President of Turkmenistan Gurbanguly Berdimuhamedov held enlarged session of the Cabinet of Ministers dedicated to results of social and economic development of the country for six months of 2016. Activity of the government, work of ministries and departments were reviewed, realization of national programmes was estimated during the session. The agenda included priority targets of main issues of the state and society for second half of 2016 as well as review of projects of important documents and personnel matters.
Representatives of Mejlis of Turkmenistan, hyakims of velayats, cities and etraps, leaders of ministries and departments, mass media, and chancellors of educational institutions were invited to the session.
Having announced the agenda, the Head of the State gave floor for report for half year of 2016 to Deputy Chairman of Cabinet of Ministers B. Hojamammedov.
Vice-premier informed that high production result are achieved in all sectors for taken period. It is evidenced by macro-economic indexes and, first of all, by growth of GDP for 6.1% including 2.1% in industry complex, 4.4% in construction, 9.9% in transport and communication sphere, 16% in trade, 6.9% in agriculture, and 9.7% in services sector.
By results of six months of current year, growth rates of production raised for three percent. High indexes were achieved almost in all branches of national economy.
Reporting on execution of set targets for retail turnover, the vice-premier informed that its growth rates increased for 16.1 percent against the same period of 2015.
Average monthly salary was increased for 9.5 percent comparing with according period of last year. Wages, pensions, government allowances and students’ scholarships are paid I full volume on time.
Successful realization of large-scale social and economic projects is observed for current period. The construction of different social and cultural facilities is carried out dynamically under programme for reformation of the regions. The growth rates of drawn investments from all sources of financing increased for 5.7 percent comparing with same period of 2015.
According to main directions of development of industry sector in velayats, construction of 198 facilities is completed, 122 are still under construction. More than 1227 employments were created by putting into operation of modern productions.
After listening to the report, President Gurbanguly Berdimuhamedov expressed the satisfaction of results of social and economic development of the country for half year and stressed the attention of the vice-premier for necessity of further measures for successful development of national economy. Regulation of economy for support of its growth rates, provision of strict control of financial and economic states of ministries and departments were brought out by the Head of the State as primary targets. Having pointed the importance of improvement of activity of financial and economic departments for realization of reformation programmes in the country, the Leader of the Nation addressed the vice-premier with number of instructions.
Further, Chairperson of State Statistic Committee A. Orayeva reported on economic indexes achieved by ministries and departments for first half year of 2016.
It was reported that comparing with relative period of the last year the growth rates of production of various items was increased. The growth rates of natural gas production increased for 0.2 percent, electric power for 2.6 percent, polypropylene for 0.7 percent, oil coke for 6.4 percent, oil bitumen for 8.7 percent, non-metallic construction materials for 6.6 percent, prefabricated construction elements for 3.2 percent, mineral fertilizers for 7.2 percent, cement for 0.5 percent, weaved fabrics for 4.2 percent, confectionary for 7.6 percent, flour fro 1.7 percent, bakery for 1.4 percent. As a whole, the volume of production was for 29.7 billion of manats where 52 percent were shared by private sector of economy.
Agricultural sphere also reached positive results. The volume of cargo transfers by all type of transport increased for two percent.
Realization of measures undertaken under state programmes for production of import substitutive items in Turkmenistan and increase of export of production made in our country was informed during report. Reduction of import related to GDP indicates of decrease of dependence of national economy from imported productions. Considerable growth of mineral fertilizers, power energy and cement is observed.
Minister of Finance reporting after, informed about State budget implementation or five months of the current year. Revenue of general financial plan was 8.1 billion manats and expenses – 8.6 billions. 78.7 percent of budget were allocated for development of social sphere.
Local budget revenue was 4.35 billion of manats and expenses 4.10 billion of manats.
Articles of association of Ashgabat Stock Exchange for State registration in due order were prepared for development of securities market. Measures for realization of budget code provisions, improvement of auditing and insurance activity, national standards of accounting and financial reporting were being executed for first half of the year.
Further, the floor was given to Minister of Economy and Development of Turkmenistan B. Bazarov who informed on implementation of drawing of investments from all sources of financing. It was reported that by results of six months this index was 22.4 billion manats including 55.4 percent for construction of industrial facilities and 44.6 percent for erection of social and cultural facilities. This macroeconomic index increased for 5.7 percent comparing with same period of the last year.
The Minister of Economy and Development also informed about realization of State programmes for import substitutive productions in Turkmenistan and increase of export volumes of goods made in our country. The construction of 50 facilities and preparation of the design and estimate documentation of 57 facilities have started under mentioned programmes.
Further, Chairman of Central Bank M. Annadurdiyev reported on implementation of programmes for improvement of bank system of the country. It was also informed on currencies incomes on accounts of ministries and departments for goods export and services.
Credit volumes given by the banks of the country for development of economy increased for 21.8 percent for first half year of 2016. Volume of credits given to entrepreneurs involved in agriculture, food industry and services increased for 32.3 percent, housing mortgage for 17.4 percent, young families for 27.1 percent and to agricultural producers for 19.4 percent.
Capital levels of the banks are considerably increased for the period under review. The volumes of investments of enterprises and people increased for 13.6 percent including 57.5 by private inputs.
Report on measures undertaken for implementation of electronic infrastructure of bank services was also sounded. Work for improvement of non-cash payments by “Altyn Asyr” cards is carried out, international VISA payment system is implemented.
Having noted the importance of improvement of domestic bank system, President Gurbanguly Berdimuhamedov highlighted that it is necessary to undertake practical measures for expansion of volumes of non-cash payments, implementation of new bank productions, raise of quality of services and instructed the Leader of Central Bank to increase number of ATMs in regions.
Addressing the participants of the session, the Leader of the Nation stressed the attention on one of the most important tasks related to increase of export volumes of goods produced in our country and currencies incomes.
Deputy Chairman of Cabinet of Ministers, Director of State Agency for Control and Use of Hydrocarbon Resources under the President of Turkmenistan Ya. Kakayev reported on implementation of “Programme of development of oil and gas industry in Turkmenistan until 2030” and results of work for first half year of oil and gas complex.
Technical and economic indexes achieved in oil and gas condensate production as well as in processing of hydrocarbons, production of automobile petroleum, diesel fuel, polypropylene, lube oils, liquefied gas and other hydrocarbons were reported. It was mentioned that production rates of natural and bypass gas increased for 100.2 percent, gas export to foreign countries for 101.5 percent in comparison with the same of the last year. Drilling plan was executed for 122.7 percent and drawing of investments from all sources of financing for 35.5 percent.
The Vice-premier also reported on course of construction of Turkmen part of Turkmenistan – Afghanistan – Pakistan – India gas pipeline where works are undergoing with rapid pace.
Having expressed dissatisfaction with situation in range of sectors of fuel and energy complex particular in construction of oil and gas facilities, the President of Turkmenistan released Chairman of State Concern “Turkmenneftegazstroy” from his duties for serious shortfalls in work.
The Head of the State delegated the duties of acting chairman of State Concern “Turkmenneftegazstroy” to Deputy Chairman of this department A. Tatov.
Further, president Gurbanguly Berdimuhamedov voiced the decision on cancellation of Ministry of Oil and Gas in order for further improvement of oil and gas complex, work of this branch of industry and ordering of finance incomes. In this relation, the functions of abolished ministry delegated to the department of Cabinet of Ministers under management of the Vice-premier supervising oil and gas complex. Part of organizations and enterprises of given department is transferred under Sate Concerns’ “Turkmengas” and “Turkmenneft” supervision.
Along with this, State Agency for Control and Use of Hydrocarbon Reserves under the President of Turkmenistan is also cancelled. Its functions are delegated to State Concerns “Turkmengas” and “Turkmenneft”. Fiscal assets are transferred to Central Bank for further financing of projects aimed at enhancement of prosperity of the people.
Having signed related documents, the Leader of the Nation gave Ya. Kakayev number of specific instructions related to further improvement of work of oil and gas complex and employment of workers of cancelled ministry and agency.
Further, Deputy Chairman of Cabinet of Ministers B. ereshov reported on results of activities of organizations under his supervision for first half of 2016.
The plan of total production volume, works and services of Ministry of Industry made 117.7 percent and rate of production increased for 3.3 percent.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that provision of high rates of development of industry sector is priority target as it affects the successful implementation of all plans and long-term programmes of social and economic development of the country.
Deputy Chairman of Cabinet of Ministers S. Satlykov reported about the work in sector under his supervision for January – June of the current year. The Vice-premier informed that plan for given period of transport and communication complex is executed for 118.8 percent, growth rate made 107.1 percent.
The Head of the State made special accent on importance of strict control over enhancement of quality of services in passenger and cargo transfers by all types of transport as well as provision of modern types of communication. The President of Turkmenistan commissioned the Vice-premier to undertake all necessary measures for provision of high quality of works and adherence to contractual deadlines of number of large projects including Ashgabat International Airport, bridge over Amudarya River and International Sea Port as well. In this relation, the Leader of the Nation ordered to establish relative intersectoral committees.
Next, the floor was given to General Prosecutor A. Halliyev who reported on outcomes of inspections, which revealed numerous shortfalls committed in work by Chairman of State Maritime and River Fleet R. Kutliyev and Chairman of State National Service «Тürkmenhowaýollary» M. Ayazov. Prosecution departments also detected shortfalls in work of certain ministries and departments of the country.
Chairman of State Service of Maritime and River Fleet was released from occupied position for shortcomings in his work. The place was assigned to A. Gurdov who performed the duties of Deputy Chairman of this department
Chairman of State National Service «Тürkmenhowaýollary» M. Ayazaov was also released from his duties for shortfalls in his work. D. Saburov previously occupying the position of General Director of «Türkmenistan» air transport enterprise was assigned as new leader of State National Service «Тürkmenhowaýollary».
Having signed relative resolutions on appointment of new leaders, President Gurbanguly Berdimuhamedov wished them success in the work.
After, Deputy Chairman of Cabinet of Ministers B. Atdayev reported on results of activities of trade complex for last six months of the current year.
Turnover of trade of Ministry of Trade and foreign economy relations made 2.4 billion manats for the period of January – June and increased for 17.4 percent comparing with last year. Growth volumes of balance income of enterprises of the ministry reached 2.1 percent. 103.6 million manats of investments were drawn during reported period.
Further, the floor was given to Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers of the Country Sh. Durdylyev, who reported on work results in the branches under his supervision for first half of the year.
It was mentioned that self-accounting enterprises and organizations under Ashgabat hyakimlik have fulfilled the plan for production and services for 105.6 percent. Growth rates in comparison with the same period of the last year made 110.5 percent. The enterprises of the hyakimlik of the capital drew 3 billion 801 million 95 thousand manats of investments form all sources of financing. Growth rates made 104.5 percent comparing with the same period of the last year.
The vice-premier also reported about review of claims and statements addressed to the Office of President of Turkmenistan and Cabinet of Ministers.
Having listened to the report, Leader of the Nation Gurbanguly Berdimuhamedov instructed to continue controlling of activities of all dependent organizations, which work affects the successful realization of plans for beautification of the capital and general social and economic development of the country.
Competent state bodies have to review claims and statements of the citizens and give detailed responses in due order and time.
Further, Deputy Chairman of cabinet of Ministers S. Toyliyev reported on results of work carried out in branches of cultural sphere from the beginning of the year. It was mentioned that 225 types of textbooks and learning manuals were prepared for six months of the year where 94 were published.
6255 pupils were received by health resorts of Gyokdere, 2948 in Avaza, more than two thousand by children health centres of velayats and more than 2.1 thousand of kids attended school camps. Organizers of children holidays embraced more than 32.7 thousand pupils.
Versatile preparation works for V Asian Indoor and Martial Arts Games are continued to be carried out. Different training assemblies, competitions and tournaments are organized for enhancement of skills of Turkmen athletes and preparation for international contests. 110 contests and 66 public sport events were held for reported period.
The Head of the State signed Resolutions on “Approvement of State Programme for Scientific Study and Popularization of National Heritage in Turkmenistan for 2016 – 2021” and “Approvement of State programme for Enhancement of Efficient Scientific Researches and Innovative Technologies in Turkmenistan for 2017 – 20121”.
Having signed the documents on opening of complex of facilities of University of Engineering Technologies named after Oguz Khan and enrolment of students for coming educational year, President Gurbanguly Berdimuhamedov appointed G. Mezilov as chancellor of new educational institution and A. Orazgylyjov as a vice-chancellor for educational work.
M. Ovezova was appointed as vice-rector for scientific work of International University of Oil and Gaz.
Further, the Head of the State focused the attention of the Vice-premier and Minister of Education on forthcoming important campaign for enrolment of students to high educational institutions, which would become another stage of educational reform.
Taking Resolution on enrolment to Academy of State Service under President of Turkmenistan and approving the plan for enrolment to high and secondary profile education institutions and state examination committee, the Head of the State strictly warned all people involved in organization of the event about non-admission of any breaches.
The president of Turkmenistan noted that special attention has to be paid to professional orientation of pupils in specific directions during school study. New methods and technologies of study aimed at harmonic and versatile development of people must be implemented, methodological base of education must be improved. The Head of the State also highlighted that main subject is preparation of world-class specialists.
After, Deputy Chairperson of Cabinet of Ministers reported on results of activities of sector under her supervision for six months of the current year. Number of social and cultural facilities were built, large cultural events were held, international creative cultural events were continued for reported period.
Information on the measures undertaken for improvement of activities of theatres, museums, libraries and other cultural facilities, development of domestic mass media and publishing, tourism, work for protection and popularization of national heritage, creation of conditions for leisure services of the population was given. In this context, the importance of Cultural Week held in Mary velayat in this year were mentioned where numerous music and song performances, theatre shows, poetry and destan contests were presented.
Days of Turkmenistan Culture in Republic of Belarus, Islamic Republic of Iran, and Romania as Days of Culture of Islamic Republic of Iran and Kyrgyz Republic in our country was mentioned among large events of international scale. It was noted that collection of museum collection of Turkmenistan values is presented on ongoing exhibition in Museum of Arts “Metropoliten” in New York (USA). Declaration of Dashoguz as cultural capital of CIS countries in 2016 and organization of cultural events and exhibitions of decorated and applied arts items of member countries were in the range of token events of international importance.
Information on seasonal archaeological excavations and restoration works of historical monuments was sounded. It was reported that mass media publish articles of cultural heritage of great persons, preparations of editions of samples of oral traditions and literature monuments are ongoing.
Further, the floor was given to Deputy Chairman of Cabinet of Ministers R. Meredov who reported on results of activities of MFA for first half year in the context of realization of Conception of foreign policy course of our country for 2013 – 2017. In this relation, it was reported on related work for solution of tasks and assignments given earlier by the Head of the State.
Summing up the information, President Gurbanguly Berdimuhamedov underlined that Turkmenistan would continue to implement foreign policy course based on principles of positive neutrality and wide international cooperation meeting the interest of peace, prosperity and stability in regional and global scale. At this, the Head of the State mentioned that by developing efficient bilateral and multilateral cooperation in terms of competent international organizations and structure, our country is willing to continue to take active part in developing of balanced solutions of topical issues and challenges of today.
In this context, President Gurbanguly Berdimuhamedov gave number of specific instructions for promotion and implementation of constructive initiatives of Turkmenistan announced during the UN general Assembly and other competent international forums.
Considering the above mentioned, the formation of number of structural organization under MFA as Department of international organizations, Contract and legal department, Department of international information on the base of existing profile departments and directorates were prepared for improvement and modernization of work of Ministry of Foreign Affairs. Draft Resolution on this matter was presented for review of the Head of the State.
Having signed the Resolution, the Head of the State addressed the vice-premier with specific instructions for organization of proper work of new structural departments and solution of important and responsible tasks set for foreign policy and diplomatic corps of the country.
Reports of leader of the regions of the country were listened during expanded session of Cabinet of Ministers.
In his turn, Deputy Chairman of Cabinet of Ministers R. Bazarov reporting on results of work of branches under his supervision, mentioned overall growth of production, works and services in agricultural complex reached 103.8 percent.
The Vice-premier also reported on realization of National village programme.
Addressing the vice-premier, hyakims of velayats and leaders of agricultural complex, President Gurbanguly Berdimuhamedov emphasized that main target of the state strategy for development of agrarian industry is steady raising of the rate of agricultural productions.
President of Turkmenistan raised number of concerns in programmes for developing of farming culture, preparation of Land cadastre, implementation of scientific methods for cultivation of agricultural cultures taking into consideration local land and climate conditions, development of seed growing, works for protection of plants and their quarantine. Leader of Nation Gurbanguly Berdimuhamedov pointed that there are all opportunities for increase of rice and silk cocoon harvest.
The President of Turkmenistan commissioned Chairperson of Mejlis A. Nurberdiyeva and Vice-premier R. Bazarov to prepare necessary legislative acts for transfer of lands to property or long-term lease of farmers, having emphasized that this work should be started immediately.
Vice-premiers S. Toyliyev and R. Bazarov were charges to make inspection of preparation level of teachers and educational programmes in agricultural university and institute. The Head of the State highlighted that these educational institutions have to train high professional specialists today necessary for agricultural industry.
Chairman of Supreme Control Chamber Ch. Gylyjov was ordered to analyse work of all institutions and services related to agricultural complex. According decisions will be taken based on results of executed work. Outcomes of reforms undertaken in agriculture will be summarized in the end of the year after completion of cotton harvest season, - the Hrad of the State said.
Plan of events on occasion of Galla Bayramy traditional observed every year in our country on third Sunday of July was presented for review of the Leader of the Nation. Scientific and production conference and concerts are timed to this holiday. The main celebration will be held in Ashgabat equestrian complex where exhibition of bakery and other agricultural products as well as horse races will be organized. Distinguished crop growers, combine operators and other specialist will be awarded with valuable prizes.
Further, Chairperson of Mejlis A. Nurberdiyeva informed about activity of national parliament for six months of current year. It was mentioned that three sessions 58 Laws of Turkmenistan and 50 Resolutions of Mejlis ot Turkmenistan were adopted.
Having listened to the information, President Gurbanguly Berdimuhamedov specified the necessity of activation of work of Mejlis for improvement of national legislation in the interests of dynamic development of social and economic reformations.
Speaking of improvement of the Constitution of Turkmenistan, the Head of the State mentioned the need for thorough examination of subjects related to presentation of the project for review during the Council of Elders.
After, President Gurbanguly Berdimuhamedov addressed the participants of expanded session of Cabinet of Ministers with keynote speech. The Leader of the Nation noted with delight that regular decisive moves for extremely important reforms were made for the last half year. These reformations aimed at achievement of main target – bring out our country on level of powerful developed democratic states of the world with economy oriented for provision of happy and prosperous life of people.
Speaking of foreign policy, the President of Turkmenistan pointed that Turkmenistan invariably pursues the course of broad cooperation with the United Nations Organization, the Organization for Security and Cooperation in Europe, the eurpean Union, Shanghai Cooperation organization, Commonwealth of Independent States, Organization for Economic Cooperation and other international structures. Having dwelt the matters of internal policy, the Head of the State stated with delight that results of work undertaken in first half of the current year demonstrated that considered activity of the government as well as abundance of external and internal reserves allowed to keep high percentage rates of GDP growth. Owing considerable input of all branches of national economy made it feasible.
Further, the Head of the State stressed the attention of participants on priority targets of second half of the year.
Second half of the year stipulate number of large international conferences, foreign visits and reception of government delegations of other countries, - the leader of the Nation said, having pointed the need of thorough preparation and organization of celebration of 25th anniversary of independence of our country, other political and organizational events. The head of the State requested to deal efficiently with issues related new structure of ministry of Foreign Affairs.
Vice - Premier B. Hojamammedov, leaders of ministries and departments of financial and economic section were instructed by the president of Turkmenistan to apply maximum efforts for improvement of management of macroeconomic regulation.
Vice – Premier S. Toyliyev, Hyakims of velayats and Ashgabat city were addressed with instruction for construction and exploitation of new buildings of institutes and schools before the start of new educational year, renovation works of existing facilities of high and secondary institutions.
Deputy Chairman of Cabinet of Ministers R. Bazarov, hyakims of velayats and etraps, leaders of agricultural complex were ordered by President of Turkmenistan to accelerate the rates of realization of programmes for development of agrarian sector.

Vice – Premier S. Satlykov, leaders of transport sphere were instructed to activate their work as many things have to be done in the second half of the year. New Ashgabat International Airport, airstrip and other facilities of Dashoguz air harbour, railroad and automobile bridges over Amudarya River in Turkmenabat, part of international railway Turkmenistan – Afghanistan – Tajikistan on the territory of our country have to be constructed with high quality and put into operation.
The Head of the State also focused the attention on training of personnel for work on new facilities and acquiring of international certificates.

As a whole, the volume of production was for 29.7 billion of manats where 52 percent were shared by private sector of economy.
Agricultural sphere also reached positive results. The volume of cargo transfers by all type of transport increased for two percent.
Realization of measures undertaken under state programmes for production of import substitutive items in Turkmenistan and increase of export of production made in our country was informed during report. Reduction of import related to GDP indicates of decrease of dependence of national economy from imported productions. Considerable growth of mineral fertilizers, power energy and cement is observed.
Minister of Finance reporting after, informed about State budget implementation or five months of the current year. Revenue of general financial plan was 8.1 billion manats and expenses – 8.6 billions. 78.7 percent of budget were allocated for development of social sphere.
Local budget revenue was 4.35 billion of manats and expenses 4.10 billion of manats.
Articles of association of Ashgabat Stock Exchange for State registration in due order were prepared for development of securities market. Measures for realization of budget code provisions, improvement of auditing and insurance activity, national standards of accounting and financial reporting were being executed for first half of the year.
Further, the floor was given to Minister of Economy and Development of Turkmenistan B. Bazarov who informed on implementation of drawing of investments from all sources of financing. It was reported that by results of six months this index was 22.4 billion manats including 55.4 percent for construction of industrial facilities and 44.6 percent for erection of social and cultural facilities. This macroeconomic index increased for 5.7 percent comparing with same period of the last year.
The Minister of Economy and Development also informed about realization of State programmes for import substitutive productions in Turkmenistan and increase of export volumes of goods made in our country. The construction of 50 facilities and preparation of the design and estimate documentation of 57 facilities have started under mentioned programmes.
Further, Chairman of Central Bank M. Annadurdiyev reported on implementation of programmes for improvement of bank system of the country. It was also informed on currencies incomes on accounts of ministries and departments for goods export and services.
Credit volumes given by the banks of the country for development of economy increased for 21.8 percent for first half year of 2016. Volume of credits given to entrepreneurs involved in agriculture, food industry and services increased for 32.3 percent, housing mortgage for 17.4 percent, young families for 27.1 percent and to agricultural producers for 19.4 percent.
Capital levels of the banks are considerably increased for the period under review. The volumes of investments of enterprises and people increased for 13.6 percent including 57.5 by private inputs.
Report on measures undertaken for implementation of electronic infrastructure of bank services was also sounded. Work for improvement of non-cash payments by “Altyn Asyr” cards is carried out, international VISA payment system is implemented.
Having noted the importance of improvement of domestic bank system, President Gurbanguly Berdimuhamedov highlighted that it is necessary to undertake practical measures for expansion of volumes of non-cash payments, implementation of new bank productions, raise of quality of services and instructed the Leader of Central Bank to increase number of ATMs in regions.
Addressing the participants of the session, the Leader of the Nation stressed the attention on one of the most important tasks related to increase of export volumes of goods produced in our country and currencies incomes.
Deputy Chairman of Cabinet of Ministers, Director of State Agency for Control and Use of Hydrocarbon Resources under the President of Turkmenistan Ya. Kakayev reported on implementation of “Programme of development of oil and gas industry in Turkmenistan until 2030” and results of work for first half year of oil and gas complex.
Technical and economic indexes achieved in oil and gas condensate production as well as in processing of hydrocarbons, production of automobile petroleum, diesel fuel, polypropylene, lube oils, liquefied gas and other hydrocarbons were reported. It was mentioned that production rates of natural and bypass gas increased for 100.2 percent, gas export to foreign countries for 101.5 percent in comparison with the same of the last year. Drilling plan was executed for 122.7 percent and drawing of investments from all sources of financing for 35.5 percent.
The Vice-premier also reported on course of construction of Turkmen part of Turkmenistan – Afghanistan – Pakistan – India gas pipeline where works are undergoing with rapid pace.
Having expressed dissatisfaction with situation in range of sectors of fuel and energy complex particular in construction of oil and gas facilities, the President of Turkmenistan released Chairman of State Concern “Turkmenneftegazstroy” from his duties for serious shortfalls in work.
The Head of the State delegated the duties of acting chairman of State Concern “Turkmenneftegazstroy” to Deputy Chairman of this department A. Tatov.
Further, president Gurbanguly Berdimuhamedov voiced the decision on cancellation of Ministry of Oil and Gas in order for further improvement of oil and gas complex, work of this branch of industry and ordering of finance incomes. In this relation, the functions of abolished ministry delegated to the department of Cabinet of Ministers under management of the Vice-premier supervising oil and gas complex. Part of organizations and enterprises of given department is transferred under Sate Concerns’ “Turkmengas” and “Turkmenneft” supervision.
Along with this, State Agency for Control and Use of Hydrocarbon Reserves under the President of Turkmenistan is also cancelled. Its functions are delegated to State Concerns “Turkmengas” and “Turkmenneft”. Fiscal assets are transferred to Central Bank for further financing of projects aimed at enhancement of prosperity of the people.
Having signed related documents, the Leader of the Nation gave Ya. Kakayev number of specific instructions related to further improvement of work of oil and gas complex and employment of workers of cancelled ministry and agency.
Further, Deputy Chairman of Cabinet of Ministers B. ereshov reported on results of activities of organizations under his supervision for first half of 2016.
The plan of total production volume, works and services of Ministry of Industry made 117.7 percent and rate of production increased for 3.3 percent.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that provision of high rates of development of industry sector is priority target as it affects the successful implementation of all plans and long-term programmes of social and economic development of the country.
Deputy Chairman of Cabinet of Ministers S. Satlykov reported about the work in sector under his supervision for January – June of the current year. The Vice-premier informed that plan for given period of transport and communication complex is executed for 118.8 percent, growth rate made 107.1 percent.
The Head of the State made special accent on importance of strict control over enhancement of quality of services in passenger and cargo transfers by all types of transport as well as provision of modern types of communication. The President of Turkmenistan commissioned the Vice-premier to undertake all necessary measures for provision of high quality of works and adherence to contractual deadlines of number of large projects including Ashgabat International Airport, bridge over Amudarya River and International Sea Port as well. In this relation, the Leader of the Nation ordered to establish relative intersectoral committees.
Next, the floor was given to General Prosecutor A. Halliyev who reported on outcomes of inspections, which revealed numerous shortfalls committed in work by Chairman of State Maritime and River Fleet R. Kutliyev and Chairman of State National Service «Тürkmenhowaýollary» M. Ayazov. Prosecution departments also detected shortfalls in work of certain ministries and departments of the country.
Chairman of State Service of Maritime and River Fleet was released from occupied position for shortcomings in his work. The place was assigned to A. Gurdov who performed the duties of Deputy Chairman of this department
Chairman of State National Service «Тürkmenhowaýollary» M. Ayazaov was also released from his duties for shortfalls in his work. D. Saburov previously occupying the position of General Director of «Türkmenistan» air transport enterprise was assigned as new leader of State National Service «Тürkmenhowaýollary».
Having signed relative resolutions on appointment of new leaders, President Gurbanguly Berdimuhamedov wished them success in the work.
After, Deputy Chairman of Cabinet of Ministers B. Atdayev reported on results of activities of trade complex for last six months of the current year.
Turnover of trade of Ministry of Trade and foreign economy relations made 2.4 billion manats for the period of January – June and increased for 17.4 percent comparing with last year. Growth volumes of balance income of enterprises of the ministry reached 2.1 percent. 103.6 million manats of investments were drawn during reported period.
Further, the floor was given to Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers of the Country Sh. Durdylyev, who reported on work results in the branches under his supervision for first half of the year.
It was mentioned that self-accounting enterprises and organizations under Ashgabat hyakimlik have fulfilled the plan for production and services for 105.6 percent. Growth rates in comparison with the same period of the last year made 110.5 percent. The enterprises of the hyakimlik of the capital drew 3 billion 801 million 95 thousand manats of investments form all sources of financing. Growth rates made 104.5 percent comparing with the same period of the last year.
The vice-premier also reported about review of claims and statements addressed to the Office of President of Turkmenistan and Cabinet of Ministers.
Having listened to the report, Leader of the Nation Gurbanguly Berdimuhamedov instructed to continue controlling of activities of all dependent organizations, which work affects the successful realization of plans for beautification of the capital and general social and economic development of the country.
Competent state bodies have to review claims and statements of the citizens and give detailed responses in due order and time.
Further, Deputy Chairman of cabinet of Ministers S. Toyliyev reported on results of work carried out in branches of cultural sphere from the beginning of the year. It was mentioned that 225 types of textbooks and learning manuals were prepared for six months of the year where 94 were published.
6255 pupils were received by health resorts of Gyokdere, 2948 in Avaza, more than two thousand by children health centres of velayats and more than 2.1 thousand of kids attended school camps. Organizers of children holidays embraced more than 32.7 thousand pupils.
Versatile preparation works for V Asian Indoor and Martial Arts Games are continued to be carried out. Different training assemblies, competitions and tournaments are organized for enhancement of skills of Turkmen athletes and preparation for international contests. 110 contests and 66 public sport events were held for reported period.
The Head of the State signed Resolutions on “Approvement of State Programme for Scientific Study and Popularization of National Heritage in Turkmenistan for 2016 – 2021” and “Approvement of State programme for Enhancement of Efficient Scientific Researches and Innovative Technologies in Turkmenistan for 2017 – 20121”.
Having signed the documents on opening of complex of facilities of University of Engineering Technologies named after Oguz Khan and enrolment of students for coming educational year, President Gurbanguly Berdimuhamedov appointed G. Mezilov as chancellor of new educational institution and A. Orazgylyjov as a vice-chancellor for educational work.
M. Ovezova was appointed as vice-rector for scientific work of International University of Oil and Gaz.
Further, the Head of the State focused the attention of the Vice-premier and Minister of Education on forthcoming important campaign for enrolment of students to high educational institutions, which would become another stage of educational reform.
Taking Resolution on enrolment to Academy of State Service under President of Turkmenistan and approving the plan for enrolment to high and secondary profile education institutions and state examination committee, the Head of the State strictly warned all people involved in organization of the event about non-admission of any breaches.
The president of Turkmenistan noted that special attention has to be paid to professional orientation of pupils in specific directions during school study. New methods and technologies of study aimed at harmonic and versatile development of people must be implemented, methodological base of education must be improved. The Head of the State also highlighted that main subject is preparation of world-class specialists.
After, Deputy Chairperson of Cabinet of Ministers reported on results of activities of sector under her supervision for six months of the current year. Number of social and cultural facilities were built, large cultural events were held, international creative cultural events were continued for reported period.
Information on the measures undertaken for improvement of activities of theatres, museums, libraries and other cultural facilities, development of domestic mass media and publishing, tourism, work for protection and popularization of national heritage, creation of conditions for leisure services of the population was given. In this context, the importance of Cultural Week held in Mary velayat in this year were mentioned where numerous music and song performances, theatre shows, poetry and destan contests were presented.
Days of Turkmenistan Culture in Republic of Belarus, Islamic Republic of Iran, and Romania as Days of Culture of Islamic Republic of Iran and Kyrgyz Republic in our country was mentioned among large events of international scale. It was noted that collection of museum collection of Turkmenistan values is presented on ongoing exhibition in Museum of Arts “Metropoliten” in New York (USA). Declaration of Dashoguz as cultural capital of CIS countries in 2016 and organization of cultural events and exhibitions of decorated and applied arts items of member countries were in the range of token events of international importance.
Information on seasonal archaeological excavations and restoration works of historical monuments was sounded. It was reported that mass media publish articles of cultural heritage of great persons, preparations of editions of samples of oral traditions and literature monuments are ongoing.
Further, the floor was given to Deputy Chairman of Cabinet of Ministers R. Meredov who reported on results of activities of MFA for first half year in the context of realization of Conception of foreign policy course of our country for 2013 – 2017. In this relation, it was reported on related work for solution of tasks and assignments given earlier by the Head of the State.
Summing up the information, President Gurbanguly Berdimuhamedov underlined that Turkmenistan would continue to implement foreign policy course based on principles of positive neutrality and wide international cooperation meeting the interest of peace, prosperity and stability in regional and global scale. At this, the Head of the State mentioned that by developing efficient bilateral and multilateral cooperation in terms of competent international organizations and structure, our country is willing to continue to take active part in developing of balanced solutions of topical issues and challenges of today.
In this context, President Gurbanguly Berdimuhamedov gave number of specific instructions for promotion and implementation of constructive initiatives of Turkmenistan announced during the UN general Assembly and other competent international forums.
Considering the above mentioned, the formation of number of structural organization under MFA as Department of international organizations, Contract and legal department, Department of international information on the base of existing profile departments and directorates were prepared for improvement and modernization of work of Ministry of Foreign Affairs. Draft Resolution on this matter was presented for review of the Head of the State.
Having signed the Resolution, the Head of the State addressed the vice-premier with specific instructions for organization of proper work of new structural departments and solution of important and responsible tasks set for foreign policy and diplomatic corps of the country.
Reports of leader of the regions of the country were listened during expanded session of Cabinet of Ministers.
In his turn, Deputy Chairman of Cabinet of Ministers R. Bazarov reporting on results of work of branches under his supervision, mentioned overall growth of production, works and services in agricultural complex reached 103.8 percent.
The Vice-premier also reported on realization of National village programme.
Addressing the vice-premier, hyakims of velayats and leaders of agricultural complex, President Gurbanguly Berdimuhamedov emphasized that main target of the state strategy for development of agrarian industry is steady raising of the rate of agricultural productions.
President of Turkmenistan raised number of concerns in programmes for developing of farming culture, preparation of Land cadastre, implementation of scientific methods for cultivation of agricultural cultures taking into consideration local land and climate conditions, development of seed growing, works for protection of plants and their quarantine. Leader of Nation Gurbanguly Berdimuhamedov pointed that there are all opportunities for increase of rice and silk cocoon harvest.
The President of Turkmenistan commissioned Chairperson of Mejlis A. Nurberdiyeva and Vice-premier R. Bazarov to prepare necessary legislative acts for transfer of lands to property or long-term lease of farmers, having emphasized that this work should be started immediately.
Vice-premiers S. Toyliyev and R. Bazarov were charges to make inspection of preparation level of teachers and educational programmes in agricultural university and institute. The Head of the State highlighted that these educational institutions have to train high professional specialists today necessary for agricultural industry.
Chairman of Supreme Control Chamber Ch. Gylyjov was ordered to analyse work of all institutions and services related to agricultural complex. According decisions will be taken based on results of executed work. Outcomes of reforms undertaken in agriculture will be summarized in the end of the year after completion of cotton harvest season, - the Hrad of the State said.
Plan of events on occasion of Galla Bayramy traditional observed every year in our country on third Sunday of July was presented for review of the Leader of the Nation. Scientific and production conference and concerts are timed to this holiday. The main celebration will be held in Ashgabat equestrian complex where exhibition of bakery and other agricultural products as well as horse races will be organized. Distinguished crop growers, combine operators and other specialist will be awarded with valuable prizes.
Further, Chairperson of Mejlis A. Nurberdiyeva informed about activity of national parliament for six months of current year. It was mentioned that three sessions 58 Laws of Turkmenistan and 50 Resolutions of Mejlis ot Turkmenistan were adopted.
Having listened to the information, President Gurbanguly Berdimuhamedov specified the necessity of activation of work of Mejlis for improvement of national legislation in the interests of dynamic development of social and economic reformations.
Speaking of improvement of the Constitution of Turkmenistan, the Head of the State mentioned the need for thorough examination of subjects related to presentation of the project for review during the Council of Elders.
After, President Gurbanguly Berdimuhamedov addressed the participants of expanded session of Cabinet of Ministers with keynote speech. The Leader of the Nation noted with delight that regular decisive moves for extremely important reforms were made for the last half year. These reformations aimed at achievement of main target – bring out our country on level of powerful developed democratic states of the world with economy oriented for provision of happy and prosperous life of people.
Speaking of foreign policy, the President of Turkmenistan pointed that Turkmenistan invariably pursues the course of broad cooperation with the United Nations Organization, the Organization for Security and Cooperation in Europe, the eurpean Union, Shanghai Cooperation organization, Commonwealth of Independent States, Organization for Economic Cooperation and other international structures. High and long-term targets in the foundation of foreign policy course of Turkmenistan match the targets of those organizations, - the Leader of the Nation continued. It is related to provision of energy security, solution of environmental issues, development of transport infrastructure, educational and cultural spheres, human rights and freedom, consolidation of global security, promotion of peace, harmony and sustainable development on the planet based on current interests of native people.
Having dwelt the matters of internal policy, the Head of the State stated with delight that results of work undertaken in first half of the current year demonstrated that considered activity of the government as well as abundance of external and internal reserves allowed to keep high percentage rates of GDP growth. Owing considerable input of all branches of national economy made it feasible.
Further, the Head of the State stressed the attention of participants on priority targets of second half of the year.
Second half of the year stipulate number of large international conferences, foreign visits and reception of government delegations of other countries, - the leader of the Nation said, having pointed the need of thorough preparation and organization of celebration of 25th anniversary of independence of our country, other political and organizational events. The head of the State requested to deal efficiently with issues related new structure of ministry of Foreign Affairs.
Vice - Premier B. Hojamammedov, leaders of ministries and departments of financial and economic section were instructed by the president of Turkmenistan to apply maximum efforts for improvement of management of macroeconomic regulation.
Vice – Premier S. Toyliyev, Hyakims of velayats and Ashgabat city were addressed with instruction for construction and exploitation of new buildings of institutes and schools before the start of new educational year, renovation works of existing facilities of high and secondary institutions.
Deputy Chairman of Cabinet of Ministers R. Bazarov, hyakims of velayats and etraps, leaders of agricultural complex were ordered by President of Turkmenistan to accelerate the rates of realization of programmes for development of agrarian sector.
Chairman of Supreme Control Chamber Ch. Gylyjov, General Prosecutor A. Halliyev, Minister of Internal Affairs I. Mulikov were instructed to continue inspection I Mary velayat and Ashgabat.
President Gurbanguly Berdimuhamedov defined the use in full volume of material and facilities base of relative sphere created recently, capabilities of new communication satellite among the tasks given to Vice - Premier G. Mamedova and leaders of Ministry of Culture, mass media and television.
Vice – Premier Ya. Kakayev amd leaders of oil and gas complex were requested to deal efficiently with organizational issues. The President of the Country said that resolutions adopted during the session for improvement of structure and provision of effective activity of departments and agencies under supervision are small part of the work undertaken in this direction, having requested to continue realization of measures in this sphere, eliminate unnecessary links in management system, and streamline finance operations between industry enterprises.
Vice – Premier S. Satlykov, leaders of transport sphere were instructed to activate their work as many things have to be done in the second half of the year. New Ashgabat International Airport, airstrip and other facilities of Dashoguz air harbour, railroad and automobile bridges over Amudarya River in Turkmenabat, part of international railway Turkmenistan – Afghanistan – Tajikistan on the territory of our country have to be constructed with high quality and put into operation.
The Head of the State also focused the attention on training of personnel for work on new facilities and acquiring of international certificates.
President of Turkmenistan addressed Vice-Premier B. Atdayev and leader of ministries under his supervision with assignment to continue implementation of effective measures for provision of the population of the country with high quality goods.
In conclusion of the session, President of Turkmenistan Gurbanguly Berdimuhamedov expressed the confidence that leader corps of the country would apply all efforts for successful solution of assigned tasks.
