substation developed in accordance with the Memorandum of Understanding between the Government of Turkmenistan and the Government of the Islamic Republic of Iran on cooperation in the construction of the Mary (Turkmenistan)-Mashad (Iran) power transmission line were presented to the Turkmen leader for consideration. With the view to increase electricity exports from Turkmenistan to Iran the project provides for the construction of two sections – 150 kilometres of 500 kW power transmission lines from the Mary state power plant to Serahs town and 15 kilometres of 400 kW power transmission lines from Serahs to the border with Iran.

It was also reported that Turkmenistan had acceded to 44 international organisations, 15 of which have their offices in Ashgabat. As is known, our country promotes strategic cooperation with the United Nations and its major agencies and structures, including UNDP, UNICEF, UNESCO, WHO, UNECE, ECOSOC, among others.

As is known, the current issues of Turkmen-Russian cooperation were discussed in detail during the recent meeting between President of Turkmenistan Gurbanguly Berdimuhamedov and Minister of Foreign Affairs of the Russian Federation Sergey Lavrov on January 28, who visited Ashgabat. The Turkmen leader said that Turkmenistan viewed Russia as a strategic partner and promoted progressive effective cooperation with it on a long-term basis.

The President signed the Resolutions on the approval of the Regulations on the Ministry of Oil and Gas of Turkmenistan, on the approval of the Regulations on the Ministry of Agriculture and Water Resources of Turkmenistan and on the approval of the Regulations on the State Committee for Environment and Land Resources of Turkmenistan. The Turkmen leader gave the high-ranking officials instructions on the effective adoption of international best practices and modern methods in the management system.

President Gurbanguly Berdimuhamedov instructed to explore the possibility of increasing cement production in the country and instruct to contract entrepreneurs for the construction of several mini-plants with an annual capacity to produce 100,000 tons of cement. The Turkmen leader said that necessary assistance in receiving loans for the construction of the aforesaid mini-plants in the shortest period should be provided to representatives of the private sector if necessary.

President Gurbanguly Berdimuhamedov instructed to form the special commission that would conduct an in-depth study of the history of the Turkmen people.

Addressing the Deputy Chairmen of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov said that a number of major and important facilities were to be built and put into operation in 2016. Demanding that special attention be paid to the quality and compliance with schedule of construction, the Turkmen leader instructed to hold meetings at the institutions under their supervision to review the progress and quality of on-going construction work and demanded that the work carried out in this sphere be kept under strict control.

The Turkmen leader said that he had been collecting information on spiritual culture of the Turkmen people from different sources for many years and this invaluable material, designed into the book by specialists from the National Institute of Manuscripts at the Academy of Sciences, had been published under the title A Source of Wisdom. The Turkmen leader presented the books to the participants in the meeting.

Other issues were discussed and the decisions were adopted at the meeting of the Cabinet of Ministers.
