President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, General of the Army Gurbanguly Berdimuhamedov chaired a meeting of the State Security Council of Turkmenistan, which reviewed the results of the military and law enforcement agencies for the period of four months of this year, and discussed a number of priority issues for further improvement of work activities.
Secretary of the State Security Council of Turkmenistan, Minister of Defense of Turkmenistan Ya.Berdiyev presented the report for January- April of this year, on implementation of development under the direct leadership of the head of the state, large scale military reform oriented on strengthening of the National Army, equipping its military technical basis and improving conditions of services and living standards of the family member of military servants.
Summarizing the report, President Gurbanguly Berdimuhamedov added, that putting particular attention to issues on strengthening combat efficiency of the National Army in accordance with the defensive military doctrine, Turkmenistan would continue committing to its neutral status, as a clear indication of country’s peaceful policy based on immutable traditions neighborliness and humanism.
The status on the Homeland borders, and measures taken for the reporting period on improvement of the departmental work, and the ongoing construction of the modern standard buildings for frontiers reported the Chief of the State Border Service B.Gundogdyyev.
The next presented the report on the status of subordinate structures, the Minister of Internal Affairs I.Mulikov. The head of Ministry of Internal Affairs reported on the work done for the period of January-April, in particular on public order control and measures taken for the prevention of offenses including ones related to the county’s traffic.
Noting the importance of the work carried out by staff of the organs of interior affairs to maintain law and order in the state and society, President Gurbanguly Berdimuhamedov gave the leaders of the MIA a number of specific instructions on taking timely measures to prevent any kind of offenses, including fire safety, increase the efficiency of traffic control to ensure the safety of drivers and pedestrians.
Then the floor was given to the General Public Prosecutor, A.Hallyyev, who reported on the work done for the period of four months of the year, the specific steps taken by the prosecutor's office to oversee the strict observance of the rule of law in the state and society.
Focusing on the strict approaches to resolve the set tasks, the Turkmen leader emphasized that looking out for the national interests; prosecutors should responsibly perform their duties to carry out the most vigilant control over the strict observance of existing national legislation.
The next speaker, the Chairman of Supreme Court B. Charyyev reported on the results of work since the beginning of this year on improvement of the judicial system of the country, which was undergo in accordance with the universally recognized norms of international law, and on fulfillment earlier given instructions by the Turkmen leader's.
Head of the Ministry of National Security D.Bayramov, in his turn, reported on the status of the supervised structures for the period of January-April 2016, noting that workers of MNS are clearly aware of the important tasks to ensure security and maintain stability in the country.
Next, it was the report of the Chairman of the State Customs Service M.Chakyyev, who informed on the results of the reporting period and the measures taken to improve the effectiveness of the subordinate structures.
The next floor was given to the Chairman of the State Migration Service M. Nobatov, who reported on the results of the work for the period of four months, the implementation of the work given by the Turkmen leader's instructions related to the activities of all units of Service, the active implementation of international best practices and generally accepted international practice.
Having heard the report, the Turkmen leader Gurbanguly Berdimuhamedov gave a number of specific instructions to further improvement of the working mechanism of the migration service, aimed at widely support the successful implementation of the "open doors" policy and broad international cooperation.
A-four month consecutive step in the comprehensive development of the legislative basis of the country was stated in the report presented by the Minister of Justice B. Muhamedov.
Having heard the report, the head of state stressed the importance of study the rules of international law, noting that it is a synthesis of positive global law making experience and the fundamental principles of constantly improving the country's legislative basis which is a key factor in the successful implementation of reforms and large-scale government programs of the new historical epoch.
