President of Turkmenistan chairs a meeting of the Cabinet of Ministers

After presenting the agenda of the meeting, the Turkmen leader addressed those present, noting that the convicted persons, who had violated the law but sincerely repented of their deeds, were pardoned on the eve of the national holidays in our country. The Turkmen leader gave the floor to Minister of Defence, Secretary of the State Security Council, Chairman of the Commission for citizenship and pardon under President of Turkmenistan Ya. Berdiev, who reported on the work done by the Commission and presented the draft Decree to the Turkmen leader for consideration.

Commenting on the report, President Gurbanguly Berdimuhamedov signed the Decree on the pardon of 1,485 convicted persons in honour of National Flag Day of Turkmenistan. Addressing the Minister of Defence, Secretary of the State Security Council, Chairman of the Commission, the Turkmen leader instructed him to take the necessary measures jointly with high-ranking officials of the law enforcement agencies to ensure that all the pardoned persons would be released from prison and celebrate the holiday at home.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the work done by the Ministry and the festive events marking the Day of Diplomats that is observed each year in Turkmenistan on February 18.

Expressing profound gratitude to the Turkmen leader for creating the most favourable conditions for fruitful activities of Turkmen diplomats, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs assured that officials of diplomatic services would continue to do their best to fulfil the important tasks set to them.

Commenting on the report, President Gurbanguly Berdimuhamedov congratulated specialists from the Ministry of Foreign Affairs and all those present on the Day of Diplomats of Turkmenistan. Congratulating on the professional holiday, the Turkmen leader expressed the wishes for good health, prosperity and every success in their work on the enhancement of the international prestige of the neutral Fatherland and the promotion of friendly and fraternal relations with other countries to officials of diplomatic services of the country.

The Turkmen leader noted the worthy contribution made by Turkmen diplomats to the implementation of the foreign policy of Turkmenistan with the key vectors, including the strengthening and expansion of effective cooperation in bi- and multi-lateral formats, within the international organisations, particularly the United Nations and its major agencies.

Deputy Chairman of the Cabinet of Ministers B. Hojamammedov reported on the complex measures taken in the framework of the state insurance development programme.

It was reported that the package of documents for the regulation of insurance activity, including the regulations on compulsory state property insurance against fire and civil legal liability, the list of responsible legal entities, terms and rules, had been developed. The introduction of a new type of insurance will make it possible to save financial resources allocated by the state for reimbursement of damages (harm) caused to third parties affected by fires. The draft Resolution was presented to the Turkmen leader for consideration.

The Deputy Chairman of the Cabinet of Ministers reported on the work done to improve the regulations in the field of standardization and certification of products and services with the national conformity mark. In accordance with the Laws of Turkmenistan on Standardization and on Certification, the competent authorities approve the state standards and technical conditions, and the procedures for their registration are established. The measures to improve competitiveness and quality of export products produced in the country and services rendered in international markets are being taken.

Commenting on the report, the President focused on the importance of improving the regulations on relationships in the field of certification and standardization in line with modern requirements.

Deputy Chairman of the Cabinet of Ministers, Director of the State Agency for Hydrocarbon Resources Management and Use under the President of Turkmenistan Ya. Kakaev reported on the current situation at the subdivisions of Turkmenistan’s fuel and energy sector and the measures taken to implement the Oil and Gas Industry Development Programme for period till 2030.

Commenting on the report, the President noted that priority was given to modernization and re-equipment of the oil and gas sector and construction of gas processing plants along with the measures to develop hydrocarbon deposits in the country and increase oil and gas production.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the progress of seasonal agricultural activities throughout the country and the preparatory work for the tree planting campaign.

Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on the progress of construction work on the carbamide plant in Garabogaz in accordance with the Resolution of the President of Turkmenistan. It was reported that construction work was carried out at a high pace. The plant will have the capacity to produce 1.155 million tons of carbamide per year. After the enterprise is put into operation, its products will be exported by sea.

Commenting on the report, President Gurbanguly Berdimuhamedov noted that the industrial sector of the national economy was entering into a qualitatively new level. This is evidenced by the keen willingness and interest of foreign partners to build up cooperation in this sector.

Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President and the Cabinet of Ministers Sh. Durdylyev reported on the outcomes of the business trip to Sydney (Commonwealth of Australia) on February 13-17. The aim of the trip was to exchange experiences in the field of construction and architecture. It was reported that the Turkmen delegation had visited the government agencies to learn about their activities and tourism industry management methods and identify the prospects of bilateral cooperation. The issues relating to the preparatory work and staging of major sporting events in the context of the V Asian Indoor and Martial Arts Games, which would take place in Ashgabat in 2017, were discussed during the meetings.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the current situation in the sectors under his supervision and the preparatory work for the XII specialized commodities exhibition of the Islamic Republic of Iran, which would be held in Ashgabat on February 23-25 . The Deputy Chairman of the Cabinet of Ministers noted that over 90 companies that specialize in various sectors would participate in the forum. Most of them would participate in the exhibition for the first time.

Deputy Chairperson of the Cabinet of Ministers M. Yazmuhammedova reported on the measures taken to protect historical and cultural monuments and presented the draft Resolution on the safeguarding of immovable historical and cultural monuments of Turkmenistan to the Turkmen leader for consideration.

Commenting on the report, the Turkmen leader emphasized the need to take complex measures to safeguard, study and popularize worldwide cultural heritage sites of the Turkmen people from the historical, archaeological, architectural and other points of view. The President signed the Resolution on the safeguarding of immovable historical and cultural monuments of Turkmenistan and instructed the Deputy Chairperson of the Cabinet of Ministers to keep strict control of the implementation of the document.

Deputy Chairman of the Cabinet of Ministers S. Toilyev reported on the current situation in the sectors under his supervision and the preparatory work for sporting, health improvement and cultural actions, which would be held in the capital city and the regions of the country in April.

Commenting on the report, the Turkmen leader emphasized that the state would continue to pay close attention to improving the health of citizens and establishing the principles of a healthy lifestyle in the society.

Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on the work done in the sectors under his supervision, including the measures taken to develop the rail transport sector.

Commenting on the report, President Gurbanguly Berdimuhamedov emphasized that modernization of the rail transport sector that was one of the most important segments of the national economy was a key priority of the state policy.

Chairperson of Mejlis A. Nurberdyeva reported on the on-going work of the Parliament on the improvement of national legislation. It was noted that twenty ad hoc groups of the Parliament were working on the new Constitution of Turkmenistan and a number of draft laws.

In conclusion, President Gurbanguly Berdimuhamedov noted that National Flag Day of Turkmenistan would be celebrated on February 19.

The President congratulated the Turkmen people on National Flag Day, which was widely and solemnly celebrated in our country, and wished all citizens of Turkmenistan good health, happiness and every success in their work for the benefit of the independent Motherland.
