President Gurbanguly Berdimuhamedov participated in the opening of the new complex of facilities of Ministry of Internal Affairs

President of Turkmenistan Supreme Commander of the Armed Forces General of the Army Gurbanguly Berdimuhamedov attends the opening of the new buildings of Center of Forensic Investigations, and Office of National Passport System and Registration of Population of the Ministry of Internal Affairs.

In the morning, the leader of the nation arrives to the main entrance of Center of Forensic Investigations of Ministry of Interior Affairs where heads of military and law enforcement bodies warmly welcomed of the leader of the nation.

President of Turkmenistan, Supreme Commander of the Armed Forces General of the Army Gurbanguly Berdimuhamedov is reported by Minister of Internal Affairs I. Mulikov.

Having proceeded to the Center of Forensic Investigations, the leader of the nation solemnly cut the ribbon and opens a new set of buildings having represented the specialized infrastructure of Ministry of Interior Affairs.

After entering the building, President Gurbanguly Berdimuhamedov is familiarized with the work of the Centre and its equipment.

The head of state visits a number of laboratories of the Center which consists of physico-chemical, petroleum and handwriting study, having been interested in specifics of its equipment and work activities.

According to laboratory specialists’ statements, there are available up-to-date equipment and advanced technology production led by foreign companies’ technology to carry out various kinds of relevant studies and forensic investigations at the highest level. The part of this equipment is purchased in Japan, according to the contracts signed with Japanese partners during the last visit of the head of the state to the Land of the Rising Sun.

In particular, in the physical and chemical laboratory it is installed advanced equipment from well-known Japanese company «Shimadzu», the American company «Agilent Technologies», designed to work in various types of laboratory research and analysis, including mass spectrometer, and gas chromatography. There is also mobile equipment to utilize in the sites and on the crime spots. This equipment also allows checking imported goods, particularly for prohibited goods and substances.

Having familiarized with the physical and chemical laboratory, the head of state instructed to put into practice innovative technologies, and analyze the quality of marble slabs and other building materials used for construction purposes in the country, having noted that reliability, durability and comfort of constructed housing buildings, office buildings and other structures depend on this factor. Therefore, it is appropriate to analyze building materials particularly imported from abroad and those domestic ally produced ones- states the leader of the nation.



During a visit to the laboratory of oil products and having familiarized with its equipment and capabilities, President Gurbanguly Berdimuhamedov instructed the relevant officials to inspect gas stations for compliance with the motor fuel fit to the high international standards, and in the absence of the required quality standards to take immediate actions to take corrective measures.

Then, the leader of the nation visits the laboratory of handwriting familiarizing with the equipment and peculiarities of its works. Having reviewed the laboratory equipment, President reiterates the importance of a wide practical application of the best world experience and the latest achievements of scientific and technological progress in this area, and gives the appropriate instructions. In this context, the head of the state notes the need for the ongoing advanced training of specialists of the interior bodies, including learning of foreign languages.

As noted, Centre of forensic investigations includes fingerprinting laboratory equipped with the up-to-date scientific and technologic equipment.

It is special car representing a crime lab on wheels for the center’s employees to improve forensic investigation in the criminal spot. This mobile complex filled in with necessary equipment taking into account the specifics of operational and investigative activities, allowing implementation of collection, analysis and storage of evidence.



Then, the leader of the nation, Gurbanguly Berdimuhamedov visited the new building of Office of National Passport System and Registration of Population at Ministry of Interior Affairs consists of the number of relevant departments, photo lab and address bureau.

President of Turkmenistan focuses special attention onto the technical equipment of the Office equipped by the most modern special apparatus, including electronic device enabling to carry out systematic and uninterrupted reception of citizens.

In the course of building inspection, the head of state was familiarized with the work of the office, where they receive the biometric data. Having established the biometric device can automatically take photos of the citizens. The device is in compliance with the international standards of ICAO, take fingerprints, and receive personal e-signature and identity documents. Biometric data of citizens are sent over the network in a single information database of Ministry of Internal Affairs. Thus, it is created opportunities to transfer this data to the Analytical Management Center, to issue swiftly and smoothly passports of citizens of Turkmenistan and upload photos in it upon reaching the certain age.

Office of National Passport System and Registration of Population of Ministry of Internal Affairs of Turkmenistan acts the analytical center, equipment of which allows controlling information on passports issued in the structural subdivisions of the local Office to conduct a comparative analysis of appropriate statistical data, etc.



All the relevant data using a special program consolidates and electronically stores database at Ministry of Internal Affairs.

Visiting Office of National Passport System and Registration of Population at MIA, President of Turkmenistan was familiarized with the procedures of documents receipt from citizens and issuances of references from address bureau of MIA and its work organizations.

Having completed the introduction of new infrastructure facilities at Ministry of Interior Affairs, the head of state wished the staff of internal affairs successes in their accountable and significant work.
