A “round table” meeting dedicated to the anti-tobacco subject matter has taken place in Ashgabat

Representatives of national mass media, Ministry of Health and medical industry and State office of the World Health Organization have discussed questions of liberation of the European region from tobacco within the limits of Ashgabat declaration realization. A “round table” meeting organized by the Information centre of public health of the MHMI of Turkmenistan has taken place in conference hall of the capital House of health №11.

Action is timed to the official presentation of the report of Turkmenistan on work conducted during last years on reduction of tobacco consumption in the country. As is known, the Framework convention of the WHO on struggle against tobacco (FC of WHO) has been accepted on May 21st, 2003 at the World healthcare assembly and come into force on February 27th, 2005 and Turkmenistan has ratified this international document on May 13th, 2011, which has come into force on August 11th, 2011. According to FC of WHO each country presents periodical reports on realization of Convention by itself, and that allows possibility to countries to study each other’s experience.

Delegates at the meeting have noticed that struggle against tobacco smoking brings considerable contribution to preventive maintenance of non-infectious diseases (NID). Questions of preventive maintenance and struggle with non-infectious diseases are reflected in the Ashgabat declaration that has been accepted following the results of work of the European ministerial conference on preventive maintenance and struggle against NID. It has taken place in the Turkmen capital on December 3-4th, 2013 with support of Turkmenistan government. The 64th session of the WHO European regional committee have confirmed the Ashgabat Declaration on preventive maintenance and struggle against NID.

Our country at once has started decisive actions. So, in May, 2014 the National strategy on introduction of the Ashgabat declaration on preventive maintenance and struggle with NID and struggle against them for 2014-2020 has been accepted. However, little earlier - on January 6th, 2012, according to the Resolution of the President of Turkmenistan the National plan of action on struggle against tobacco for 2012-2016 has been accepted. It includes six basic directions: Working out of corresponding national legislation on struggle against tobacco, preparation of public health experts on rendering of recommendations on termination of smoking and strengthening of services on smoking termination, increase of knowledge of the population concerning tobacco, legislation strengthening on clearing of smoking and rules regulating sale of tobacco products to the under-age, scientific researches in the field of smoking termination, strengthening of cooperation with international organizations on scientific and technical issues.

In addition, the National interdepartmental coordinating committee including 18 ministries, departments, and national public and international organizations has been created. The Centers of trust for help to those who has decided to refuse an addiction are created, the telephone “hot line” is working. Moreover, the Law of Turkmenistan “On protection of health of citizens from influence of tobacco smoke and consequences of tobacco products consumption” has been accepted.

All these efforts are undertaken for reaching of ambitious aim, which Turkmenistan has set before itself, – to reach a status of tobacco free country by 2025.

The important role in it, has marked the participants of the “round table”, plays cooperation of Turkmenistan with World Health Organization. In particular, together with experts of WHO the National action plan on struggle against tobacco has been developed. WHO experts have conducted research on tobacco use in Turkmenistan. Directions of cooperation of the WHO European regional bureau and the governments of Turkmenistan within the limits of the project “Realization of the Ashgabat declaration: on a way to the European region without tobacco” have been defined.

As representatives of the WHO State office noted, today Turkmenistan occupies the leading position in struggle against tobacco smoking, the lowest level of smoking in the WHO European region - 8,3 % of the population, is fixed in the country. The certificate of the international recognition of work conducted in the country - special awards of the WHO, with which twice (in 2014 and 2015) was noted the President of Turkmenistan by Gurbanguly Berdimuhamedov with delivery of special gratitude certificate and the certificate of recognition of outstanding contribution to the global tobacco control.
