President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a regular meeting of the State Security Council. The agenda of the meeting was focused on the work done by the military and law enforcement agencies in January and the measures taken to strength and modern their material and technical resources and enhance the effectiveness of their work.
Secretary of the State Security Council, Minister of Defence Ya. Berdiev reported to the Supreme Commander-in-Chief of the Armed Forces on the progress of the military and legal reforms.
The report on the preparations for the celebrations marking the 25th anniversary of independence, including a military parade, was presented. The Supreme Commander-in-Chief of the Armed Forces focused on the need to steadily build up defence capabilities of our country through increasing combat power of the national army.
Dwelling upon the key provisions of the new Military Doctrine of sovereign Turkmenistan, based on the status of positive neutrality and therefore being purely defensive in nature, the Supreme Commander-in-Chief of the Armed Forces said that it was aimed solely at defending the national interests of the Motherland, ensuring military security, strengthening peace on the planet and promoting friendly, fraternal and good neighbourly relations with all countries.
Noting that the 25th anniversary of independence would be marked by the large scale celebrations, the President instructed the high-ranking officials to launch the preparations for the military parade.
Chief of the State Border Service M. Yslamov reported on the complex measures taken to protect the land, air and sea borders of independent neutral Turkmenistan.
Specifying the tasks for the State Border Service, the Turkmen leader mentioned the modernization of frontier posts. It was emphasized that the state border should always remain the border of friendship with all neighbouring states.
Minister of National Security G. Hojaberdiev reported on the fulfilment of the Turkmen leader’s instructions and the task-oriented work done by the Ministry of National Security in January 2016.
Emphasizing the important role of the Ministry of National Security in strengthening the foundations of independence and maintaining the favourable social and political climate in the country, the Supreme Commander-in-Chief of the Armed Forces gave specific instructions to take further measures to improve the activities of the Ministry.
Minister of Internal Affairs I. Mulikov reported on the work done in the first month of the year and the measures taken to maintain public order and prevent any kind of crime in the country, including on road traffic offences, and the measures taken to improve the activities of firefighting services and strengthen their material and technical resources.
The Minister of Internal Affairs reported on the measures taken to improve road traffic safety and create favourable conditions for pedestrians and drivers throughout the country.
The Turkmen leader gave the Minister of Internal Affairs specific instructions particularly to enhance the effectiveness of fire prevention measures and strengthen road traffic control. The President instructed the Minister of Internal Affairs to keep strict control of the work of the agencies under his supervision and pay special attention to the training of specialists.
Prosecutor General A. Hallyev reported on the work done in the reporting period by prosecutor’s offices, which were responsible for strictly controlling and supervising the observance of laws in the country.
Chairman of the Supreme Court B. Charyev informed President Gurbanguly Berdimuhamedov on the multifaceted measures taken to strengthen and improve the national judicial system and bring it in line with universally recognized standards.
Commenting on the report, the President instructed to continue to wage an uncompromising struggle against all violators of current national legislation and apply objective measures of restriction to them. In this regard, the Supreme Commander-in-Chief emphasized the importance of taking a responsible approach to the personnel selection and the work with young specialists.
Chairman of the State Customs Service D. Bairamov reported on the work done in January and the fulfilment of the Turkmen leader’s instructions to improve the activities of customs services, enhance the effectiveness of work of the State Customs Service and supply customs services with state-of-the-art equipment, which would allow strictly controlling the goods crossing the border of Turkmenistan.
The amount of work of the State Customs Service has increased given the growing geostrategic role of Turkmenistan in the Eurasian continent as an important crossroads of transit transport corridors. In this regard, President Gurbanguly Berdimuhamedov emphasized the urgent need to take consistent measures to train highly qualified specialists. The Supreme Commander-in-Chief instructed the high-ranking officials of the State Customs Service to ensure that products and goods imported to the country would be inspected more thoroughly.
Chief of the State Migration Service M. Nobatov reported on the work done in the first month of the year to regulate the entry of foreign visitors who had increased significantly in number in recent years as a result of expanded international cooperation and the growing attractiveness of rapidly developing Turkmenistan for business circles all over the world.
The President demanded that close attention be given to improving the quality of the training of highly qualified specialists as well as creating the conditions meeting international standards for foreign citizens to follow all migration procedures.

Osmanov reported on the measures taken in January to prevent illicit trafficking and abuse of narcotic drugs, eliminate bad habits and establish the principles of a healthy lifestyle in the society, including through promoting physical culture and sports activities.
Focusing on the need to enhance the activities of the State Service, the Supreme Commander-in-Chief instructed to establish close cooperation of the State Service with the military and law enforcement agencies, public organisations and citizens with the view to promoting preventive measures.
