Meeting of the Cabinet of Ministers of Turkmenistan

President Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers of Turkmenistan, during which the important issues of the domestic policy were discussed.

Presenting the agenda of the meeting, the Turkmen leader gave the floor to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov, who reported on the current situation in the sectors under his supervision and the measures taken to improve statutory and legal acts. The Deputy Chairman of the Cabinet of Ministers said that in accordance with the Law of Turkmenistan on the tenders for supply of goods, performance of works and delivery of services for the state needs, adopted in December 2014, the resolution on the approval of the new procedures of the tenders for supply of goods, performance of works and delivery of services for budget users was drafted.

Commenting on the report, the President noted that the strengthening of the legal framework and the regular revision of laws that regulate economic relations in the country was essential to the development of the national economy. The Turkmen leader said that the improvement of the procedure for the tenders for supply of goods, performance of works and delivery of services would contribute to fair competition in this sphere. Signing the draft Resolution, President Gurbanguly Berdimuhamedov gave specific instructions to the Deputy Chairman of the Cabinet of Ministers.

Deputy Chairman of the Cabinet of Ministers, Director of the State Agency for Hydrocarbon Resources Management and Use under the President of Turkmenistan Ya. Kakaev reported on the on-going work at the institutions under his supervision, the policy measures taken in the framework of the Oil and Gas Industry Development Programme of Turkmenistan for the period till 2030 to increase the production capacity and the export potential of Turkmenistan’s oil and gas industry.

The Deputy Chairman of the Cabinet of Ministers reported on the progress in implementing the investment projects jointly with Japanese partners in the fuel and energy sector and the progress of construction work on the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.

Commenting on the report, President Gurbanguly Berdimuhamedov dwelt on the objectives of promoting the progressive development of Turkmenistan’s fuel and energy sector that would contribute to comprehensive industrialization of the country and increased production of the goods able to compete in world markets.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the progress of seasonal agricultural activities. Agricultural workers are currently engaged to take care of winter crops, water agricultural lands, apply fertilizers and control weeds.

Seminars aimed at the exchange of experiences in growing rich harvests and using the advanced agricultural engineering methods in the crop sector, involving specialists from the sector departments, were held in the velayats. The Deputy Chairman of the Cabinet of Ministers reported on the measures taken to improve water supply to arable lands.

Commenting on the report, President Gurbanguly Berdimuhamedov instructed the high-ranking officials in charge of the agricultural sector to ensure that the agricultural campaigns should meet the schedule and quality standards.

The President signed the Resolution authorizing the Ministry of Agriculture and Water Resources to conclude the contracts with foreign companies for the purchase of chemicals, spare parts, wheels, lubricants and consumables with the view to enhancing the effectiveness of agricultural activities, growing rich harvests and protecting agricultural crops against diseases and pests.

Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on the current situation at the institutions under his supervisions and the fulfilment of the Turkmen leader’s instructions on further modernization of production infrastructure of the textile industry. It was noted that the new plant with the annual capacity to produce 2.5 million pairs of socks was built at the Ashgabat cotton factory to achieve the objectives of the state import substitution programme.

Commenting on the report, President Gurbanguly Berdimuhamedov emphasized that the accelerated development of the leading processing industries would significantly enhance the competitiveness and export potential of Turkmen economy. Continuous control should be kept of the quality of manufactured goods, the adoption of advanced technologies, the growth of production and the expansion of the range of goods.

Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of Turkmenistan Sh. Durdylyev reported on the measures taken to ensure a wide media coverage of the achievements of our country in the construction sector and the on-going ambitious development programmes in this sector. It was reported that the quarterly journal Construction and Architecture of Turkmenistan was published in the Turkmen language in accordance with the Resolution of the President of Turkmenistan of January 16, 2015. The proposals to publish the journal in the Turkmen, Russian and English languages in order to widen the readership of the journal and inform the international community of Turkmenistan’s achievements in the construction sector were presented to the Turkmen leader for consideration.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the situation in the sectors under his supervision and the preparatory work for the opening of the carpet factory in Abadan Etrap of Ashgabat.

Commenting on the report, the Turkmen leader Gurbanguly Berdimuhamedov dwelt upon the growing capacity of the private sector of the economy for the construction of industrial facilities.

Deputy Chairperson of the Cabinet of Ministers M. Yazmuhammedova reported on the draft plan of activities marking the declaration of Dashoguz the cultural capital of the Commonwealth of Independent States in 2016.

The Turkmen leader approved the plan of activities marking the status of Dashoguz as the cultural capital of the CIS and demanded that the activities be held in a proper manner. In this regard, the Turkmen leader gave specific instructions to the Deputy Chairperson of the Cabinet of Ministers.

Deputy Chairman of the Cabinet of Ministers S. Toilyev reported on the outcomes of the business trip to Dubai, the United Arab Emirates, where the delegation of Turkmenistan had participated in the World Government Summit, held on February 7-9.

Touching upon relations between Turkmenistan and the United Arab Emirates, the Turkmen leader emphasized that the UAE ranked among the long-standing and reliable partners of our country. President Gurbanguly Berdimuhamedov said that mutually beneficial trade and economic relations as well as traditional humanitarian and cultural contacts that stood as an essential factor for strengthening friendship and fruitful cooperation were developing steadily and dynamically.

Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on the progress of construction work on the new international airport in Ashgabat and the measures taken to build the second national satellite.

Dwelling on the issues related to the construction of the second national artificial satellite, the President instructed the Deputy Chairman of the Cabinet of Ministers to conduct in-depth analysis of the on-going work.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the work carried out by the Ministry and the outcomes of the business trip to Geneva, Switzerland and Vienna, Austria made on February 9-11 at the instructions of the Turkmen leader to discuss the aspects of cooperation of our country with the international organisations headquartered in these cities.

In this context, the President focused on the need to take effective steps to promote and implement the constructive initiatives of Turkmenistan, including those put forward in such key areas as global energy security, reliable and stable transit of energy to world markets, development of an extensive combined international transit transport infrastructure. In the context of contemporary realities environmental protection and mitigation of environmental risks, in particular those related to climate change, are becoming topical.

In this regard, President Gurbanguly Berdimuhamedov noted that Turkmenistan was making a significant contribution to strengthening international environmental cooperation, having put forward a number of concrete proposals. These include the initiative to establish the Regional Centre for Climate Change in Central Asia in cooperation with the United Nations for which the Turkmen side stands ready to offer all necessary facilities.

Chairperson of Mejlis A. Nurberdyeva reported on the main aspects of the legislative work carried out by the committees of the Parliament. Deputies currently work on the draft laws relating to further political, economic and cultural development of the country, protection of human rights, nature conservation and strengthening and implementation of the foreign policy of independent neutral state, among others.

Commenting on the report, President Gurbanguly Berdimuhamedov said that deputies of Mejlis should focus their efforts to providing the timely and qualitative legislative support for the work on modernization of all the spheres of life of the Turkmen society and protection of the rights of citizens.

Noting that the support for the institution of family, maternity and childhood should be the centre of attention of deputies, the Turkmen leader gave instructions to organize and hold the ceremony of conferring the honorary title Ene Mahri to mothers with many children in a proper manner.

Other issues were discussed and the decisions were adopted at the meeting of the Cabinet of Ministers.
