President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers, during which the work done in the sectors of the national economy in the first month of the year, the drafts of a number of documents and other issues of the domestic policy were discussed.

Presenting the agenda of the meeting, the President gave the floor to Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of Turkmenistan P. Taganov, who reported on the work done in the sectors under his supervision in January.

Noting that discipline in the trade sector had weakened, the President said that P. Taganov failed to perform his duties properly and dismissed him from the post for serious shortcomings in his work.

The President appointed B. Atdaev Deputy Chairman of the Cabinet of Ministers in charge of the Ministry of Trade and Foreign Economic Relations, the State Commodity and Raw Materials Exchange, the Union of Industrialists and Entrepreneurs and released him from the post of Chairman of the Supreme Chamber of Inspection. B. Atdaev was appointed Deputy Chairman of the Cabinet of Ministers in charge of Ahal Velayat.

Ch. Gylydzhov, who worked as Deputy Chairman of the Supreme Chamber of Inspection, was appointed Chairman of the Supreme Chamber of Inspection.

The President appointed Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of Turkmenistan.

Deputy Chairman of the Cabinet of Ministers B. Hojamammedov reported on the achievements gained in the social and economic sectors in the first month of the year. It was noted that the basic indicators were used to evaluate the work done in the reporting period. According to the results of the macroeconomic analysis, GDP growth was estimated at 106.5 per cent in the reporting period, including in the industry - 103.1 per cent, construction sector - 108.1 per cent, transport and communications sectors - 109.8 per cent, trade sector - 110.4 per cent, agricultural sector - 107.9 per cent, services sector - 109.8 per cent.

In the reporting period, the volume of retail trade increased by 17.5 per cent as compared with the same period in 2015. Tariffs for services rendered to the population and consumer prices were kept within the prescribed limits.

Reporting on the implementation of the State budget, the Deputy Chairman of the Cabinet of Ministers said that the revenues of the State budget were implemented by 100.2 per cent and the expenditures – by 88.2 per cent. In the reporting period, salaries, pensions, state benefits and scholarships were paid off in a timely manner.

In accordance with the industrial development programmes, 183 facilities had been built and 135 facilities were under construction in the velayats.

The Deputy Chairman of the Cabinet of Ministers reported on the work carried out in the framework of the state standardization system development programme. In accordance with the amendments and additions to the Law on Certification, which came into force in January 2016, the resolution on the approval of the list of export goods subject to certification, which will be exported outside the customs territory of Turkmenistan, was drafted.

Dwelling upon the objectives of the state certification programme, the President emphasized the crucial role of the on-going work in this area in improving competitiveness of the national economy, promoting market relations and attracting private sector investment.

Deputy Chairman of the Cabinet of Ministers, Director of the State Agency for Hydrocarbon Resources Management and Use under the President of Turkmenistan Ya. Kakaev reported on the work done by the oil and gas enterprises in the first month of 2016. The Deputy Chairman of the Cabinet of Ministers reported on the progress of construction work on the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.

Focusing on the important role of the fuel and energy sector of the national economy, President Gurbanguly Berdimuhamedov demanded that available resources of the sector should be assessed thoroughly and reserves should be used to increase oil and natural gas production and processing.

The Turkmen leader instructed to keep strict control of construction work on the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, strengthen the material and technical base of the fuel and energy sector and train highly qualified specialists for the oil and gas industry.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported the work done in the sectors under his supervision in January.

The growth rate of production, works and services in the agricultural sector made 105.4 per cent.

Commenting on the report, the President focused on the issues related to water efficiency and supply of required amounts of irrigation water to agricultural lands.

Focusing on the importance of carrying out agricultural activities in a proper and timely manner, the President said that the latest scientific achievements and advanced resource-saving technologies should be applied in the agricultural sector.

Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on work done in the industrial sector of the national economy in the first month of the year.

The implementation of the production plan by the enterprises of the Ministry of Industry in the reporting period was estimated at 127.5 per cent with the growth rate of 109,3 per cent. In particular, the growth rate of production of cement made 105.5 per cent, non-metallic building materials - 116 per cent, haydite and reinforced concrete constructions - 101.2 and 102.7 per cent respectively.

The implementation of the production plan by the enterprises of the Ministry of Textile industry in January was estimated at 112.2 percent with the total growth rate of 103.8 per cent. The production of cotton fabrics grew to103.7 per cent, knitted and garments - 105.9 per cent.

The implementation of the production plan by the enterprises of the Turkmenhaly State Association in January was estimated at 106.6 per cent, the growth rate was 104.3 per cent. In total, the carpet enterprises produced 3,217 square metres of carpet and carpet articles in the reporting period.

In the reporting period, the growth rate at the enterprises of the Turkmenhimiya State Concern made 126.1 per cent, including the growth rate of production of mineral fertilizers - 103 per cent, technical iodine and carbon black - 100.4 and 100 per cent respectively and sodium sulphate - 109.1 per cent . The implementation of the production plan by the chemical enterprises was estimated at 110.2 per cent.

The production figures of the State Committee for Fisheries were marked with a total growth rate of 170.9 per cent, including 100.2 per cent in the fishing industry, 118 per cent in the fish processing and canning sector.

Commenting on the report, President Gurbanguly Berdimuhamedov instructed to increase the export of goods manufactured at the industrial enterprises of the country.

It was reported that the self-supporting enterprises and organisations subordinated to the Ashgabat Hyakimlik had performed the plan of works and services to 103.9 per cent, the growth rate made 108.9 percent as compared with the same period in 2015.

The Deputy Chairman of the Cabinet of Ministers reported that the implementation of the plan of production, works and services by the enterprises of the Ministry of Construction and Architecture was estimated at 124.5 per cent, the growth rate was 102.4 per cent.

The implementation of the production plan by the enterprises of the Ministry of Energy was estimated at 122.6 per cent.

In January, the Ministry of Communal Services implemented the plan of works at 113.9 per cent with the growth rate of 110.8 per cent as compared with the same period in 2015.

The information on the progress of the ambitious reforms launched in the urban planning sector at the initiative of the Turkmen leader was presented.

Commenting on the report, President Gurbanguly Berdimuhamedov said that Turkmen construction companies had accumulated profound experience of work through the implementation of many complex construction and engineering projects in recent years and gave specific instructions to further improve work performance in this sphere.

Minister of Internal Affairs I. Mulikov reported on the measures taken to ensure public order and prevent crime in the country.

Deputy Chairperson of the Cabinet of Ministers M. Yazmuhammedova reported on the work done in the sectors under her supervision in January.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to further improve work performance in the spheres of culture and mass media so that they would meet the modern objectives and requirements.

Deputy Chairman of the Cabinet of Ministers S. Toilyev reported on the work done in the spheres of education, science, health care, sports and tourism.

In the reporting period, 7 facilities were built at the request of the Ministry Health and Medical Industry. The growth rate of the volume of funds received from state voluntary medical insurance in January was 105 per cent. This growth rate of the delivery of services and sales of products was 110 per cent. The growth rate of medicine production was 108 per cent, the growth rate of foreign currency earnings - 102.6 per cent.

Reporting on the current situation in the tourism sector, the Deputy Chairman of the Cabinet of Ministers said that in January the growth rate of profits earned from the financial and economic activities of the State Committee for Tourism totalled 102.8 per cent, the volume of foreign currency earnings - 106 per cent. In the reporting period, the growth rate of tourist services was 101 per cent.

In the reporting period, the Organizing Committee of the V Asian Indoor and Martial Arts Games held two meetings on the preparations for the major international competitions. Representatives of Turkmenistan made business trips to a number of foreign countries to study international practices in preparation for the 2017 Asian Games.

In the reporting period, 9 competitions and 5 sporting events were held our country. Turkmen athletes took part in five international competitions, in which they won 12 medals: 5 gold, 3 silver and 4 bronze medals.

Commenting on the report, President Gurbanguly Berdimuhamedov emphasized the need to further improve and develop the spheres of education and science, health care, sports and tourism and modernize their infrastructures.

Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on the work done in the transport and communications sectors in the reporting period. The Deputy Chairman of the Cabinet of Ministers reported that the implementation of the production plan at the transport and communications enterprises was estimated at 107.1 per cent with the growth rate of 104.9 per cent.

The implementation of the production plan by the Ministry of Rail Transport was estimated at 111.3 per cent. The implementation of the freight turnover plan was estimated at 115.7 percent. This indicator for passenger conveyance was 102.9 per cent.

The Deputy Chairman of the Cabinet of Ministers reported that the growth rate of the delivery of services by the Ministry of Road Transport was 100.9 per cent, the growth rate of freight transportation - 100.6 per cent and passenger conveyance - 101.2 per cent in the reporting period.

In January, the growth rate of work performance at the Ministry of Communications was 106.4 per cent. In the reporting period, 43,500 telephone points, including 39,800 cellular points and 3,700 stationary points, were installed. The implementation of the target plan was estimated at 185 per cent. To achieve the objectives of the national rural development programme 142 kilometres of communications lines were laid.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to take practical steps towards the successful implementation of the national transport and communications development programmes.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the work done by the Ministry in the reporting period to implement the Concept of the Foreign Policy of Turkmenistan for 2013-2017 and the fulfilment of the Turkmen leader’s instructions.

In the reporting period, 21 foreign delegations visited Turkmenistan with the assistance of the Ministry of Foreign Affairs. 40 Turkmen delegations visited foreign states. The events, including conferences and meetings, organized in cooperation with foreign partners took place in Turkmenistan in the reporting period.

Bilateral political consultations held between foreign ministries on a regular basis contribute to strengthening friendly relations and mutually beneficial partnership of Turkmenistan with different countries of the world.

Commenting on the report, the Turkmen leader emphasized that Turkmenistan would continue to promote constructive cooperation at the intergovernmental level as well as within the authoritative regional and international organisations and structures.

In this context, the Turkmen leader emphasized that the key objectives of the Concept of the Foreign Policy of Turkmenistan for 2013-2017 included the promotion of close cooperation with international organisations. The Turkmen leader said that Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov would make a business trip to Geneva (Switzerland) and Vienna (Austria) on February 7-11 to hold meetings with the heads of international organisations to discuss the aspects of cooperation and review the relevant programmes.

Chairperson of the Mejlis A. Nurberdyeva reported on the work done by the Parliament in the first month of the year. In the reporting period, Mejlis held one parliamentary session, at which 17 laws of Turkmenistan and 9 resolutions of Mejlis of Turkmenistan were adopted.

Currently, members of Mejlis are engaged to draft the laws on further economic, political and cultural development of the country, protection of human rights, nature conservation, strengthening of the capacity of local bodies of power, implement the foreign policy strategy of independent neutral Turkmenistan, etc.

The work on improvement of the Basic Law of Turkmenistan in accordance with the tasks set by the Turkmen leader continues.

Commenting on the report, the President gave specific instructions to be fulfilled in the certain areas of Mejlis’s activities aimed at building a democratic jural secular state, ensuring the rule of law and order, improving social and living conditions of citizens and developing economy, science, education and culture as well as the system of local government and self-governance and civil institutions. The President also focused on the need to speed up the state government reform.
