President of Turkmenistan Gurbanguly Berdimuhamedov, who arrived day before with working visit to Republic of Uzbekistan, took part in the session of Heads of the states-members of Shanghai Cooperation Organization held in the year of 15th anniversary of SCO.
The Turkmen Leader was invited to regular Summit of SCO as honoured guest. Speaking for wide mutually beneficial partnership in the interests of wellbeing of all, Turkmenistan seeks for promoting activation of positive regional and global processes in all possible way, elaboration of balanced solution of actual issues of today. Participation of the President of Turkmenistan in the current session of the Council of Head of states-members of Shanghai Cooperation Organization in Tashkent is visual evidence of this. It is remarkable that earlier the Leader of the Nation took part as honoured guest more than once in the SCO Summits including in 2007, 2010, 2012, and 2014. On the threshold of official events of the Summit of SCO, on June 23 President of Turkmenistan Gurbanguly Berdimuhamedov held number of bilateral meeting with Chairman of People’s Republic of China Xi Jinping, President of Republic of Uzbekistan Islam Karimov and President of Islamic Republic of Afghanistan Mohammad Ashraf Ghani where invariable adherence to traditional relations of friendship and to the course of full-scale long-term cooperation was confirmed by all sides.
The regular session of the Council of Head of states-members was held at “Kuksaroy” State Residence.

The SCO was founded in 2001 by the Leaders of People’s Republic of China, Russian Federation, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan and Republic of Uzbekistan. This is an international organization on the permanent base. The main targets of its activity are the strengthening of peace, stability and security in the region, consolidation of common efforts for counteracting contemporary challenges and threats, development of positive political dialog, trade and economic, scientific and technical, cultural and humanitarian cooperation. The Council of the Heads of the State, holding the sessions annually, is supreme body of the organization. Republic of Uzbekistan host current SCO Summit as chairing country.
The Heads of the State-members of Shanghai Cooperation Organization – President of Republic of Kazakhstan Nursultan Nazarbayev, president of Kyrgyz Republic Almazbek Atambaev, Chairman of People ’s Republic of China Xi Jinping, president of Russian Federation Vladimir Putin and President of Republic of Tajikistan Emomali Rahmonov arrived to Tashkent for participation in the SCO Summit.
The Heads of the States having observer status with SCO – President of Islamic republic of Pakistan Mamnun Hussein, President of Republic of Belarus Alexander Lukashenko, President of Mongolia Tsakhiagiin Elbegdorj, President of Islamic Republic of Afghanistan Mohammad Ashraf Ghani, Prime Minister of Republic of India Narendra Modi also took part in the session. Minister of Foreign Affairs Mohammad Javad Zarif represented Islamic Republic of Iran.
The Leaders and top-level representatives of number of international organizations as The United Nations Under-Secretary-General for Political Affairs Jeffrey Feltman, Chairman of the Executive Committee, Executive Secretary of CIS Sergey Lebedev, General Secretary of the Association of South East Asian Nations (ASEAN) Le Luong Minh and other officials arrived to the SCO Summit.

Speaking at the session, President Gurbanguly Berdimuhamedov thanked organizers of the SCO Summit for invitation to participate in this important and representative meeting as honoured guest as well as expressed the appreciation to President of Republic of Uzbekistan Islam Karimov and to all people of Uzbekistan for the hospitality and warm welcome.
The Leader of the Nation noted that realization of strategy of international cooperation and economic partnership of Turkmenistan is based on broad geographical and structural diversification of our relations, active involvement into major trends of world development. It proposes consecutive accumulation of coordination with the states both on bilateral base and with group of countries united by common interests and sharing the principles of equal mutually beneficial cooperation.
Exactly this defines our interested and respected relation to Shanghai Cooperation Organization, which participants are old traditional partners of Turkmenistan, our neighbours and friends -President Gurbanguly Berdimuhamedov said.
Cooperation with the SCO, the Head of the State continued, is important component of foreign policy course of our country aimed at provision of stable and balanced regional processes, active economic and trade partnership, creation of conditions for realization of large international infrastructure projects. That is why Turkmenistan considers the development of relations with the SCO in in inherent connection with both advancing course of bilateral cooperation and with general direction of its participation in regional processes. We also consider the perspectives of partnership with the SCO in the context of the development of interregional relations, maximum use of present capabilities of our countries and equal integration in modern world economy ties – the Leader of the Nation highlighted.
We highly evaluate the potential of coordination of Turkmenistan with Shanghai Cooperation Organization – President Gurbanguly Berdimuhamedov stressed. This spectrum is quite broad and envelops energy, transport, communications, and trade.
With concern to energy sphere, the Leader of Turkmenistan mentioned that serious prospects for creation of pipeline infrastructure to supply energy resources from Central Asia to the markets of South Asia and Asian – Pacific region are opened today. The pipelines from Turkmenistan to Iran and China built recently are the evidence of success and viability of such plans. In December of last year, the realization of another strategy project – Turkmenistan - Afghanistan – Pakistan – India gas main. Having expressed the confidence that realization of such projects would give strong impulse to economic development of these regions, would become the stimulus for practical activities of foreign investors, President Gurbanguly Berdimuhamedov confirmed the willingness of Turkmenistan for constructive discussion and development of joint plans in this direction.
Indicating transport and communication sphere among the priority directions of cooperation with the SCO countries, the Head of the State noted that today, the perspectives of optimization of transport network in North – South and West – East directions using vehicle, railroad and maritime services look well grounded. It would connect vast spaces from the Pacific Ocean to the Caspian and Black Seas, from the north of European continent to the Indian Ocean.
Taking opportunity, the Turkmen Leader invited delegation of all country – members and observers of the SCO to take part in the work of the Global Conference for transport sustainable development in Ashgabat on November 26 – 27 of the current year.
Turkmenistan is interested in expansion of trade volume with the SCO countries, diversification of export and import operations, attraction of practices and technologies for modernization of industry and trade commercial infrastructure – President Gurbanguly Berdimuhamedov said, having expressed his confidence that present combined potential allows to build such relations on mutually beneficial and long-term basis.
The Leader of the Nation mentioned that Turkmenistan highly appreciates constructive weighed and responsible position of the SCO in the subjects of consolidation of peace, regional and international stability and security, counteracting the threats and challenges of XXI century, formation of fair system of interstate relations. Turkmenistan is confident that the SCO capability may and must be used for keeping stable balance or regional security, prevention of conflicts, establishment of negotiation tools as only acceptable measures for their solution – the president of Turkmenistan highlighted, having expressed the willingness of our country for active cooperation with this organization in solution of these most important issues.
