Various forums timed to International Environmental Protection Day, broadly celebrated on June 5 in Turkmenistan and other countries are dedicated to this important subject. Thus, the conference “The nature – depository of people” took place in the Centre of non-governmental organizations on June 2.
Theoretical and practical conferences, such as “Influence of Earth and Sun correlation on environment” in Institute of Solar Energy of Academy of Science and “New technologies relations with environmental issues” in Centre of Technologies, “Environment and ecological protection – guarantee for radiant future of mankind” in Turkmen State University named after Magtumguly are planned for the rest of the week. On Sunday, June 5, Agricultural Complex will host the conference “Environmental wellbeing and international cooperation in Year of heritage esteem and transformation of Motherland”
Cooperation in environment protection sphere comes out as one of the main directions of foreign policy course of Turkmenistan taking active position in solution of the issues troubling the humankind. UN Conventions on biological diversity, on combat of desertification, on climate change, on protection of ozone layer, on protection and use of transboundary waterways and international lakes and many other ratified by our country are obvious evidence of that. Numbers of the environmental programmes and projects are implemented together with UN Development Programme, UN Environment Programme, Global Environmental Facility and other competent international organizations on national and regional levels.
Constructive initiatives of President of Turkmenistan voiced on the sessions of UN General Assembly, United Nation Conference on Sustainable Development (Rio+20) as well as III UN World Conference on Disaster Risk Reduction in Japan and VII World Water Forum in Korea in last year received widespread support from world community.
There are suggestions among them on formation of Regional Centre for technologies related to environmental changes in Central Asia, development of the special UN Programme on saving of the Aral Sea and UN Water Strategy as well as on creation of versatile mechanisms of cooperation for provision of ecological and anthropogenic security in Caspian Sea that is undoubtedly world heritage.
Proposing these initiatives, our country undertake actual measures for their practical implementation. Big work is carried out in the area of rational use of water, land and biological resources, preservation of biodiversity and natural landscapes, combat with desertification and deforestation, ecological education of population.
International standards Laws on “Environment Protection”, “Specially Preserved Natural Territories”, “Protection of Ozone Layer”, “Forest Code”, “Fishery and Preservation of Water biological Resources”, “Fauna”, “Flora” and others were adopted. “National Strategy for Climate Change” and “National Forest Programme of Turkmenistan” approved by the Head of the State are gradually realized.
Compulsory ecological insurance was imposed in Turkmenistan for institutions, enterprises organizations, regardless of ownership, including foreign legal entities, their affiliates, representatives as well as individuals engaged in entrepreneurship without forming legal entity who perform ecologically dangerous types of activity.
Innovative and resource-saving technologies are implemented today in all branches of national economy. Measures for enhancement of control efficiency for air pollution, compliance with ecological standards and requirements of plants, fabrics and other facilities required by President Gurbanguly Berdimuhamedov to undergo compulsory expertise for environmental safety, are undertaken.
The vivid examples of that are modernization of the flagship of native petrochemical industry - Turkmenbasy Refinery Complex where the most modern waste treatment facilities are applied, creation of National tourist zone “Avaza” on the Caspian coast, artificial forests that increase their area with every year, and other large investment projects.
The creation of “Altyn Asyr” lake in Karakum desert is summoned to radically improve the conditions of irrigated lands, solve the issues related to soil salinization, waterlogging and drought what will have favourable conditions for ecology of the region. Just for few years, the territory adjacent to Turkmen lake changed out beyond recognition.
Now there are green zones where there were sand dunes; and there are fish bred in water pools. Additional incentive for the development was received by livestock sector due to irrigation of vast areas of the desert and expansion of pasturable lands. Owing to Turkmen lake, tfavourable conditions were created for migrant birds in Central and Eastern Karakums as well as for rare ungulate mammals including those from Red Book of Turkmenistan – Usturt argali, onager, goitred gazelle and other.
Recently, Turkmenistan delights foreign guests by swiftly growing young forests, blooming, literally all year around, parks. Artificial oases spread out for many thousands of hectares in different corners of the country. Realization of the grandiose by its scale tree and shrub planting programme is also considerable input in worldwide combat against negative consequences of climate change.
Appearing around every settlement, along the highways and railroads, forest belts create comfortable microclimate, moderate the hot breath of Karakums in summer and protect from chilly winds in winter. Green areas have also great influence on biodiversity becoming home for many birds, animals who adapt to new warrens.
According to the Decree of President Gurbanguly Berdimuhamedov, totally 3 million saplings of leaf-bearing, conifer and fruit trees and vines including 512 thousand saplings of mulberry trees will be planted by ministries and branch organizations as well as hyakimliks of Ashgabat and velayats during tree and shrub planting campaign for 2016.
Top priority attention in our country is paid to nature monuments and to the development of network of specially protected areas – wildlife reserves and parks of great scientific, natural, cultural and recreational importance. Currently, Turkmen specialists conduct relevant work for including of unique ecological complexes Karakum desert and other places of the country in UNESCO World Heritage List.
Repetek International Biosphere Reserve, Badhyz, Syunt-Hasardag, Amudarya, Hazar and Koytendag Natural Reserves are in the preliminary list of national nature objects for inclusion in this global register.
Today, experience of Turkmenistan in environment protection is highly demanded in the world what is proved by repeated selection of our country as one of the places for large ecological forums, conferences and seminars.
Among them, there are Caspian Ecological Forum organized in National tourist zone “Avaza” in 2012, International Scientific Conference “Ecology of the Aral Sea: Sustainable Development and International Cooperation” hold on March 2013 in Dashoguz, the 5th Meeting of the Conference of the Parties of Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Teheran Convention) that took place in Ashgabat in 2014.
In 2015 – 2016, Turkmenistan chairs the Interstate Committee on Sustainable Development of International Fund for Saving the Aral Sea, the session of which took place in Ashgabat in the end of May.
