President Gurbanguly Berdimuhamedov held the regular session of Cabinet of Ministers, where current issues of state life were discussed

Having announced the agenda of the session, the Head of the State gave the floor to Deputy Chairman of Cabinet of Ministers B. Hodjamammedov. Reporting on the situation under his supervised sector, Vice-premier informed on improvement of regulatory and legal documents on the rights of employees and employers. In particular, the project regulation on “Decree on the procedure of investigation and record of the professional accidents” was presented for consideration of the President of Turkmenistan. In accordance with the regulation it is stipulated implementation of different measures in labor safety, prevention and warning of accidents.

Having heard the report, the Leader of the Nation Gurbanguly Berdimuhamedov stressed the significance of the legal regulation of the labour protection, implementation of preventative measures which comply with time and common international standards. The preventive measures’ system is oriented to safety and security of employees’ life and health during their work. Noting the importance of ensuring industrial labour force’s safety and security at work, President of Turkmenistan signed the Decree and directed appropriate guidance to Vice-Premier.

Deputy Chairman of Cabinet of Ministers B. Ereshov reported on the work done in industrial sector of national economy. Special emphasis was made in the report on preparation for the upcoming celebration of day of textile industry workers, traditionally held on the first Sunday of June.

During days of celebrations, it was planned to hold annual International Exhibition dedicated to the innovative development of textile industry on June 4-5. Its exposition will display various goods made by enterprises under Ministry of Textile Industry and the latest developments and services in this sphere rendered by the foreign participants from around 50 companies from 11 countries.

The exhibition will familiarize our guests with latest successes achieved in this field in Turkmenistan, and be held business meetings with partners, to exchange opinions on further mutually beneficial cooperation. Fashion show of dresses of Turkmen and foreign couturiers is stipulated within the programme of the forum. The best dress contest among designers and masters of our country is planned to conduct. By the result of the contest it will be chosen and identified “The designer of the year”.

Summing up the report, President of Turkmenistan noted that textile industry is a huge export potential as one of the major areas of the domestic processing industry. On occasion of 25th Anniversary of Independence of Turkmenistan, the Head of the State gave orders to issue production of textile goods with the emblems printed the anniversary date.

Deputy Chairman of Cabinet of Ministers R. Bazarov, reporting on the course of seasonal agricultural works, mentioned that thinning out and fertilizing of the cotton crops is currently under way. At the same time, it is being actively prepared harvesting season including utilization of hardware, technique and equipment.

Vice-Premier also reported on the preparation for the regular session of the Interstate Committee on Sustainable Development of International Fund for Saving the Aral Sea to be held in Ashgabat on May 24-26 within the framework of chairmanship of Turkmenistan in ICSD for the period of 2015-2016 years.

Summarizing the report, the Head of the State stressed that international cooperation in the field of environmental protection was one of the key vectors of a foreign-policy course of Turkmenistan. As one of the founders of International Fund for Saving the Aral Sea, our Country stands for joining of efforts in this area by the states of the region and the largest international organizations, primarily the UN.

In this connection, President Gurbanguly Berdimuhamedov emphasized to keep on consecutive work on practical implementation of international initiatives of Turkmenistan on environmental and hydro energy range of problems; to ensure conditions conducive universally sustainable social and economic development. The proposal on establishing under auspices of the UN, the Regional Centre for technologies on environmental changes in Central Asia, for which Turkmen part is willing to provide necessary infrastructure in Ashgabat as well as development of the special UN Programme on Saving of the Aral Sea and the UN Water Strategy.

Noting the importance of the issues submitted for the agenda of ICSD session, the Head of the State ordered to provide appropriate level of forum’s organization.

Deputy Chairman of Cabinet of Ministers B. Atdaev reported on the works for preparation of the event called “Turkmenistan – Germany: Day of Innovative Technologies” to be held in Walldorf (the FRG).

Within the framework of the business meeting to be held on May 31, it is planned to conduct introduction of the activities of the German company “SAP SE” as the world’s leader in system software aimed at supporting businesses in different spheres of economy in automation documents’ circulation, accounting, management of production operations, research projects, and others.

The event participants from the Turkmen side will be representatives of production industry, transport and communication sectors, economic and bank spheres, specialists of scientific and educational system, members of National bar-code organization and Union of Industrialists and Entrepreneurs. Vice-premier is presented the project plan of the event, for consideration of the Head of the State.

Speaking on importance of such events in the international formats, the Head of the State stressed that this event favours the strengthening of positions of native branches, improvement of its export and innovative outlook in the priority areas of the Turkmen economy.

Then, Deputy Chairman of Cabinet of Ministers S. Satlykov reported about the situation in the spheres under his supervision as well as reported on preparation of the Decree “On Purchasing of «Hyundai New Super Aero City buses” (the Republic of Korea).

According to Vice-premier, on the instruction of the Head of the State in order to renew the fleet of communal transport and create favorable conditions for people and guests of the capital city during the V Asian Games in Ashgabat in 2017, specialists of Ministry of Automobile Transport have done work on purchasing 500 units of city buses which comply with ecological standards of Euro-4.

Moreover, information on preparation for commissioning and laying of new facilities aimed at different purposes in Balkan velayat, was also reported.

After hearing the report, President Gurbanguly Berdimuhamedov stated with delight progressive, fruitful nature of cooperation with the Republic of Korea. President confirmed the intention to consolidate this cooperation in the future and signed the Decree “On purchasing of «Hyundai New Super Aero City» buses”.

Deputy Chairwoman of Cabinet of Ministers G. Mammedova reported on preparation for Days of Turkmenistan Culture to be held in Romania on May 24 – 27.

As informed, in order to hold campaign, it was sent to a friendly country the delegation of cultural workers, representatives of art intellectuals, and mass media, masters of art of our country. The exhibition of museum values and decorative and applied arts of Turkmenistan, concerts and meetings, including Minister of Culture of Romania, it will take places during the Days planned to be held in Bucharest, the city Yassy.

Giving instructions on how to hold high organizational level of Days of Turkmenistan Culture in Romania and all programme events, President Gurbanguly Berdimuhamedov focused attention on the significance of the campaign for popularization of the national spiritual legacy and achievements of our country.

Deputy Chairman of Cabinet of Ministers S. Toyliyev, informing on the status of activities in supervised spheres, reported on preparation to traditional “final ring” undergoing among secondary schools of the country, on occasion of completion the next academic year.

In this connection, Vice-premier informed that on May 25 it will be organized cultural festivities in the capital and all regions of the country. The festivities in Ashgabat will start from laying flowers to the Monuments of Independence and Constitution with participation of graduate students representing the capital and velayats of the country.

In the evening, the celebration events dedicated to Day of Ashgabat City and the end of 2015 – 2016 academic year will take places in “Arkadag” park where the congratulating message of President of Turkmenistan will be read. On behalf of the Head of the State, the memorable gifts will be presented to the best graduate students of secondary schools of the capital and velayats. In honor of momentous event it is planned to organize the concerts of Master of Arts and the festive promenade along the Magtumguly Avenue. This day the celebration events will take place in all velayats’ centres.

President of Turkmenistan mentioned the need for creative approach in organization and festive celebration on occasion of the end of academic year.

Then, the floor was given to Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers of the Country Sh. Durdylyev, who reported on execution of the works based on instructions and assignments earlier given by the Head of the State, who presented for consideration the draft of Decree, developed in connection of revision of territorial division of Ashgabat city and Akhal velayat.

Once again, stressing attention on paramount significance of further development and improvement of Ashgabat city, President Gurbanguly Berdimuhamedov stressed that complex modernization of the city infrastructure is the main priority conception of the development of Turkmen capital.

Deputy Chairman of Cabinet of Ministers, Minister of Foreign Affairs of the Country R. Meredov reported on the activities of MFA, regarding the preparation for the regular session of Joint Committee for Cooperation between Turkmenistan and the United Arab Emirates.

As mentioned, the consolidation of the friendly relations and mutual beneficial partnership with the states of Middle East including the UAE is one of the important directions of a foreign-policy strategy of neutral Turkmenistan aimed at development of wide international cooperation. In this context, it was emphasized that progressive mutual respected and constructive nature between our countries.

As vivid evidenced, there are regular exchange of the visits at the highest level. Interstate dialog in political, trade and economical, humanitarian and cultural spheres is developed successfully. All these years the reliable foundation developed considerable regulatory and legal base. Turkmenistan and the UAE actively cooperate within the framework of reputable international and regional organizations including the UN.

In 2011 it was founded Joint Committee for Cooperation between Turkmenistan and the United Arab Emirates, calling for effective mechanism for improvement of partnership. The preparation for the regular session of the Committee is planned for June, 1 – 2. The agenda of the meeting will include broad spectrum of the issues of coordination in such priority areas as fuel and energy complex, industry and transport spheres, telecommunication, financial and banking sector. The negotiations on preparation of the range of bilateral documents are considered as well.

Summing up the report, President Gurbanguly Berdimuhamedov stated with delight the high level of traditionally friendly interstate relations with the United Arab Emirates, which is one of the largest trade and economic partner on Turkmenistan, proved by the growth volumes of bilateral trade.

In the course of the session, the Head of the State signed the Decree and approved the members of Joint Committee for Cooperation between Turkmenistan and the United Arab Emirates.

Chairwoman of Mejlis of Turkmenistan A. Nurberdiyeva presented information on further improvement of national legislation. As earlier informed, active work on preparation of nearly 20 drafts of new laws and drawing up of the text of new edition of Constitution of Turkmenistan, which are being developed by revising the incoming proposals from the population.

Some other issues on which appropriate decisions were taken were reviewed during the session of the Cabinet of Ministers.
