Within the years of independence, having made your way of courage and bravery, you have improved your endurance and combat skills as well as formed up the framework of the national border guard forces of our sovereign state, which our glorious ancestors dreamt about.
Improving in accordance with time demands, the Border Guard Forces, where our brave warriors loyal to our hardworking nation and the Motherland serve their duty, stand as the steel shield of our native land.
Today, independent neutral Turkmenistan steadily pursues the course of peacefulness, good neighbourhood and wide international cooperation. Along with this, as a sovereign state, Turkmenistan implements military reforms in order to keep the high defense potential of the beloved Motherland, strengthening the material and technical base of the army and training of highly-qualified personnel.
It is duty of every officer to explain the concepts of our national and foreign policy, which is based on the principles of friendship, brotherhood, humanity, maintenance of peace in the region and all around the planet, to the soldiers, who undergo their military duty serving in the border guard forces as well as to bring up patriots. Having recognized that improvement of the level of comprehensive training of military personnel of the State Border Guard Service of Turkmenistan is one of the main requirements to ensure the inviolability of borders of the Motherland, which are the borders of friendship and brotherhood, you have to pay special attention to undertaking all necessary measures in this direction.
We pay great attention to training of qualified officers, who are able to resolve most important issues set to the Border Guard Forces, which protect the Motherland in the current period of historical reforms. Along with the establishment of the Border Guard Institute of Turkmenistan, construction and put a complex of facilities of this educational institution into operation supplied with all necessary equipment, the new generation of competent officers, who are able to fulfil responsible tasks, is brought up here. They are familiar with the skills and secrets of reliable protection of the frontiers of friendship and brotherhood of our state, successfully operate modern military equipment, providing inaccessibility and inviolability of the State Border.
Creation of all necessary conditions for proper service of border guards and comfort life of their family members is one of the most priority directions of the military reform taken place in the country.
