According to the core topics of the meeting, the Turkmen leader stated that Balkan region reached great results for the past a quarter of the century the same as other regions of the country. The first quarter this year, the industrially developed region drew capital investments for more than $ 3 billion 723 million manats. In this context, President of Turkmenistan stressed the importance of the national tourist zone "Avaza”, was being developed at a rapid pace. Currently, about 30 hotels, vacation house and health centers are available for guests and tourists, and are able to simultaneously accept nearly 10 thousand people.
Then, the head of state emphasized that it was built and put into operations the railway Kazakhstan-Turkmenistan-Iran, the East-West gas pipeline, Belek-Turkmenbashi oil pipeline, Residential building Enterprise, 3 large facilities in oil refineries in Turkmenbashi, asphalt plants in etraps Bereket and Serdar, Children's Health and Recreation Center for 300 people, and a lot of other buildings, including residential houses with a total area of 446,000 square meters, 125 social facilities. It was also constructed approximately 1,300 kilometers of water pipeline, more than 200 kilometers of motto roads, 2,100 kilometers of electrical transmission lines and 1,800 km gas pipeline. It was commissioned several cattle-breeding complexes, as well as 25 new projects of local entrepreneurs.
Currently, President Gurbanguly Berdimuhamedov noted that hundreds of facilities and buildings were under construction in the territory of the region. The constructions of gas and chemical complex on production of polyethylene and polypropylene in the district Turkmenbashi, the carbamide plant in Garabogaz, the International Sea Port in Turkmenbashi city, a high-speed highway Ashgabat-Turkmenbashi, automated telephone stations, 5 livestock complexes in districts Bereket and Serdar. The social conditions of the population of the region are getting improved according to plan. Radical changes are made in the villages and towns.
In accordance with the implementation of the National Program of village transformation only in 2008-2016 years, Balkan region drew the capital investments of about 6.5 billion manats. In order to improve social and living standards of the rural population, more than 27 thousand of plots of land were provided to support young families in the last period, stated the leader of the nation.
However, despite the achieved successes in Balkan region, a place we can be proud of, was identified many shortcomings in this region, stated the head of state.
In this connection, President of Turkmenistan gave the floor to Chairman of the Supreme Control Chamber Ch.Gylyjov, who reported on outcomes of inspections in Balkan region, during of which it was revealed a number of serious omissions in implementation of the National Program of village transformation and in social sphere.
Then, General Public Prosecutor of Turkmenistan A.Hallyev reported on the results of the inspection undertaken in Balkan region, and informed about weaknesses relating to implementation of works carried out on construction of greenhouses.
According to the report, the head of the state instructed Сhairman of the Supreme Control Chamber and General Public Prosecutor of Turkmenistan to continued inspecting of the situation in this region, and holding a detailed analysis of current state of affairs and keep it under his constant control.
During the session, the leader of nation has relieved Deputy Governor of the city Balkanabat responsible for construction part M. Arazmammedov of his post as he could not cope with the assigned duties.
Governor of Esenguly district A. Esenov was stated the serious concerns by the leader of the natino due to the lack of attention given to issues on settlements’ development, omissions in the implementation of the National Program of village transformation and announced him a serious reprimand.
Addressing to Governor of Etrek district B. Annagurbanov, the head of the state drew attention to the fact that in this district it is not taken sufficient measures to implement the National Program of village transformation.
Then, the word was given to Governor of the city of Hazar M. Arazov who reported on the work held in the city. Informing on current numerous shortcomings related to social and living conditions of citizens, the head of the state has relieved him of his post.

Then, the head of the state expressed claims about numerous shortcomings for Governor of Magtymguly district A. Muhammedov having relieved of his post.
