Meeting of the Cabinet of Ministers of Turkmenistan

President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers, during which the drafts of a number of documents and priority issues of the public life were discussed.

Deputy Chairman of the Cabinet of Ministers B. Hojamammedov reported on the current situation in the spheres under his supervision and fulfillment of the Turkmen leader’s instructions. It was also reported on the work done to regulate the temporary import to Turkmenistan. The Deputy Chairmen informed the Turkmen leader that the Resolution specifying the list of goods temporary imported to Turkmenistan with conditional total exemption from customs clearance charge had been drafted in accordance with the regulations of the Customs Code.

Then, Deputy Chairman of the Cabinet of Ministers, director of the State Agency on Management and Use of Hydrocarbon Resources at the President of Turkmenistan Ya. Kakayev reported on the current situation in the various sectors of the fuel and energy complex. It was also reported on the progress of implementation of a number of ambitious investment projects as well as the measures taken to modernize the industry enterprises and further develop the gas pipeline system in the country.

Deputy Chairman of the Cabinet of Ministers E.Orazgeldiev reported on the work progress of seasonal agricultural campaigns. The Turkmen leader was informed that special commissions were established and relevant activities were scheduled to ensure the high level of the sowing campaigns in the regions of the country.

The Deputy Chairman reported on the preparations for the forthcoming holiday A Drop of Water – A Grain of Gold. The main events will be held on the banks of the Karakum River, the exposition of achievements of the water industry and agricultural complex of Turkmenistan as well as sports tournaments and planting campaigns will be arranged.

Then, Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on the work done in the industrial sector under his supervision and fulfillment of the Turkmen leader’s instructions on the efficient use of the production capacities of the carpet industry. The draft Resolution on the improvement of the hand-made Turkmen carpets and carpet articles sales procedures in foreign countries was submitted to the Turkmen leader for consideration.

Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of Turkmenistan Sh. Durdylyev reported on the work done to improve the power supply system due to laying new electrical power transmission lines.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the work done in the spheres under his supervision to ensure the economy of abundance and price stability on the Turkmen market and supply the branches of the national economy with all necessary material and technical means.

Deputy Chairperson of the Cabinet of Ministers M.Yazmuhammedova reported on the preparations for activities marking the declaration of Dashoguz the cultural capital of the Commonwealth of Independent States in 2016. The delegations of foreign countries will arrive to Turkmenistan to participate in the festivities and a concert of masters of arts of the CIS member states. The exposition of fine arts and decorative and applied arts will be arranged in the Dashoguz Museum of Local History. The cultural programme of the forum also includes visits to the Kunya Urgench State Museum of Local History, Dashoguz Velayat library and other sights in the region.

Deputy Chairman of the Cabinet of Ministers S. Toilyev reported on the current situation in the spheres under his supervision and the measures taken to improve the system of education and professional development, science, health care and medical industry.

Commenting on the report, the leader of the Turkmen state gave a number of specific instructions on modernization of the material and technical basis of the health care system.

Minister of Health Care and Medical Industry of Turkmenistan N. Amannepesov reported on the measures taken to improve the health care system.

Head of the Academy of Sciences of Turkmenistan G. Mezilov reported on the outcomes of the business trip to Tokyo, Japan on March 12-18. As reported, a meeting with Japanese scientists on March 13 focused on the issues of widening cooperation in the frameworks of new possibilities. In particular, it is planned to invite the teachers from Japan to conduct classes based on the Japanese academic programme at the new Technological University in Ashgabat. Five new faculties, including “Chemical Technologies and Nanotechnologies”, “Biotechnology and Ecology”, "Computer Sciences and Information Technologies”, “Automation Engineering and Electronics”, "Economics of Innovation” will be opened at the University. Moreover, it is also planned to open a Turkmenistan-Japan secondary school at the University.

Scientists from Japan suggested that during the first year of study in the Technological University students will learn the English and Japanese languages. Starting from the second year, Japanese professors will teach students in chosen classes and will do research. On the fourth year of study, students will be encouraged to study in the institutions of higher education in Japan, particularly the University of Tsukuba, where they will have to defend their graduation thesis. Upon completion of the education, students will be awarded with certificates and diplomas.

The Memorandum of Understanding between the Academy of Sciences of Turkmenistan and the University of Tsukuba was signed on the outcomes of the meeting.

The talks at the Research Institute of Construction and Economy of Japan held on March 16 focused on the issues of seismic safety and training of Turkmen students in Japanese universities with a degree in seismology. On March 17, the heads of the Turkmen-Japanese inter-parliamentary friendship league participated in the conference held at the House of Councillors of Japan.

Focusing on the issues of opening of the Technological University in Ashgabat and the Turkmen-Japanese school, the President emphasized the necessity to prepare relevant specialists and gave the instructions to send Turkmen specialists to Japan for training.

Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on the current situation on the transport and communications sphere and the work done to modernize the material and technical basis of the Ministry of Railway Transport.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the activities of the Ministry and informed the President of Turkmenistan on the preparations for the Global Conference on Sustainable Transport System to be held in our country.

In this regard, it was underlined that one of the key vectors of the foreign policy of Turkmenistan implemented under the leadership of President Gurbanguly Berdimuhamedov, was development of multilateral cooperation on international agenda, including collaboration in transport sphere.

Underlining the importance of the first Global Conference in Ashgabat that would promote further development of mutually beneficial international cooperation in the transport sector, the President of Turkmenistan signed the Resolution approving the membership of the organization committee of the forum and instructed the relevant officials to ensure the high level of the preparation for the conference.

Chairperson of the Mejlis A. Nurberdyeva informed the Head of the State on work done by Parliament to improve the legislative basis of the country as well as the measures taken to create the groups of friendship with parliaments of foreign states in the Mejlis of Turkmenistan.

Speaking about importance of development of interparliamentary cooperation, the Turkmen leader approved creation of the groups of friendship with parliaments of foreign states in the Mejlis of Turkmenistan. The President emphasized that this area as an important component of interstate relations promoted establishing confidential relations and widening the agenda of cooperation with world countries.

Other issues were discussed and the decisions were adopted at the meeting of the Cabinet of Ministers.
