President of Turkmenistan Gurbanguly Berdimuhamedov held a videoconference meeting with the Deputy Chairmen of the Cabinet of Ministers in charge of the velayats and the hyakims of the velayats and Ashgabat.
Opening the meeting, the President gave the floor to Ahal Velayat Hyakim A. Yazmyradov and Deputy Chairman of the Cabinet of Ministers in charge of Ahal Velayat B. Atdaev. Reporting on the current situation in the region, the Ahal Velayat Hyakim informed the Turkmen leader of the progress of agricultural activities and construction work on social and cultural facilities to be put into operation in 2016 in accordance with the national rural development programme.
The Turkmen leader gave specific instructions to the Deputy Chairman of the Cabinet of Ministers in charge of Ahal Velayat and the Ahal Velayat Hyakim to coordinate well the work of administrative and production structures in order to achieve the objectives.
Dwelling upon the progress of construction work on new facilities to be put into operation, the Turkmen leader emphasized the need to keep strict control of the quality of construction works and their compliance with the requirements.
Then the floor was given to Balkan Velayat Hyakim D. Durdyev and Deputy Chairman of the Cabinet of Ministers in charge of Balkan Velayat S. Satlykov. The Balkan Velayat Hyakim reported on the progress in implementing the national rural development programme and the measures taken to fulfil the tasks set by the Turkmen leader and the progress of agricultural activities.
Commenting on the report, the President instructed to take all measures to improve crop productivity and carry out the preparatory work for the spring agricultural campaigns in a timely and proper manner and clean and deepen water canals.
The Turkmen leader demanded that the quality of construction work throughout the region and compliance with construction schedule be kept under strict control.

The Deputy Chairman of the Cabinet of Ministers reported that the practical steps were being taken to implement the development programme of Turkmenistan’s chemical industry. In particular, the detailed information on the progress of construction work on the carbamide plant with the capacity to produce 1.155 million tons per year, located in Garabogaz town in Balkan Velayat, was presented.
Commenting on the report, President Gurbanguly Berdimuhamedov emphasized that the long-term objectives of modernization of the chemical industry included the application of highly effective energy- and resource-saving technologies based on advances in science and technology and the wide-scale attraction of foreign investment.
Noting that in recent years the chemical industry development strategy had been aimed at using domestic raw materials, meeting the urgent needs of other sectors of the economy and enhancing its export potential, the Turkmen leader gave specific instructions to consider the possibilities to increase the production of mineral fertilizers.
The Turkmen leader noted that the enormous reserves of natural gas in Turkmenistan made the construction of new facilities for the production of nitrogen fertilizers, such as carbamide, promising and instructed the Deputy Chairman of the Cabinet of Ministers keep the progress of construction work on the new enterprise in Garabogaz under strict control.
