President Gurbanguly Berdimuhamedov held offsite session of Cabinet of Ministers during working visit to Lebap velayat where wide range of topics related to social and economic development of the region were reviewed.
Speaking of agenda of current meeting, the Head of the State noted that realization of national and state programmes in Lebap velayat held to bring our country to number of developed countries of the world, successive improvement of wellbeing of the rural population and social and living conditions of the people would be analysed. The work of hyakims of velayats, cities and etraps undertaken in this direction would be evaluated, important issues of further development of velayat would be defined and solutions of shortcomings in this direction would be discussed.
Addressing the participants, President Gurbanguly Berdimuhamedov noted that our Motherland celebrates 25th anniversary of its independence in this year.
It was stated that for last quarter of the century, our country achieved great successes and high results in all spheres and large-scale transformations were done, what directly promoted Turkmenistan to enter the number of most dynamically developing countries of the world.
Fundamental transformations that entirely changes the image of the country happened for the years of independence. There were new villages and settlements, thousands of buildings, production, cultural and social facilities, and accommodation houses of high comfort appeared. Schools, kindergartens, hospitals and children recreation centres provided with most modern equipment were built.
The Head of the State focused the attention that fundamental changes infringed Turkmen society as well. Unity and solidarity of the people have been consolidated for the last 25 years, the life level of population were significantly increased. There is no doubt that all running changes required reflection in the Main Law – Constitution and improvement of the legal framework as a whole, - the Leader of the Nation continued, having noted that following this necessity, the works for improvement of the Constitution and legislation of the country according to time demands are carried out.
President Gurbanguly Berdimuhamedov stated that independent neutral Turkmenistan permanently taking policy of peace, goodwill, good neighbouring, mutually beneficial cooperation and “open doors” achieved great successes on the world arena as well. This is testified by turning of Turkmenistan in peace-making centre of the region, its election as member of committees of largest and most competent international organization – the United Nation Organization, as well as election for fifth time as vice-chairing country in the UN General Assembly.
Turning directly to the current situation in Lebap velayat, the Head of the State noted that the region achieved considerable successes for the years of independence. Range of government resolutions were adopted for comprehensive development of velayat, which resulted in high social and economic indicators. Industry, agriculture, construction, transport, trade branches are being successfully developed in the region. Cultural sphere, healthcare, science and education achieved new heights, wellbeing of the population is regularly increased.
Thus, only for 2008 – 2016 under National village programme, 206 social and cultural facilities were put into exploitation where 46 hospitals, houses of health and recreation centres, 97 secondary schools and kindergartens. Besides, 15 new cultural houses, 48 sport schools and facilities, living houses of more than 1 million 265 square meters were built in the velayat. 1268 kilometres of water line system, 971 kilometres of roads, 3227 kilometres of power lines and 2900 kilometres of gas mains were put into operation.
International Turkmenabat Airport, railroad and automobile bridges over the Amudarya River, ore-dressing complex for production of potassium fertilizers in Garalyk settlements and tens of other facilities were named among the largest current construction sites in velayat.
President Gurbanguly Berdimuhamedov mentioned that many things were completed and continue to be carried out for realization of undertaken programmes, having highlighted that just for 2008 – 2016 according to National village programme, around 6.5 billion of manats capital investments were drawn.
In order to improve the wellbeing of the population and social and life level, support of young families the special Resolution was adopted, in accordance with which the stock of land plots numbering 21 thousand 700 hectares was established. As for today, new land plots were given to more than 90 thousand 300 families from the stock.
Further, the Head of the State gave floor to Chairman of Supreme Control Chamber Ch. Gylyjov who reported on outcomes of inspection, held in Lebap velayat by instruction of the President of Turkmenistan. It was mentioned that number of shortcomings in realization of National village programme and social sphere was revealed.
Next, General Prosecutor A. Halliyev reported on results of inspection of undergoing works in Lebap velayat and informed on revealed shortcomings in the activity of management of the velayat what affects growth rates of main branches of economy and general development.
Having listened to the reports, the Head of the State stressed the attention on the necessity of permanent control for works in Lebap and other velayats and continuation of inspection of activities for realization of National village programme. In this relation, President of Turkmenistan gave number of specific instructions to the Chairman of Supreme Control Chamber and General Prosecutor.
Addressing Hyakim of Lebap velayat CH. Charliyev and having stressed the attention that the shortcomings were committed in realization of National village and other programmes and work for their elimination is not carried out, the Head of the State noted that hyakims of three etraps of the velayat, deputy hyakims of eight etraps and cities were relieved from their duties. 16 hyakims of the velayat, etraps and city and their deputies were reprimanded and received strong warnings. The Leader of the Nation underlined that this speaks of unsatisfactory work in the velayat and wrong organization. President Gurbanguly Berdimuhamedov reprimanded Hyakim of Balkan velayat for loosening of control for activity of etrap and town hyakimliks of the region.
Deputy Hyakim of Lebap velayat D. Setdarov was also reprimanded by the leader of the Nation for weakening of control for the course of assigned works.
President Gurbanguly Berdimuhamedov emphasized one more time that human being is the highest value and wealth of modern Turkmen society and the state where targeted policy under “The State for human!” motto is adopted. Therefore, everything in the country aimed at provision of people’s interests, their happy and prosperous life.
Having mentioned that the state put on the wide scale the activity aimed at successful realization of all adopted programmes receiving huge financial investments, the Leader of the Nation stated that unfortunately, these means are not always used rationally and productively on sites.
The programmes aimed at flourishing of the Motherland, happy and prosperous life of the people are currently implemented unsatisfactory in Lebap velayat. Industrial, social and cultural facilities including accommodation buildings, schools, kindergartens, hospitals, roads and bridges are built with delay of timetables what creates groundless delays in combined work for improvement of social and life conditions of the population and overall development of the country.
Having highlighted that the leaders of velayats, etraps and cities are responsible for complete and quality realization of programmes aimed at systematic development of the country, the head of the State focused their attention on this subject.
Lebap velayat possesses all necessary conditions for improvement of yield of agricultural crops but proper methods should be implemented for land reclamation condition and rational use of water and land resources. It is necessary to prevent salinization of arable lands, carry out the works for reclamation of salinized lands, keep in order water collector and drainage networks.
Large-scale construction of schools, kindergartens, clinics and houses of health, roads and bridges, urgent measures for uninterrupted supply of city and rural populations with water, electricity and natural gas should be started in velayats.
Bank loans and land plots should be allocated to population for construction of houses and farming.
The leaders of related ministries and departments who do not work in close cooperation with hyakims of velayats, cities and etraps are directly responsible for present shortcomings in Lebap velayat as well, - President Gurbanguly Berdimuhamedov underlined, having mentioned that these are exactly the reasons that problems of populations are not addressed on time. All these negatively affect the development of the velayat and improvement of social and living level of people.
Further, the floor was given to Chairwoman of Mejlis A. Nurberdiyeba who informed on drafted suggestions for improvement of administrative and territorial division of Lebap velayat. The National Parliament carries out joint work with hyakimlks of the velayat for this subject in accordance with targets set by the Leader of the Nation.
Taking to account the suggestions of the Cabinet of Ministers and according to Article 63 of the Constitution of Turkmenistan, the Mejlis Resolution on “Administrative and territorial subjects of Lebap velayat” were adopted. In accordance with the document, the 14 etraps, 3 towns with etrap entity, 12 towns, 23 settlements, 106 gengeshliks and 430 villages are included in the region.
According to the presented document, it is provided the following: to grant the status of town to ten settlements, status of settlement to seven villages; to pass one settlement form city structure to etrap jurisdiction, 29 villages to administrative dependency of settlements, 14 villages from one gengeshlik to another; to transfer administration centres of 10 gengeshliks to other villages; abolish 1 settlement and 13 gengeshliks; to merge 15 villages with towns, 5 villages with settlements; to rename 1 settlement, 2 gengeshliks and 8 villages; to exclude from the List of administrative and territorial units of Turkmenistan 16 villages due to their merge and 15 villages due to small population.
Implementation of this resolution is summoned to promote further improvement of administrative and territorial arrangement of the country, enhancement of efficiency of work of local authorities, and as a whole to advanced social and economic development of the regions.
Having listened to the information, the Head of the State commissioned vice-premier Sh. Durdyliyev together with Mejlis and hyakimlik of Lebap velayat to establish special committee including representatives of related ministries and departments. Having stressed the attention on the necessity of detailed review of topics of administrative and territorial division by members of the committee, President Gurbanguly Berdimuhamedov ordered to prepare drafts of relative documents and present them for review the Cabinet of Ministers.
Speaking with participants, President Gurbanguly Berdimuhamedov informed that the course of realization of National village programme and other programmes of social and economic development and work carried out by hyakims of velayat, etraps and towns in Mary velayat are due for examine soon.
