President Gurbanguly Berdimuhamedov held the regular session of the Cabinet of Ministers where important issues of the state life were reviewed and the range of the documents were adopted.

Having announced the agenda of the session, the Leader of the Nation gave floor to Deputy Chairman of Cabinet of Ministers B. Hojamamedov who informed on preparation for the chairmanship of Turkmenistan in the Council of heads of statistical services of CIS countries.

As it was informed, in accordance with the resolution of the Interstate statistical committee of the CIS, the 55th session of this organization as well as forums on statistics of agriculture areis planned to be hold in September 6 – 8 of the current year.

Having listened the report, President Gurbanguly Berdimuhamedov noted that one of the key vectors of foreign policy of Turkmenistan is the consolidation of fruitful relations with CIS countries. The Leader of the Nation highlighted that being associated member of the CIS what stipulated in the first by the United Nations Organizations the neutral status, Turkmenistan builds its relations with CIS countries on the principles of respect and equal mutually beneficial partnership based on national and common interests.

Recently along with humanitarian and cultural contacts, the economic relations with CIS countries are filled with new contents. Turkmen capital more than once became the place for holding the forums for different organizations of the Commonwealth. There are 41st session of Electrical Energy Council of the CIS, 46th session of the Heads of communication administrations of the Regional commonwealth in communication sphere (RCC), 55th session of Economic council, International Fair of consumer goods made in CIS countries, International theoretical and practical conference for the enhancement of food security in the CIS, 57th conference for railroad transportation of the CIS among them.

The appointment of Dashoguz the cultural capital of the Commonwealth as well as chairmanship of Turkmenistan in the Council of heads of statistical services of the CIS countries are bright example of successfully developing relations. Along with this, the Head of the State Gurbanguly Berdimuhamedov mentioned the fruitful character of inter-parliament relations.

Deputy Chairman of Cabinet of Ministers, Director of the State Agency for Control and Use of Hydrocarbon Resources under the President of Turkmenistan reported on preparation for the 6th Interstate Turkmen – Afghan committee for trade and economic cooperation planned to be hold in the capital of Islamic Republic of Afghanistan – Kabul on June 15.

The Vice-premier informed that the priority subjects of interstate cooperation including in trade and oil and gas spheres, energy, transport and communication, agriculture, education and culture sectors would be in the agenda of the session.

The Leader of the Nation said that being permanently committed to good traditions, our country consistently states for the active international support to the government of Afghanistan, assistance of effective integration of the neighbouring state into regional and international economic processes.

After that, Deputy Chairman of Cabinet of Ministers R. Bazarov reported on the course of agricultural works including on the crop harvest in the regions. Along with mowing, straw gathering, ploughing and inter crop sowing is carried out. At the same time, the care for cotton crops, inter row weeding, fertilization and irrigation are going on. The sowing of autumn sugar beet is continued in Balkan and Mary velayats.

The Vice-premier also reported on fulfilment of assignments by the Head of the State for increase of fruit, vegetable and cucurbitaceous productions.

The information on the putting into exploitation of different facilities erected in Dashoguz velayat as well as start of construction of new objects were given in the report.

Mentioning the necessity of speeding up the rates of the harvest, the President of Turkmenistan gave concrete instructions to the Vice-premier for the provision of timely and quality harvesting.

Then, Deputy Chairman of Cabinet of Ministers B. Ereshov spoke with report on the situation in the structures under his supervision where he informed on the provision of construction sites with large-panel construction materials.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that industrial sector of building materials is currently one of the most important import substitution directions of the development of Turkmen economy which rapid industrialization is submitted to the targets and purposes of social oriented state policy, stipulating steady rise of life level and wellbeing of Turkmen people. The key object of transformation is the provision of high standards of living of the population.

Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers of the Country Sh. Durdylyev reported on the works for beautification of the capital.

It was informed that according to the assignments set by the Head of the State during work session in Ashgabat hyakimlik on May 17, the special work plan for increase the paces of beautification of Turkmen capital, further improvement of its appearance, reconstruction of streets and buildings, lightening systems of the roads and creation of green zones was prepared.

After listening to the report, President Gurbanguly Berdimuhamedov pointed on the needs for speeding up the works on realization of large-scale city construction programme, having given the number of concrete notes and recommendations for further build up and beautification of Ashgabat and creation of modern and comfort city environment.

Deputy Chairman of Cabinet of Ministers B. Atdaev reported on preparation for the exhibition of building materials made in Republic of Turkey to be hold in Ashgabat on June 16 – 18.

The upcoming review of Turkish industry will become the area for the business meeting foreign businessmen with the representatives of departments and organization of Turkmenistan, exchange of the opinions and practices, discussion of perspective directions of bilateral cooperation and making direct contacts with new partners.

Summing up the report, Leader of the Nation Gurbanguly Berdimuhamedov emphasized that our country starting large-scale city building programme is interested in attraction of innovations and “know-hows”, and such business activities present good opportunity to familiarize with advanced foreign developments in different spheres of productions and technologies.

After that, Deputy Chairwoman of Cabinet of Ministers G. Mamedova reported on the preparation for Days of Culture of Kyrgyz Republic in Turkmenistan, planned to conduct in Ashgabat on June 14 – 16, as well as International theoretical and practical conference and “Turkmenistan is a place, rich with spiritual and cultural values” exhibition of decorative and applied arts items with participation of scientists of CIS countries that will be hold in Dashoguz on June 16 – 17 and related to the announcement of city as cultural capital of the Commonwealth in 2016.

To conduct the creative event, the delegation of cultural workers and art masters of friendly country will visit Turkmenistan. The concerts, exhibitions of decorative and applied arts and tourist attractions of Kyrgyzstan, demonstration of Kyrgyz movies and other events will be conducted within its framework.

Speaking on preparation for International theoretical and practical conference in Dashoguz, the Vice-premier informed that the leaders of scientific and research centres, institutions and universities, museums and scientists from Russia, Armenia, Belarus, Kazakhstan, Moldova, Tajikistan and Ukraine applied for participation there. The concert of art masters of Dashoguz velayat and visit to the complex of monuments of the State historical and cultural reserve “Kunya – Urgench” by the participants are planned.

Having expressed that forthcoming Days of culture of Kyrgyz republic in Turkmenistan will serve the utmost consolidation of fruitful Turkmen – Kyrgyz relations based on the indigenous traditions of friendship and meeting the interests of people of both countries, the Head of the State required to provide the high level of organization of this action.

Deputy Chairman of cabinet of Ministers S. Toyliev reporting on the work in the spheres under his supervision, informed about preparation for the opening of new medical facilities.

Summing up the report, the president of the country noted that care for people’s health and in this context systematic improvement of national system of healthcare, preparation of qualified professional staff for this sphere is one of the priority directions of the state policy of Turkmenistan.

Touching the subject of promotion of public sport and health movement and principles of healthy life in the society, the Head of the State stressed the attention on the needs for active involvement of the present sport facilities. In this relation, the Leader of the Nation addressed the number of claims to the vice-premier for improper use of the stadiums and sport grounds and keeping them in proper condition.

Next, the floor was given to Deputy Chairman of Cabinet of Ministers S. Satlykov who reported about preparation for the first in our country Global conference for sustainable transportation system.

The Vice-premier informed that agenda of the conference would include wide spectrum of the topical subjects including sustainable transport and environment changes, energy and transport, urban transport system and road and transport communications between cities and villages, investments and financing of transport sphere, international cooperation in transport sphere and its legal basis, development of multiple transport corridors and their infrastructure, road safety.

Highlighted that nowadays the cooperation in transport and communication sector acquires special importance as a factor of the global sustainable development, President Gurbanguly Berdimuhamedov noted that this sphere is one of the key segments of world economy, directly affecting the efficiency and balance of international economic ties. Turkmenistan occupies an active position in the matters of international cooperation in this direction including in the UN format, putting forward concrete initiatives and bringing into life large-scale infrastructure projects for creation of transnational transit corridors together with foreign partners.

The proposals of our country aimed at formation of divided combine system of transport communication in North – South and East – West directions and received the wide support of the world society indicate this conspicuously. The visual evidence of this is the adoption of the respective resolutions by the United Nations general Assembly in 2014 and 2015.

As mentioned by leader of the Nation Gurbanguly Berdimuhamedov, the development of transport infrastructure is one of the priorities of the policy of Turkmenistan who together with neighbouring states carries out large regional and continental projects. They give vast opportunities for optimization of transport streams on Eurasian space providing exit to marine terminals of the Black and Baltic Seas regions, South and Southern – East Asia, Middle East as well as to powerful economic centres as China, India, Pakistan and countries of Asian – Pacific region.

The railroads Kazakhstan – Turkmenistan – Iran and Turkmenistan – Afghanistan – Tajikistan, automobile and rail bridges over the Amudarya River, high-speed roads, international sea port of Turkmenbashy city and other facilities, which already put into exploitation and under construction are summoned to become the important links of international transport network.

Having note the importance of the forthcoming forum that summoned to become the real input into further development of mutually beneficial international cooperation, the Head of the State gave number of instructions to the Vice-premier for high organizational level of the Conference and detailed work and timely completion of all related issues.

Deputy Chairman of Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the measures for implementation of the Framework programme of the partnership for the development between Turkmenistan and the United Nation Organization for the 2016 – 2020 period.

As it is known, the abovementioned framework programme was signed of April 4. For its implementation, the project of the Action Plan for four strategic directions was drafted and presented for the review to the Head of the State. These directions include the energy efficiency and management, solutions of issues related to the climate change, supremacy of law and diversification of economy aimed at joining the efforts for improvement of the employment system of the population based on stable economy, provision of the high level of legal guarantees. One of the directions is creation of high quality information system and monitoring of the development stipulating further improvement of national statistics system.

For fulfilment of the given Programme and the Plan, Turkmenistan together with the UNDP, UNICEF, UNPF and other United Nations organizations plans to perform different project on the national level.

In the context of implementations of Aims of sustainable development adopted by our state as by one of the full members of the United Nations Organization, the project of the Agreement aimed at realization of constructive initiatives of Turkmenistan within UN frameworks was drafted and presented for review.

Having approved the Action plan and abovementioned Agreement, the President stated the presence of impressive potential for further activation of the fruitful cooperation with the United Nations Organisations with the account of today’s realities. In this relation, the head of Turkmenistan charged the Vice-premier to undertake all necessary measures for successful implementation of the given Plan and Framework programme for partnership development between Turkmenistan and the UN for 2016 – 2020 period that would promote the enhancement of the effective bilateral relations built for long perspective.

In the course of the session, the President of Turkmenistan sign the Decree on appointments of Ya. Mammedov as Ambassador Extraordinary and Plenipotentiary in Malaysia as well as Ambassador Extraordinary and Plenipotentiary in the State of Brunei Darussalam.

On behalf of his co-workers, Deputy Chairman of cabinet of Ministers, Minister of Foreign Affairs R. Meredov cordially congratulated the Head of the State with upcoming holiday – Science Day traditionally widely observed on June 12.

Having thanked for congratulations and good wishes, the President of the Country highlighted the great importance of the science in the life of the state and society. In this relation, the Leader of the Nation emphasized that improvement and development of the science and education, implementation of the scientific achievements in branches of economy are one of the priority directions of the state policy of Turkmenistan.

Further, the head of the State mentioned that systematic measures for consolidation of logistics base of scientific departments and high education institutions are undertaken; big attention is paid to the training of highly professional scientists; the broad opportunities for talented youth would be able to pursue the science are created. The Centre of technologies, which is given with the important role of accumulations of the intellectual potential of the country and promotions of Turkmen science to the new boundaries is opened and successfully operates in Ashgabat.

Having expressed his solid confidence that native scientists will bring the deserving input into flourishing of beloved Motherland by their discoveries, the Head of the State emphasized that Turkmenistan will continue creating all conditions for the development of the science and implementation of its achievements into production.

The range of other subjects, on which appropriate decisions were taken, were reviewed in the course of the session.
