Turkmenistan makes considerable contribution into realization of international conventions and agreements on environment protection

World Environment Day was established in 1972 on 27th Session of UN General Assembly in order to form up ecological culture and coordinated interstate cooperation in the sphere of environment issues. The sustainable development of the states and improvement of quality of people’s life depend on the effective solution of these issues. In our country, where unique natural resources are concentrated the issues of ecological security are of top priority.

Being the UN member, Turkmenistan having huge experience with of cooperation with the UN executive agencies and other international organizations makes considerable contribution in fulfilment of provisions of international conventions and agreements on environmental protection. For the last few years, with participation of Global Environment Facility, UN Environment Programme, UN Development Programme and European Union, joint projects in the sphere of preservation of biodiversity, sustainable management of forest, land and water resources, combat with desertification and degradation of land, management of specially protected territories, climate change, protection of ozone layer and extract of ozone-depleting substances are implemented and continued to be carried out in the country.

The last year was very remarkable by the range of events in this context. Thus, within the frameworks of international obligations of our country the National Strategy and Action Plan of Turkmenistan for preservation of biodiversity for the period of 2016 – 2025 were developed. This document together with other national programmes is summoned to level the negative ecological impacts from industrial activities. The development of integrated approach to protection of natural resources is among the achievements of the project. Involvement of natural protection institutions in this work will enhance the effective combined work on rational nature management and regulation of biological diversity. Within the framework of this project economic estimation of ecosystem services (natural benefits), creating opportunities for economic activities was conducted for the first time in the region and CIS countries.

Our country while being the participant of United Nations Framework Convention on Climate Change and its Kyoto Protocol contributes in the process of limiting the effects of climate change. According to the provisions of convention, Turkmenistan drew up regular, third National report on climate change where special attention was paid to the information on greenhouse gas emissions and its complete inventory.

The economic action programme for minimization of the effects of climate change and reduction of greenhouse gas emissions until 2030 is presented in this document. The purpose of the strategy is provision of the sustainable development that will allow to moderate the impact of global climate change on social and economic development of the country and will enhance the economic and people’s life level growth as well as ecological security. The integrated approach to the limitation of greenhouse gas emission and economic adaptation to the changing environment was taken under consideration during development of the Strategy.

The economy of our country is characterized by the tendency of sustainable growth. As it well known the growth of production and emissions are always in constant interaction, if the economy grows up then characteristics and composition of the emissions change. At the same time, Turkmenistan State invest considerable funds into modern technologies, improvement of production, and greening of industrial infrastructure. Analysis of combined data indicates on reduction of the dynamic of power-intensity and ecologically safe level of economic development. Owing to the efficient nature protection policy, the noxious emissions were managed to be reduced. Recently, Turkmenistan report document on the Cartagena Protocol on Biosafety were drawn up.

The state policy for nature protection is aimed at provision of ecological interests of the society, rational use of natural resources, which are national heritage, and important component of sustainable development of the region. The work of 9 State nature reserves and 16 wildlife preserves is subordinated to the protection of biodiversity and ecosystems in the country. In order to protect and restore ecological balance, richness and diversity of natural resources the Law of Turkmenistan on “Specially Protected Natural Territories” was adopted in 2012. The law regulates the terms of organisation of management, protection and use of specially protected natural territories, which present special nature conservational, scientific, cultural, esthetical, recreational and health-improving value. The youngest natural reserve “Bereketli Garagum” was founded in 2012 by the Resolution of the President of Turkmenistan. Its work aimed at protection, rsearch and restoration of flora and fauna of the Central Karakums and at development of theoretical and practical recommendations for rational use of desert landscapes.
