Thus, Turkmenistan’s representative becomes vice-chairman of the session of the United Nation General Assembly for 5 times what is especially remarkable in the year of 25th anniversary of the Motherland independence. This became new bright evidence of high international authority and effectiveness of the foreign policy course led by President Gurbanguly Berdimuhamedov, which is based on the principles of positive neutrality, peace loving, good neighbourhood and wide international cooperation that meets common interests.
The development of multidimensional partnership with the United Nations Organization having strategic character is one of the key vectors of the constructive policy of the Leader of the Nation. Resting upon accumulated considerable experience of cooperation, this traditional dialog nowadays were filled with new concrete content. The growing dynamic inherent to the fruitful relations with the UN and its specialized departments and branches is stipulated, first of all, by active and initiative position of Turkmenistan in the activities of world society and by its intention to render true support in solution of actual problems concerning the humanity.
This position as well as the creative policy as a whole was approved and supported by the United Nations Organization. The fact that Turkmenistan was appointed as Vice-Chairman of the Session of the UN General Assembly for few times including 58th, 62nd, 64th, and 68th sessions is visual example of this. Besides, recently, our country was included many times in the composition of the competent departments and economic institutions of this largest international organization. All of this eloquently demonstrates the entering of Turkmenistan – UN relations on qualitative new level and its purposes for long-term perspective.
In this context, it is worth remanding that Turkmenistan was elected as vice-chairman of the Bureau of the Committee on Sustainable Energy of the UN Economic Commission for Europe in the autumn of 2010, then, as chairperson of United Nations Special Program for the Economies of Central Asia (UNSPECA) developed by the UNECE for two years in succession. In April 2011, our country was included in composition of three competent bodies of the UN at the same time – the UN Commission for Population and Development for 2012 -2015, the UN Commission on Narcotic Drugs for the same period, as well as the Executive Committee of the Office of the High Commissioner for Refugees on permanent basis. In April of 2013, Turkmenistan is appointed as vice-chairman of the UN Economic Commission for Europe and in November of the same year as member of the Executive Board of UNESCO for 2013 – 2017.
In the spring and autumn of the current year, our country was included in the composition of the Executive Board of the United Nations Entity for Gender Equality and the Empowerment of Women for 2016 – 2018 and again was chosen as vice-chairman of the Bureau of the Committee on Sustainable Energy of the UNECE. In April of current year, during the session of the United Nation Economic and Social Council (ECOSOC), Turkmenistan was unanimously included in composition of three structures - the United Nations Commission for Science and Technology for Development for the period 2017 -2020, the Commission on Population and Development for 2016 – 2020 and the Commission for Social Development for 2017 – 2021.
The fact of election of Turkmenistan as member of one of six main UN bodies - the Economic and Social Council (ECOSOC) for 2013 – 2015 became significant in the history of long relations with the UN. As it is known, ECOSOC includes number of functional strucutres and different commissions supervising broad spectrum of issues related to its competency. There are three above-mentioned commissions which composition included our country earlier among them and re-election became another recognition of Turkmenistan input in multiple-aspect activity undertaken by them.
The National action plan for human rights in Turkmenistan, Action Plan of Country Programme for Cooperation between the Government of Turkmenistan and UNICEF and Action Plan of Country Programme for Cooperation between the Government of Turkmenistan and UNFPA became the actual outcomes of the successful partnership with related UN agencies including the UNDP, UN Children’s Fund and UN Population Fund.
In this relation, it is worth to remind that the Framework Programme for partnership for the Development between Turkmenistan and the United Nations Organization for 2016 – 2020 were signed in April of the current year in Ashgabat, which fully meets both the priority targets of national programmes implemented in our country and Sustainable Development Goals until 2030 adopted during 70th Session of the UN General Assembly.
It is remarkable that for the recent decade Turkmenistan together with specialized UN departments realized 264 projects in different spheres according to previous two 5-year Framework programmes.
The active positions of our country in the sphere of cooperation with the United Nations Organization are corroborated by the creative initiatives of President Gurbanguly Berdimuhamedov, which are summoned to promote optimization and expansion of efficient partnership in the main directions including the provision of global energy security and formation of divided transit and transport infrastructure and were set out in the special Resolution of the UN General Assembly.
As it is known, our country more than once became the place for large international forums, which agenda included actual issues of the present. Moreover, in this year, Ashgabat will host first Global conference for sustainable transport system what convinces the growing authority of the Motherland on the world arena.
Thus, the appointment of Turkmenistan as Vice – Chairman of 71th Session of the UN General Assembly marks new important chapter in the history of relations between our country and the United Nations Organization meeting the interests of universal peace and security, prosperity and sustainable development.
