President of Turkmenistan, Supreme Commander-in-Chief of Armed Force General of Army Gurbanguly Berdimuhamedov held regular offsite session of the State Security Council where activity of military and law enforcement agencies was summed up for first half of 2016.
During the session, participants presented detailed report on situation in the structures under their supervision, fulfilment of the assignments given earlier by the Head of the State for improvement of the activity and strengthening of facilities and equipment base.
First, Secretary of the State Security Council, Minister of Defence Ya. Berdiev reported on the work for 6 month of current year, having informed about preparation of military parade due to 25th anniversary of Independence of Turkmenistan. Samples of parade uniform of armed force personnel of all military branches who would participate in ceremonial parade in upcoming October was presented to The Supreme Commander-in-Chief. President Gurbanguly Berdimuhamedov was also informed on types of modern military equipment would be presented during this military show, preparation for which is well under way.
The Head of the State gave number of specific instructions for preparation of personnel of military and law enforcement agencies to military parade on occasion of remarkable date – 25th anniversary of independence, which have to be held on the highest organization level.
Head of State Border Guard Service B. Gundogdyev reported on the activity of his organisation for January – June of this year and on the situation on land and sea borders, which are reliably protected by steadfast defenders of the Motherland. He also presented report on the course of construction work of new facilities of frontier posts.
Speaking of exclusive importance of Border guard service for provision of peace on sacred frontiers of the Motherland, the Head of the State highlighted the necessity of permanent work for patriotic education and improvement of combat training of young soldiers. The Leader of the Nation stressed the attention on importance of construction of new buildings and facilities instead of outdated ones in order to provide all conditions for efficient service, appropriate life and leisure of the warriors.
Further, report on work undertaken for last six months of current year as well as on status of activities in the structures under his supervision responsible for provision of fire safety and prevention of violations on the roads, was given by Minister of Internal Affairs I. Mulikov. Special attention was paid to the measures undertaken for elimination of crime and maintaining of public order and peace.
Speaking of the necessity of law and order, which are the most important criteria of democratic and legal state, president Gurbanguly Berdimuhamedov gave number of concrete instructions for improvement of all structures of MIA including those which responsible for fire and traffic safety.
Next, the floor was given to General Prosecutor of Turkmenistan A. Hallyev who reported on the work carried out by prosecution agencies during first half of the year.
Having stressed the importance of responsible approach for provision of supremacy of law, the Leader of the Nation pointed that prosecution agencies’ employees have to steady develop their professional level, perfectly meet high commitments assigned to them. The Supreme Commander-in-Chief of Armed Force requested to continue prosectution inspections in different spheres of national economy.
Chairman of Supreme Court B. Chariyev informed about the work for reporting period as well as about important measures undertaken for improvement and further development of national justice system.
Having noted the importance of responsible approach to work, President Gurbanguly Berdimuhamedov highlighted that while being legal State where the law is in the first place, Turkmenistan would continue its head-on fight against lawbreakers by appropriate preventative measures.
The Leader of Ministry of National Security D. Bayramov reported on the measures undertaken during January – June 2016 for provision of social and public stability and national security.
Having given specific orders for further improvement of work of the Ministry of National Security of Turkmenistan, the Head of the State emphasized the importance of this service for consolidation of bases of independence, protection of social and political stability and national interests, implementation of all planed programme of social and economic development.
Having mentioned that range of shortages were detected in the work of the Ministry of National Security, President Gurbanguly Berdimuhamedov reprimanded Minister of National Security D. Bayramov for unsatisfactory performance of service duties and deficiency in the work.
Chairman of state Custom Service M. Chakiyev, speaking after, reported on the activity of the department under his supervision for 6 months of this year and fulfilment of tasks given previously by the Head of the State for organization of efficient and coordinated work of all custom points.
Having instructed to pay foremost attention to training of highly qualified specialists as well as to creation of appropriate conditions for their work and life, the Leader of the Nation addressed the Head of custom service with number of concrete instructions including for provision of more thorough inspection of the production imported to the country and its compliance with stipulated quality standards. Taking to account increase of volume of international cargo transportation, President Gurbanguly Berdimuhamedov gave range of specific instructions for further improvement of work of all custom points.
Further, the floor was given to Chairman of State Migration Services M. Nobatov whi informed on the work for January - June period of 2016, which is aimed to promote expansion of mutually beneficial international cooperation, popularity of successes and achievements of our country.
Having given number of concrete to the Head of service, President Gurbanguly Berdimuhamedov highlighted that contribution in strengthening positions of our independent state among the most developed world countries is most important task of each employee of migration service. In this relation, the Head of the State requested to pay more attention to the subjects of improvement of personnel professional training as well as creation of conditions according to international standards for all necessary migration procedures for foreign citizens.
Minister of Justice B. Muhamedov informed the Head of the State about large-scale work for improvement of legislative base, implementation of it according to generally accepted international law standards and time demands.
Mentioning visual achievements of Turkmenistan, President Gurbanguly Berdimuhamedov highlighted the necessity of study of best world law-making practice and its active implementation during development of new and improvement of existing legislative acts summoned to favour realization of grandiose reformations.
The Head of the State requested to keep under permanent control the subjects of discipline enforcement among personnel, improvement of qualification level and broadening the knowledge of military staff.
The range of other subjects, on which appropriate decisions were taken, were reviewed during the session of the State Security Council.
