The Turkmen national institute of democracy and human rights at the President of Turkmenistan has published regular issue of scientific-applied magazine “Democracy and right”.
The magazine published in Turkmen, Russian and English languages, throws light upon aspects of the internal and external state policy carried out by President Gurbanguly Berdimuhamedov, essence and character of the realized in the country scale reforms and democratic transformations during the epoch of power and happiness.
In the list of publications - the analytical materials addressed to a wide range of readers, including the experts of jurisprudence, workers of state governing bodies, law-enforcement structures, representatives of local government and public organizations.
A publication begins with the speech of the state head at the session of the Elder’s Council on the occasion of the 20th anniversary of Turkmenistan neutrality. President Gurbanguly Berdimuhamedov has underlined huge importance of the neutral status in achievement by our country of impressing successes in all spheres of life and on the world level. Last years, the leader of the nation notes, have shown fidelity of the selected course, having confirmed that it in full is equitable to real interests of people, long-term tasks and programs of social and economic development of the country, aims of equal and mutually beneficial international partnership.
Article “The policy of positive neutrality - a basis of international cooperation of Turkmenistan” is devoted to many-sided and fruitful interaction with the largest authoritative organizations and structures, aimed at deepening of democratic processes, further development of civil society, modernization of the national legislation, provision of human rights.
It is also necessary to note the publication “Basic ways of development of the Constitution of Turkmenistan” which tells about work on perfection of the Basic Law of the country taking into account new realities of historical development of the neutral independent state and perspective tasks.
Among the materials, brought to attention of readers, - article devoted to the issues of realization in Turkmenistan of the youth policy. At present huge attention is attached in the country to upbringing of rising generation in the spirit of patriotism, humanism and diligence on the basis of spiritually-moral traditions of our people and principles of healthy lifestyle. In this aspect, the acceptance of “The Government program of the state youth policy in Turkmenistan for 2015-2020 period” has become a significant step.
One of priority directions of the policy conducted by President Gurbanguly Berdimuhamedov, is the development of culture sphere. In this connection there were accepted Laws “On culture”, “On protection of objects of national historical-cultural heritage”, “On museums and museum business”, “On protection of national non-material cultural heritage”. Recognition of active international activity in this field has become electing of Turkmenistan as a member of UNESCO Executive Council for 2013-2017 period. In the light of declaration by the initiative of the state head of 2016 - the Year of honouring of heritage, transformation of Fatherland, an article by Igor Martynenko - doctor on law, the senior lecturer of the Grodno state university named after Yanki Kupaly appears to be actual – “Protection of national historical-cultural heritage as a principle of state policy of neutral Turkmenistan”.
The material on social and economic development of the country on an example of prompt growth of the domestic textile industry is presented to the attention of readers as well.
On value of the legal reform, being realized in the new historical epoch aimed at strengthening of legislative basis is told in publications “Protection of the civil rights on the basis of the Civil code of practice”, “Housing-rights norms of Turkmenistan legislation”, “Rights of citizens guaranteed by notarial activity in Turkmenistan”.
