A meeting of the State Security Council of Turkmenistan

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a regular meeting of the State Security Council. The agenda of the meeting focused on the outcomes of the field military tactical exercise simulating combat conditions. The results of work done by the military and law enforcement agencies in January-March 2016 and the measures taken to improve the work of the military and law enforcement agencies of the country and strengthen their material and technical base were discussed.

Secretary of the State Security Council, Minister of Defence Ya. Berdiev reported on the outcomes of the field military tactical exercise held at the end of March.

Chief of the Border Guard Service B. Gundogdyev reported on the current situation in the spheres under his supervision and informed the Turkmen leader on the measures taken to strengthen discipline, military and humanitarian readiness of border guards.

The President noted that the border guards strictly performing their duty should ensure the inviolability of the state borders of Turkmenistan, which maintains and actively develops the ties of friendship and good relations with all neighbouring states, day and night, both on land and at sea.

President Gurbanguly Berdimuhamedov underlined that strictly adhering to the status of positive neutrality approved by the Special Resolution of the UN General Assembly, Turkmenistan would further pursue the open peace-loving policy based on the principles of good neighbourliness, mutual respect, equality and mutually beneficial cooperation with all countries of the world.

Minister of Internal Affairs I. Mulikov reported on the work done in January-March 2016. Particular attention was paid to the measures taken to prevent violations of law.

Prosecutor General A. Hallyev reported on the steps taken since the beginning of this year to ensure the strict observance of national laws in the state and society.

Chairman of the Supreme Court B. Charyev reported on the work done for the past three months to achieve the objectives set by the Turkmen leader to reform the national judicial system in compliance with the major national development priorities.

Speaking about the huge responsibility placed on the judicators of justice, the leader of the Turkmen state focused on the importance of professional development of judicial officials.

Minister of National Security D. Bairamov reported on the fulfillment of the Turkmen leader’s instructions and the measures taken to ensure the national security. The Minister informed the leader of the Turkmen state on the activities to coordinate the efforts to maintain the stability of the peaceful life of our state and society.

Chairman of the State Customs Service M. Chakyyev reported on the work done in January-March 2016 and the current situation in the spheres under his supervision. It was reported that specialists of the State Customs Service take a very responsible approach to their work to control the goods crossing the border of Turkmenistan.

Commenting on the report, President Gurbanguly Berdimuhamedov requested the Chairman of the State Customs Service take all necessary measures to further improve the work and modernize customs points.

Chief of the State Migration Service M. Nobatov reported on the work done in the first three month of the year to regulate the issue of visas to foreign visitors who had increased significantly in number in recent years. In this regard, the specialists of the State Migration Service conduct the work to improve the procedures of their registration.

Minister of Justice B. Muhamedov reported on the work done since the beginning of the year to draft new Laws and further develop the national legislative basis in compliance with the advanced international practices and regulations.

Underlining the importance of the work done in this extremely important area, the President instructed the relevant officials to analyze the necessity of drafting new legal acts. As noted, declaring the policy of building a law-governed state, Turkmenistan was successfully implementing a comprehensive legal reform, one of the main objectives of which was the implementation of international norms and standards into the national legislation.

Then the outcomes of the field military tactical exercise simulating combat conditions were considered during the meeting.

The President noted that the harmonious interaction of military and law enforcement agencies had been achieved.

Other issues were discussed and the decisions were adopted at the meeting of the State Security Council.
