Meeting of the Cabinet of Ministers of Turkmenistan

President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, during which the work done for the two months of the year was reviewed, a number of high-ranking officials were appointed and the work done by a number of high-ranking officials was evaluated.

Presenting the agenda of the meeting, President Gurbanguly Berdimuhamedov gave the floor to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov, who reported on the social and economic development of the country in January-February. The Deputy Chairman of the Cabinet of Ministers noted that Turkmenistan continued to rapidly develop and implement ambitious reforms.

This was illustrated by the macroeconomic indicators for two months. The GDP growth rate was 106.2 percent, including in the industrial sector - 102.4 per cent, the construction sector - 105.5 per cent, communication and transport sectors - 109.9 per cent, the trade sector - 116 per cent, the agricultural sector - 105 6 per cent and the service sector - 110 per cent. In total, the production growth rate increased to 103.1 per cent as compared with the same period in 2015. High production figures were observed in nearly all the sectors of the national economy.

In January-February, the retail trade volume increased by 17.4 percent. Tariffs for services rendered to the population as well as the prices for consumer goods were kept within the prescribed limits. The foreign trade volume amounted to US$ 1.6 billion.

The average monthly salary at large- and medium-sized enterprises increased by 9.5 per cent as compared with the same period in 2015.

In January-February, the important financial document – the State budget was implemented in full.

In January-February, the growth of investment used from all sources of financing was observed; the growth rate of investment was 105.7 per cent as compared with the same period in 2015. To date, 185 facilities had been built and 134 facilities were under construction in accordance with the main industrial development provisions.

Commenting on the report, President Gurbanguly Berdimuhamedov emphasized the importance of taking systematic measures to achieve the objectives of the social and economic development programmes and maintain high performance in all the sectors of the national economy.

The Deputy Chairman of the Cabinet of Ministers reported on the fulfilment of the Turkmen leader’s instructions, including on the establishment of the rates of customs duties on vehicles imported into the territory of Turkmenistan.

Minister of Internal Affairs I. Mulikov said that the steps taken in this field were aimed at regulating the importation of vehicles in our country and protecting the interests of consumers in terms of environmental safety.

Minister of Finance M. Muhammedov reported on the implementation of the State budget in January-February 2016, noting that the revenues amounted to 100.3 per cent. The target-oriented use of the budget funds make it possible to implement the expenditures of the of the State budget at 88.7 per cent. During the reporting period, more than 77.8 per cent of the budget were spent to finance the social sector.

The information on the work done to implement the Resolution of the President of Turkmenistan aimed to optimize the activities of the balance commission was presented. It was reported that the central, regional and sectoral balance commissions had held 19 meetings in the reporting period. The commissions had reviewed the financial and economic performance of 4 ministries and departments, 25 organisations and enterprises.

The Minister of Finance reported on the measures taken to implement the provisions of the Budget Code of Turkmenistan and reform accounting and auditing, promote insurance activities and securities market.

Minister of Economy and Development Yo. Sheripov reported on the work done by the departments under his supervision for the two months of the year. The information on the progress in implementing the state import substitution programme of Turkmenistan and the state export promotion programme. In accordance with the programmes construction work of 22 facilities had been launched and the preparation of the construction documents for 78 facilities was under way.

The Minister of Economy and Development reported on the progress of the privatization of state-run enterprises and state property. 3 facilities that amounted to 3.7 million manats were privatized during the reporting period.

Chairman of the State Statistics Committee A. Mammedov reported on the work done and the economic indicators achieved by the ministries and agencies in January-February.

In January-February, the growth of production was observed in nearly all the sectors of the national economy. During the reporting period, the growth production rate of electricity made 102.2 per cent, gas - 102.9 per cent, oil - 101.9 per cent, liquefied gas - 101.5 per cent, lubricants - 102.9 per cent, polypropylene - 101 per cent, petroleum coke - 100.4 per cent, petroleum bitumen - 112.5 per cent, plastic and fiberglass pipes - 100.3 per cent, mineral fertilizers - 112 per cent, iodine - 100.4 per cent, cement - 108.3 per cent, non-metallic building materials - 103.6 per cent, iron products - 101.5 per cent, cotton fibre - 100.3 per cent, cotton fabrics - 102.9 per cent, medical products - 109 per cent and flour - 103.4 per cent.

Positive trends were observed in agriculture. In January-February, the production growth rate of many agricultural products, including meat, milk, eggs and vegetables, was observed as compared with the same period in2015. As of March 1, the number of cattle and small cattle and poultry grew.

The volume of freight transport carried out by all modes of transport, excluding pipelines, increased by 2.6 percent.

Chairman of the Board of the Central Bank M. Annadurdyev reported on the activities of the banking institutions and the progress in implementing the plan of foreign exchange inflows to the accounts of ministries and departments.

President Gurbanguly Berdimuhamedov emphasized that in general, the performance indicators in the sectors of the national economy were satisfactory. The Turkmen leader said that however still many issues needed to be addressed, focusing on the importance of strengthening the work on the privatization of state-run enterprises and their reorganisation into joint stock companies. The Turkmen leader also focused on the shortcomings in the organization of the securities market. Noting that a responsible approach to implementing the import substitution programmes and increasing exports should be taken to implement, the President gave the Deputy Chairman of the Cabinet of Ministers specific instructions in this regard.

Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President and the Cabinet of Ministers Sh. Durdylyev reported on the work done by the departments under his supervision for the two months of the year.

In January-February, the self-supporting enterprises and organisations subordinate to of the Ashgabat Hyakimlik implemented the production and services plan at 104.3 per cent. The growth rate made 112.1 per cent as compared with the same period in 2015.

The Ministry of Construction and Architecture achieved the performance indicator of 122.4 per cent against the target, the total volume of product manufactured, works performed and services rendered amounted to 26.916 million manat with the growth rate of 105.7 per cent.

In January-February, the subdivisions of the Ministry of Energy implemented the production and work plan at 124.5 per cent against the target and achieved the growth rate of 109.2 per cent.

In January-February, 4,051.716 kW / h were produced in the country. Exports accounted for 617.843 million kW / h. The growth rate was 108.1 per cent as compared with the same period last year.

The subdivisions of the Ministry of Public Utilities performed the production , work and services plan at 102.4 per cent against the target. The growth rate was 103.9 per cent.

The Turkmenawtoyollary State Concern performed the production, work and services plan at 104.4 per cent against the target; the growth rate was 107.9 per cent as compared with the same period in 2015.

Reporting on the on-going large-scale work on the improvement of Ashgabat, the Deputy Chairman of the Cabinet of Ministers noted that the work programme had been developed that would provide for coordinated activities of all relevant organisations to keep the city clean, meet environmental standards and improve road transport infrastructure of the main city of the country.

Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on the work done in the transport and communication sectors under his supervision.

The Deputy Chairman of the Cabinet of Ministers reported that in general, the transport and communication enterprises implemented the work and services plan at 114.9 per cent against the target; the growth rate was 103.3 per cent.

In January-February, the Ministry of Rail Transport Plan performed the work plan at 125.4 per cent. This indicator for freight transportation was 100.9 per cent and passenger transportation - 107.8 per cent.

The Ministry of Road Transport performed the services plan at 107.5 percent; the growth rate of freight and passenger transportation was 100.5 and 101.8 per cent respectively.

In January-February, the Ministry of Communications achieved the growth rate of 108.1 per cent. During the period, 85,600 telephone points, including 78,000 mobile telephone points and 7,600 stationary telephone points, were installed to meet the demand for communications services in the country, the work plan was performed at 181 per cent against the target. During this period, the telephone exchange for a total of on 5,248 numbers were installed and 403 kilometres of communication lines were built to achieve the objectives of the national rural development programme.

In January-February, the growth rate of service provision was 113.5 per cent at the Turkmenhowayollary State National Service. This figure for freight and passenger transportation was 110.4 per cent and 101.3 per cent respectively. During the reporting, the growth rate at the State Service of Maritime and River Transport was 108.6 per cent.

Minister of Rail Transport B. Annameredov reported on the current situation in the sector. In particular, the Minister reported on the outcomes of the five-sided meeting of the rail and maritime transport ministers from Turkmenistan, the Republic of Azerbaijan, the Republic of Kazakhstan, the Islamic Republic of Iran and Georgia on the development of the East-West transport corridor, increase in transit traffic, optimization of customs procedures and other issues, which took place in the Avaza national tourism zone on February 29.

The Turkmen leader Gurbanguly Berdimuhamedov focused the need to introduce consistently advanced technologies and modernize the material and technical base of the rail sector and the importance of training highly qualified managerial and administrative personnel for this sector.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the current situation in the sectors under his supervision.

As compare to the same oeriod of 2015, the growth rate of the trade turnover at the Ministry of Trade and Foreign Economic Relations made up 115.8 percent in January-February, 2016. The balance profit growth rate made up 118.6 percent. The enterprises of the Ministry disbursed invetments to the sum of 39.7 million manats.

2,172 contracts amounted to 4.2 billion manats were registered at the State Commodity and Raw Materials Exchange. The sum of export and import transactions totaled to 2.4 billion manats, construction contracts – more than 1.1 million manats.

The growth rate of the services provided by the Chamber of Commerce and Industry made up 100.5 percent. The revenue target is fulfilled up to 128 percent.

In January-February, 2016, the production growth rate achieved by the enterprises of the Union of Industrialists and Entrepreneurs of Turkmenistan increased up to 27.4 percent. The growth rate of the agricultural production increased to 9.6 percent and construction works performed by the Turkmen entrepreneurs made up 100.9 percent. The trade turnover achieved by the Union of Industrialists and Entrepreneurs of Turkmenistan in January-February, 2016 made up 118.9 percent and the volume of services rendered to the local population – 121.5 percent.

Chairman of the State Commodity and Raw Materials Exchange of Turkmenistan A. Ishanov reported on the results of the organization and trade activities of the structure.

President Gurbanguly Berdimuhamedov focused on the shortcomings in the work of the State Commodity and Raw Materials Exchange of Turkmenistan and demanded to eliminate them as soon as possible given the today's requirements.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Ereshov reported on the results of work in the sphere under his supervision in January-February, 2016.

In January-February, 2016, the growth rate at the Ministry of Industry made up 110.3 percent as compared to the same period of 2015. In particular, the production growth rate for cement made up 110.3 percent, keramzit and reinforces concrete structures – 100.1 percent and 102.8 percent respectively.

In the reporting period the production growth rate at the enterprises of the Ministry of Textile Industry made up 107.1 percent as compared to the same period of 2015. In particular, the production growth for cotton fibre made up 100.3 percent, cotton fabric – 102.9 percent, knitted goods and garments made up 113.4 percent, shoes and leather – 100.2 and 100 percent respectively.

The enterprises of the Turkmenhaly State Association fulfilled the works up to 100.1 percent as compared to the same period of the last year.

The growth rate of the Turkmenhimiya State Concern made up 133.3 percent. In particular, the production growth for mineral fertilizers made up 112 percent, industrial iodine – 100.4 percent, technical carbon made up 100 percent, sodium sulfate 109.3 percent.

The production figures of the State Committee for Fisheries were marked with a total growth rate of 140.9 per cent, including 105.5 per cent in the fishing industry, 102.9 per cent in the fish processing and canning sector.

Deputy Chairman of the Cabinet of Ministers S. Toilyev reported on the work done in the spheres of education, science, health care, sports and tourism in January-February, 2016.

In the reporting period, 7 facilities were built at the request of the Ministry Health and Medical Industry. The growth rate of the volume of funds received from state voluntary medical insurance in January-February was 110 percent. This growth rate of the delivery of services and sales of products was 115 percent. The growth rate of medicine production was 109 percent, the growth rate of foreign currency earnings - 101.9 percent.

Reporting on the current situation in the tourism sector, the Deputy Chairman of the Cabinet of Ministers said that in January-February the growth rate of profits earned from the financial and economic activities of the State Committee for Tourism totalled 103.5 percent, the volume of foreign currency earnings – 102.2 percent. In the reporting period, the growth rate of tourist services was 101 percent.

According to the Resolution of the President of Turkmenistan, starting from February 25, 2016 the preparations for the forthcoming physical culture, sports and health-improving actions «Health and Happiness» on April 5 – May 5 as well bike riding have started in the Turkmen capital and all regions of the country.

Deputy Chairperson of the Cabinet of Ministers of Turkmenistan M. Yazmuhammedova reported on the work of the structures under her supervision in the reporting period.

It was informed that over 7,000 various cultural events dedicated to the natonal holidays, remarkable dates in the national calendar and architectural premiers were held in the reporting period.

The deputy Chairperson reported on a number of international events organized in the country in the reporting period. This include events organized jointly with the US Embassy in Turkmenistan and the Days of Culture of the Islamic Republic of Iran in Ashgabat. Specialists of the sphere of culture visited the UAE, India, Kazakhstan, Belarus and other countries with the aim to participate in various actions and exchange experience.

Guidebooks, dictionaries, reference books and other information literature are published within the framework of the preparations for the V Asian Indoor and Martial Arts Games.

The State Committee of Turkmenistan for TV, Radio Broadcasting and Cinematography take all necessary measures to ensure the high quality of TV and radio programmes, familiarize the world community with the achievements of modern Turkmenistan in various spheres. Turkmen specialists visited foreign countries to study the most advanced technologies and practicies in broadcast international sports events.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan E. Orazgeldiyev reported on the results of work in the spheres under his supervision in January-February, 2016.

The growth rate of production, works and services in the agricultural sector made 102.6 per cent. In particular, the growth rate of production at the Ministry of Agriculture and Water Industry made up 101.2 percent, the State Committee of Turkmenistan for Nature Protection and Land Resources – 107.2 percent, the State Food Industry Association – 107.1 percent. The Turkmen Atlary State Association fulfilled the plan up to 125.1 percent.

It was reported on the progress of seasonal agricultural campaigns, the measures taken to treat winter crops and the preparations for the spring cotton sowing campaign and other crops.

Commenting on the report President Gurbanguly Berdimuhamedov focused on the State programmes on manufacture of import-substituting products and increase the volumes of export of domestically produced goods.

Minister of Agriculture and Water Industry N. Sapardurdyyev reported on the complex measures taken to increase the volumes of production of crops, the progress of construction of greenhouses and the issues on allocation of lands and water supply.

The President of Turkmenistan instructed Prosecutor General A. Hallyyev to thoroughly analyze the information provided and report on the results of the analysis

Chaiperson of the Mejlis of Turkmenistan A. Nurberdiyeva informed the leader of the Turkmen state on the work done by the National Parliament in January-February, 2016 to improve the legislative basis of the country and the outcomes of the working trips to the regions.

Mejlis deputies visited the regions of the country to see the progress of the implementation of socially important state programmes and the living conditions of local people. Regularly communicating with local authorities and their electorate, parliamentarians promote solution of many social issues as well as take part in various public events. The work is carried out to inform the population on the meaning and significance of legislative acts.

Speaking about the international work of the Turkmen Parliament, the Chaiperson of the Mejlis of Turkmenistan noted that since the beginning of the year a number of meetings were held with the representatives of foreign states and international organisations, Mejlis deputies participated in international seminars to share best practices in lawmaking spere as well as had business trips with the aim to develop interparliamentary relations.

Speaking with Minister of Health and Medical Industry of Turkmenistan M. Amannepesov, the President underlined the importance of increasing the level of the national medicine.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Minister of Foreign Affairs R. Meredov reported on the results of work of the Ministry of Foreign Affairs in January-February, 2016 in the framework of the Concept of the foreign-policy course of the country for 2013-2017 and fulfillment of the Turkmen leader's instructions.

The Minister of Foreign Affairs reported on the preparations for the visit of the Emir of Qatar to Turkmenistan on March 6-7. It was noted that the new important milestone in the history of relations between Turkmenistan and Qatar was the official visit of the President of Turkmenistan to the State of Qatar in October, 2010.

The top level talks in Ashgabat will contribute to further development of the interstate cooperation that meet the interests of the two countries.

Speaking about the visit of the Emir of Qatar to our country, the leader of the Turkmen state expressed satisfaction with the friendly character of relations between Turkmenistan and Qatar and focused on the diverse potential for widening the mutually beneficial cooperation in the sphere of trade and economy as well as strengthening the traditional humanitarian contacts.

Deputy Chairman of the Cabinet of Ministers, Director of the State Agency for Hydrocarbon Resources Management and Use under the President of Turkmenistan Ya. Kakaev reported on the work done by the oil and gas enterprises in the first two months of 2016. The report on the progress in implementing the Oil and Gas Industry Development Programme of Turkmenistan for the period till 2030 was presented.

It was noted that the growth rate of production of oil and gas condensate made 101.9 percent, natural and associated gas – 102.9 percent, ‘blue fuel’ exports to foreign countries - 105.3 percent. The production rate of petroleum products, including polypropylene, lubricants and liquefied gas, rose as compared to the same period in 2015.

It was also reported that the volume of drilling operations rose. The Deputy Chairman of the Cabinet of Ministers reported on the progress of construction work on the Turkmen section of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.

Other issues were discussed and the decisions were adopted during the meeting of the Cabinet of Ministers.
