President of Turkmenistan Gurbanguly Berdimuhamedov held offsite session of the Cabinet of Ministers during working trip to Dashoguz velayat where situation in the regions and topics of the management and implementation of social and economic reforms in the sites were reviewed.
Opening the session, the Head of the State said that implementation of national and state programmes in Dashoguz velayat aimed at transformation of our independent Motherland into one of the high-developed state of the world, enhancement of life level of the population including those living in the country would be analysed. The priority issues of further development of northern region in all directions would be reviewed, the upcoming tasks would be defined, and the results of work of the hyakims of the velayat would be assessed.
In this year, we are going to celebrate 25th anniversary of independence, - the President of Turkmenistan continued. Independence gave many things to our people. For the last quarter-century, great successes in all spheres were achieved in our country, new boundaries were reached.
For the years of independence, the appearance of our Motherland changed beyond recognition, - noted the Leader of the Nation. New villages and settlements appeared. Thousands of industrial, social, and cultural facilities, comfort accommodation buildings, schools, kindergartens, hospitals, recreational and medical centres were built and put into exploitation.
So is Dashoguz velayat that achieved big successes, - the Leader of the Nation noted. Economy, culture, health care, science and education were being developed in the velayat, the wellbeing of the population increased.
Just for 2008 – 2015, 32 medical facilities, hospitals and health centres, 82 educational facilities such as school and kindergartens were built and put into exploitation. 13 new cultural clubs, 42 sport facilities – training centres and grounds appeared for this period. The housing with area of more than 2 million square meters, waterline systems of 1569 kilometres, 998 kilometres of roads, 2249 kilometres of power lines were put into exploitation.
And today, said the Leader of the Nation, within the framework of National village programme, the construction of tens of social and cultural facilities is going on, having noted that building of new settlement with all comfort conditions for 400 families making more than 2000 people is carried out in Tyaze Yil gengeshlik (district) of Kunyaurgench etrap.
Many things were completed and still under work for the realization of undertaken programmes. In accordance with National village programme, just in 2008 – 2016, around 5.5 billion of manats of investment was drawn. Special Resolution, in accordance with which the fund of allotments were established was adopted for improvement of the people’s wellbeing, social; and living conditions and support of new families. As for today, 84.5 thousand of families received the land plots from this fund in Dashoguz velayat – the Head of the State said.
As well as to the other regions of the country, big attention is paid to the development of Dashoguz velayat. Although its successes gladden, there are many shortfalls – stated the Leader of the Nation. The discussion for elimination of these shortfalls and definition of priority tasks are the main subject of today’s session – President Gurbanguly Berdimuhamedov mentioned going over to the agenda of the session.
Further, the floor was given to the Chairman of Supreme Control Chamber Ch. Gylyjov who reported on the results of inspection of the situation in Dashoguz velayat, where the number of omissions including in realization of National village programme and development of social infrastructure were revealed.
After, General Prosecutor of Turkmenistan A. Hallyev reported on the results of related inspection, who informed about the status of economic branches of the region and on the shortfalls in the activity of the management what affected the rates of the realization of national village programme in the region.
Summing up the reports, the Leader of the Nation charged the chairman of the Supreme Control Chamber and the general prosecutor of Turkmenistan to continue the inspection of the situation in the velayat to analyse it in details and keep it under permanent control.
Addressing the Hyakim of Dashoguz velayat O. Gurbannazarov, President Gurbanguly Berdimuhamedov pointed on his sluggishness in corrections of the shortfalls including in the implementation of national village programme and other large social and economic projects.
Results of work of the region administration left much to bed desired. Thus, 4 hyakims as well as deputies hyakims of two etraps and one city were relieved from their positions. The warnings were given to 9 hyakims and their deputies.
The Head of the State outlined main issues required in immediate resolution. It concerns the water supply of the region and erection of hydro technical facilities, increase of volumes of present water reservoirs as well as provision of appropriate condition of social facilities, first of all educational and healthcare ones. Insufficient attention is paid to optimization of crop rotation, implementation of new management approaches to agricultural industry. To make market mechanisms work they should be of the addressed action and aimed at support of agricultural producers who are the true owners of the land – the Leader of the Nation said.
Continuing the session, the President noted that “Sate for people!” policy taken in our country aims at provision of successful and happy life of native people and improvement of social and living level. Special programmes were adopted for fulfilment of these tasks in realization of which the state invests big financial funds. But they are not drawn efficiently everywhere.
Speaking of the fact that the adopted programmes, enveloping most important directions of the development of our Motherland, are not realized in proper way in Dashoguz velayat, President Gurbanguly Berdimuhamedov pointed that the construction of industrial and social and cultural facilities is carried out slowly.
Having reminded, that the leaders of the velayat, cities and etraps are directly responsible for implementation of government programmes on the sites, the Leader of the Nation highlighted the necessity of special attention of the hyakims to these subjects and undertaking of all measures to correct the shortfalls, which were spoken of today, as soon as possible.
Summarizing the discussion of principles on the measures of bringing northern region to new levels, the Head of the State designated key assignments. Thus, combined works for improvement of reclamation of arable lands, increase of harvest, prevention of soil salinization and recovery of salinized areas are necessary to be undertaken in the velayat. The system of drainage storages should be kept in proper way and cleaned regularly.
The construction of clinics and hospitals, schools and kindergartens should be continued. City and village population should be provided with fresh drinking water sufficiently. Organized work for bank credit grants and allocation of land plots to the people for construction of houses and farms should be set out.

After, the floor was given to Chairperson of Mejlis of Turkmenistan A. Nurberdiyeva, who presented the suggestion s for improvement of territorial division of Dashoguz velayat.
The head of National parliament informed that according to the assignments for improvement of territorial division set by the leader of the Nation, the Mejlis carries out the work together with velayats’ hyakimliks. As it is known, the topics on improvement of territorial divisions were reviewed and appropriate Resolutions of the Mejlis were adopted during offsite sessions of the Cabinet of Ministers in Ahal and Balkan velayats.
The Mejlis Resolution on “Administrative and Territorial divisions of Dashoguz velayat” has been adopted accordingly to the assignments of the Head of the State for programmed social and economic development of villages, settlements, cities and etraps within the frameworks of the territorial division reform performed in the country, bringing the territorial arrangements of Dashoguz velayat to the accordance with time demands, with accounts of suggestions of the Cabinet of Ministers and accordance to 63rd Article of the Constitution of Turkmenistan. According to the Resolution, there are 9 etraps, 2 cities with etrap functions, 7 etrap towns, 1 settlement, 1 settlement, 134 gengeshliks and 610 villages in Dashoguz velayat.
The Chairwoman of Mejlis emphasized that implementation of this Resolution will promote further improvement of the administrative and territorial division of the country, enhancement of work efficiency of the management bodies, approach of the village population to the administrative centres, annexation of low populated settlements to new modern ones, and as a whole, faster social and economic development of etrap towns, settlements and villages.
Having listened to the information, the Head of the State commissioned vice-premier Sh, Durdylyev together with the Mejlis and hyakimlik of Dashoguz velayat to form up special committee, which will include representatives of related ministries and branch departments.
Designating immediate tasks for the members of this Committee, the Leader of the Nation defined the detailed discussion of all subjects related to review of administrative and territorial units as most important. In this relation, it was requested to draft the projects of related documents and present it for consideration to the cabinet of Ministers.
