It was held a regular, thirteenth session of the Parliament of Turkmenistan of the fifth convocation, which agenda of included a series of draft laws and other normative-legal acts.
In particular, it was considered the draft of the Law of Turkmenistan “On state service”, which defines the legal and organizational basis for the state service in Turkmenistan, as well as conditions and procedures of implementation by citizens of our country of the rights for state service. It regulates relations arising in connection with entering into the state service, its passing and stopping, and determines the status of state employee. The bill defined the powers of officials, requirements to the professional level, duties of state employee and other concepts.
The next bill, submitted by the deputies – “On ethics and official behavior of state employee”. This document is intended to regulate the behavior of state employees in accordance with the norms of morality and ethics adopted in the Turkmen society. This legislation is based on the Constitution of the country and consists of this Law, the Law of Turkmenistan “On Combating corruption” and other normative legal acts and is a set of common principles of service, professional ethics and basic rules of behavior to be followed by state employees regardless of their position.
Discussing the draft Law of Turkmenistan “On Freedom of religion and Religious Organizations", the deputies noted that Turkmenistan, being a democratic, legal and secular state guarantees freedom of religion and belief. In our country, it is provided equal rights for every human being regardless of his religious convictions. Focusing attention on the historical role of Islam in the development of culture and spiritual life of the people, the participants emphasized the importance of interfaith harmony, religious tolerance and respect for other religions.
Draft Laws of Turkmenistan “On Atmospheric Air Protection”, “On status of the capital of Turkmenistan”, “On establishment of the jubilee medal of Turkmenistan “Türkmenistanyň Garaşsyzlygyň 25 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja”, “On Trade Activity”, “On promotion and support of breastfeeding”, “On Combating the spread of diseases caused by the human immunodeficiency virus (HIV)” have been submitted for consideration of the Parliament.
It was also discussed draft laws of Turkmenistan “On protection, export and import of movable property of the national historic-cultural heritage”, “On Advertising” and “On the organization and holding of 2017 V Asian Indoor Games and Martial Arts in Ashgabat.”
The deputies also considered the draft laws on amendments and additions to some legislative acts and draft Resolution of the Parliament of Turkmenistan “On establishment of inter-parliamentary friendship groups of the Parliament of Turkmenistan with foreign parliaments."
Having unanimously approved and adopted the submitted for consideration of the thirteenth session of the parliament of Turkmenistan of the fifth convocation the draft legislative acts, the members of the national parliament expressed the confidence that these important legal documents, having supplemented the existing legal system of independent neutral Turkmenistan, will contribute to further successful promotion of the country on the way of socio-economic and democratic reforms.
