This action, which is held annually, aimed at broad popularization of long-term perspective natural protection policy of Turkmenistan as well as at improvement and expansion of international cooperation in ecology, creation of conditions for general sustainable development.
In accordance with Resolution of President Gurbanguly Berdimuhamedov, the celebration was organized by Ministry of Foreign Affairs, State Committee of Turkmenistan for Natural Protection and Land Resources, State Enterprise for the Caspian Sea under the President of Turkmenistan and Hyakimlik of Balkan velayat. Its programme includes scientific and practical conference “25th Anniversary of independence of Turkmenistan: Achievements in protection of marine environment of the Caspian Sea”, cultural, educational and sport events.
Ecologists, leaders and specialists of nature protection agencies, branch departments, whose activity related with the Caspian Sea took part in the conference held in “Hasyl” hotel. There were representatives of diplomatic missions of Caspian states accredited in our country as well as international organizations including the UN Development Programme (UNDP), the Organization for Security and Cooperation in Europe (OSCE), World Bank and others.
It is appropriate to mention here that increased interest of international organizations and diplomatic circles to current event is explained by not only the importance of our country in solution of actual issues for the Caspian but strategic significance of the initiatives proposed by President of Turkmenistan Gurbanguly Berdimuhamedov for perspectives of development of geo-economical mutual beneficial cooperation of all Caspian states both in regional and in global scales.
In particular, by the opinion of foreign specialists, modern transport and logistics infrastructure that is under formation in Turkmen coastal zone has all perspectives to become multi modal centre of the whole Caspian region. Thus, new modern International Turkmenbashy Sea Port, which is under high rate of construction and equipped with top technologies, will create favourable conditions for entering of European countries to commodity and material markets of Middle and Near East and the states of the Indian Ocean, allowing large-scale cargo traffic to shorten considerably the distance and time of the trip.
New International Turkmenbashy Port will occupy more than 1 400 thousands square meters. It will include ferry, passenger and container terminals with 3.8 kilometres of mooring and meant for service of 300 thousand passengers, 75 thousand trailers and 400 thousand containers per year.
Today, complex engineering and hydro technical process of waterside and bottom strengthening works stipulating colossal volumes of soil excavation, moving of coastal zone, drilling of drainage wells for compaction of ground under rail and automobile approaches and spur tracks to jetties and territory around the port is carried out. New technology, applied in these works, is most effective today and allows achieving result for few month while many years are spent for natural process. Generally, more than two thousand people and more than one thousand units of modern machinery and equipment are involved in works on grandiose construction site.
This strategic object will become deserving contribution of Turkmenistan into export-import logistics system of the region. Multi module logistics park will render complex of services for storage and combined processing of cargoes delivered air, auto and railroad transport and provide its transfer to maritime transport and back. Infrastructure of the port will include about 4 kilometres of roads and almost 30 kilometres of railroad lines.
New seaport will be equipped with advanced software technological complexes necessary for security, navigation and cargo transportation as well as protection of environment. Standards of fire and chemical safety, service of medical, quarantine and custom control, information and communication network and other facilities will be provided on top modern level.
With regards to the agenda, the participants mentioned that protection of environment and rational nature management are most important priorities of the state policy led by President Gurbanguly Berdimuhamedov. Having ratified main UN Conventions on biological diversity, combat desertification, climate change, protection of ozone layer, on protection and use of transboundary watercourses and international lakes and other, Turkmenistan consecutively fulfils its obligations, actively cooperates with other states and largest international organizations in this sphere.
In this context, currency of international initiatives proposed by the Head of Turkmenistan during the session of the UN General Assembly, UN Conference for Sustainable Development “Rio+20” and other large forums was highlighted. There are proposals for opening in Ashgabat of Regional centre for technologies related to climate change in Central Asia as well as development of effective multisided mechanisms of cooperation for provision of ecological and anthropogenic security in the Caspian Sea, which unique nature complex, without any overstatement, is heritage of the whole humanity.
As is known, Turkmenistan, together with other Caspian states, took an active part in realization of the Caspian Ecological Programme (CEP). Framework Convention for Protection of Marine Environment of the Caspian Sea (Teheran Convention), which put legal bases for nature protection activity in the Caspian Sea was prepared under it. The Convention came into force right after ratification by the parliaments of all Caspian states on August 12, 2006 and since that day is officially announced as International Day of the Caspian Sea, which is observed by all coastal countries by initiative of the UN Environmental Programme (UNEP).
The great attention, paid to ecological wellbeing of the Caspian Sea, is stipulated by special status of the sea, which is largest inland water body of the planet, separated from the World Ocean. It is real pearl of the nature with exclusively rich and various flora and fauna. Along with this, the Caspian region is one of the most important geopolitical and economic centre in Eurasia, powerful energy, transport and communication hub.
Intensive development of the sea coast, high rates of growth of oil and gas industry, increase of pipeline and transport network, without which economic development of the region is unthinkable, all of these factors stipulated the necessity of coordinated international cooperation based on clear legal norms, equality and account of mutual interests of all Caspian states.
During 4th Caspian Summit held on September 29, 2014 in Astrakhan (Russian Federation), President of Turkmenisatn Gurbanguly Berdimuhamedov spoke with initiative of development of two documents: Agreement on Transport Cooperation in the Caspian Sea and Agreement on Trade and Economic Cooperation between Caspian States. Turkmen side developed drafts of these documents and is willing to receive relative experts of Caspian countries for their concordance.
In July of this year, ratification process of the protocol on Regional Readiness, Response and Cooperation during Oil Pollution Incidents by all coastal states was completed.
During current conference, main directions of activity of State Committee for natural Protection and Land Resources and other state departments for provision of sustainable management of coastal zone were discussed.
Special attention was paid to perspectives of realization of Convention for Preservation of Wetlands, which have international importance as places for birds’ inhabitation (Ramsar Convention). The Turkmenbashy Gulf, which is part of Hazar State Reserve, is included in special list of given Convention. Currently, inventory work for national wetlands, preparation of nominations for awarding of analogical international status to Ogurjaly Island together with the South Cheleken Gulf, territories in Essenguly etrap, Turkmen Lake “Altyn Asyr”, Sarakamysh Lake and others is ongoing.
Ecological compound of unprecedented project for creation of world class resort – National tourist zone “Avaza” of the Caspian Coast, received high appraisal of the participants of the conference. New modern and green technologies are necessary conditions of realization of grandiose idea that is implemented by initiative of Leader of the Nation Gurbanguly Berdimuhamedov.
Today, the richest natural reserves of the Caspian Sea, ecologically clean environment, golden beaches, soft climate, beauty of sea view and new high class hotels with recreational complex and children resorts allowed to turn this area into resort pearl of the country, which attracts numerous tourists and lovers of outdoor activities of both our and foreign countries.
It found the reflection in photographs of professional famous in our country photo reporters, which works were exhibited in the lobby of hotel complex. Wonderful pictures of young artists, masters of applied art with use of natural materials like stones, shells, sand, feathers, etc. were displayed there as well.
The participants of the event displayed great interest to exhibits from collections of local history museum of Turkmenbashy. Exposition of mobile exhibition presented items of decorative and applied art and traditional handicraft, famous Turkmen carpets hand-made by clever artisans, national dress and musical instruments. Being material evidence of development of original national culture of Turkmens, they include beauty and depth of people’ soul, which were brought through the centuries and carefully preserved rich spiritual traditions.
Football, volleyball, tennis and other sport competitions with participation of pupils of seaside city and young tourists were held at children recreation centre “Dayanch”.
All participants of celebration events, adults and kids gathered in conference hall of “Dayanch” hotel in the afternoon, where the ceremony of prize award to best authors of children works that reflect the beauty of own nature, spaces of the Caspian Sea and unrepeatable world of its inhabitants requiring human protection, was held.
