It was also informed that from July 1, medical proactive examination of working citizens of the country is going to be conducted in order to detect diseases and monitor of health condition of the population.
The system for specialized medical aid to mothers and children is arranged based on regional principle, which is considered to be the more rational and efficient measure in the world practice for protection of mother and child’s health. Besides, currently medical examination of women before and during pregnancy (antenatal care) and full examination in maternity clinic (neonatal screening) are organized for prevention of such child diseases as congenital diabetes mellitus, obesity, deafness, blindness and other defects.
The analysis of results of implementation of new methods healthcare protection of mother and child revealed the reduction of Caesarean sections for more than two thousand cases for the first half of 2016 and child birth rate would rise by the end of the year. The indicator of breastfeeding has reached 92%.
For preventive purposes of non-transferable diseases such as cardiovascular, nerve system, respiratory, oncological disease and diabetes mellitus the explanatory work among population is carried on regular basis out among population, including via mass media. Special “health schools” are opened under all houses of health (outpatient clinics) for enhancement of efficiency of prevention and treatment of non-transferable diseases, clinical diagnosis schemes, standards and algorithms of proper medical aid were developed and implemented.
Integrated work against bad habits as smoking and alcohol consumption is continued to be carried out. Establishment of inter-agency commission including representative of different state bodies and departments under the Ministry of healthcare and medical industry of Turkmenistan became one of organizational and methodology measures in this direction.

Together with the UN Children Fund (UNICEF), the Ministry of healthcare and medical industry of our country realizes programmes for earlier child development and early support services in paediatrics. Separate project aimed at improvement of quality of medical services rendered to new-borns and children.
The project “Improvement of reproductive health of women” is under partnership with the UN Population Fund. The development of projects for control of tuberculosis is carried out together with the UN Development Programme.
Having listened to the report, President Gurbanguly Berdimuhamedov emphasized that new state policy in healthcare protection of population aimed at maximum efficiency of resources of use of domestic healthcare, provision of constitutional rights of people for health protection. It was mentioned that broad opportunities for highly organized realization of modern and scientific technical approaches of “National strategy of execution of the tasks for 2014 - 2020 defined in Ashgabat declaration for prevention and control of non-transferable diseases in Turkmenistan”, “National programme for healthy nutrition of the population of Turkmenistan for 2013 – 2017”, and “National programme for immunization in Turkmenistan for 2003 – 2020” are opened up with putting of this facility into exploitation.
Environmental monitoring based on bioindication methods, permanent control of food items including those imported to our country, development of science-based sanitary and epidemiological standards and regulations are among main directions of the activity of the Centre.

Next facility is Morphological centre that will include three main buildings and auxiliary rooms. Total area of the centre erected near Department of infectious diseases will be 27 thousand square meters. Areas of works undertaken in the centre by morphological departments (forensic, pathologic-anatomic) and by departments with morphological disciplines of the State medical university (forensic and law department, pathologic-anatomic, human anatomy, operative surgery and topographical anatomy departments) are closely inter-related.
Modern equipment meeting appropriate world standards will create the conditions for histological studies by histo- and cytochemical analysis, electron-microscopic examinations. It will allow expanding of data volume received both from structural and functional changes of the tissues of organism.
Implementation of fluorescent microscopic and immune histochemical studies in the Morphological centre will occupy separate place in identification of antigens of malignant tumours what will bring oncological diagnostics on new level. Morphological analysis as most reliable methods during diagnosis helps to choose correct treatment.

The International neurology centre for 120 patients was built at intersection of Chandybil avenue and Atatyurk street in “Saglyk” facility in Berzengi. It consists of five buildings and its total area is more than 23.3 thousand square meters. All necessary conditions are being created here for treatment of neurological child and adults diseases. The centre will be provided with world standard equipment for magnetic resonance therapy, computed tomography, angiography, echoencephalography, ultrasound and other medical and diagnostic studies for treatment of acute impairment of cerebral circulation, spinal cord diseases.
The Centre for prevention of very dangerous infectious disease in another facility which together with the Centre of public health and nutrition will promote the development of infrastructure of State sanitary and epidemiological service of the countryon innovative level. It will include administration building, modern laboratories, vivarium for laboratory animals as well as mobile laboratory with special equipment. The main target of the work of this centre is protection of Turkmenistan territory form delivery and expansion of very dangerous quarantine infections and will be undertaken by reliable ways and most advanced methods.
