Tasks of development of agricultural complex of the country are being successfully resolved by wide implementation of new work methods

Under realization of “Presidential Programme for social and economic development of the country for 2012 – 2016” and branch programmes for development, the main accent is made on construction of new modern livestock complexes, greenhouse farms, flour-grinding mills as well as enterprises for production of bakery, pasta, meat and dairy, different vegetable oils, cheeses and sausages.

The most successful state and private partnership is being developed in traditional for Turkmenistan sphere as livestock breeding. Large livestock complex, opened in Ahal velayat in 2014 with participation of President Gurbanguly Berdimuhamedov is one of the evidences to this. It produces 2 thousand tons of milk and dairy and 30 tons of meat per year. 9 hectares for livestock farm and 400 hectares for growing of forage crops was allocated for construction of this facility. 308.5 hectares are occupied by clover, corn and barley and the rest of the area by forage crops for goat breeding.

Besides, modern enterprise for production of combined forage for livestock and poultry riched with nutrition additives and livestock farm for breeding of cubs of need cattle were put inti operation in Ahal velayat.

Large livestock complex with 20 thousand tons of dairy and 100 tons of meat production output is constructed in Baharly etrap. It specializes in production of high quality beef. Another livestock-breeding farm with 100 tons of meat production per year was established in the same etrap.

Complex approach, allowing to minimize the costs, starting from cultivation of forage breeds, production and procurement of nutrition additives up meat and half-finished products processing for sales, is a characteristic feature of new enterprises. Efficiency of full production cycle, taken by native agrarian companies as a basic one, allows to improve both the quality of production and profitability of enterprises.

As is known, having spoken at extended session of the Cabinets of Ministers dedicated to results of six months of the year, the Head of the State brought out number of concrete tasks, which solution is summoned to promote the growth of volumes of main type of agricultural production in the country and provision of food abundance.

President Gurbanguly Berdimuhamedov emphasized the necessity to increase the harvest o cultures from each hectare including for the account of improvement of farming culture, implementation of scientific based methods of growing of agricultural cultures, considering local soil and climate conditions, development of seed farming.

Essence of agrarian policy led by the Leader of the Nation and aimed, first of all, at provision of wellbeing of the people and every person is to bring up true owner of the land, whose care for the land will be the matter of life, destiny and calling.

Many things were achieved in this direction owing to targeted government support, rendered to agricultural sector. More than 1600 tons of grains harvested during current grain mowing is example of it. In this relation, President Gurbanguly Berdimuhamedov mentioned that the wheat harvest would allow provision of food security of the country and surplus of grain would be sold at external markets.

Besides, the bread was always a spiritual value for our people, criterion of prosperity, symbol of abundance and sufficiency of our nation. Considerable volumes of wheat production symbolize generosity of our land, wellbeing of the people and prosperity of the country. As is known, Turkmenistan has opportunity to export the surplus of the wheat harvest in the last few years.

It also worth reminding that our country was awarded with special prize of the United Nations Food and Agricultural Organization (FAO) for achievements in provision of food security as one of the goals of millennium development, stipulated by FAO’s programme for 2015. This fact is another evidence of international recognition of Turkmenistan as rapidly developing state with considerable economic potential and high achievements.

Re-organization of related ministries, associations, scientific and research institutes and other branch departments was performed for improvement of management of agricultural complex. Ministry of Agriculture and Water Management, State Committee for Natural Protection and Land Resources, Agricultural research Institute of Ministry of Agriculure and Water Management were founded on their base.

President Gurbanguly Berdimuhamedov set new management bodies the main task to implement sate agrarian policy, which main aspects are the provision of structural reformation of agricultural complex, improvement of profitability of its branches, formation of new economic relations, creation of competitive environment for different business entities, rational use of water and land resources, environment protection, development of agrarian science and selection, wide implementation of innovations and modern scientific and technical developments, advanced management and marketing methods, solution of social issues and other.

Currently, the utmost attention is paid to diversification of agricultural production, creation of agrarian clusters like grain, cotton, fruit and vegetable, livestock and poultry breeding as well as establishing of efficient relations between agricultural producers, processing and service enterprises. All cultures are grown in the regions with most favourable soil and climate conditions like rice in Dashoguz and Lebap velayat, while sugar beet in Mary and Balkan velayat. Land areas allocated for vegetable, cucurbitaceous, fruit and berry cultures are considerably expanded.

Such tools of economic stimulation of agricultural producers as sate procurement of production, fixed prices, preferential taxation and financing are widely used for increase of growth of volumes of import substitutive production, including food production and improvement of its quality and competitiveness on external markets.

In particular, in accordance with Resolutions of the President of Turkmenistan, signed in 2013 – 2015, dayhan associations and farms, agricultural joint-stock companies, research institutes of this sphere, mulkdarys (land owners), leaseholders would be able to receive bank credit under favourable terms. These credits are given for 10 years with 5 percent interest per year for financing of the projects related with development of livestock and poultry breeding, producing and processing of agricultural production and services for 10 years with 5 percent interest per year as well as for procurement of agricultural machinery, relative hardware and equipment including those for provision of rational water use with 1 percent interest per year.

Land plots for construction of livestock and poultry complexes, sowing of forage crops are allocated in the velayats to State Association of Food Industry and members of Union of Manufacturers and Entrepreneurs. For these purposes, State Commercial Bank “Dayhanbank” is allowed to give credits up to 10 years with grace period of two year under 2 percent per annum.

Besides, according to the Resolution of the President of Turkmenistan, 300 million manats were issued to the State Bank of Development of Turkmenistan from the Stabilization Fund. Theses funds were presented to Joint-stock Commercial Bank “Rysgal” for crediting of members of Union of Manufacturers and Entrepreneurs, at no more than 1 percent per year term, for financing of their projects for development of livestock and poultry breeding, producing and processing of agricultural production, food and industry items.

It worth highlighting that solution of issues of development of domestic agricultural complex is directly coupled with social tasks. Important programmes, which adopted and being implemented in our country, including “National Programme of the President of Turkmenistan for reformation of living conditions of the population of villages, settlements, towns, etraps and etrap centres until 2020” are visual evidence of it.

As is known, from the start of the Programme – from 2007 until 2014, more than 830 social facilities were constructed, 4.5 million square meters of living were delivered, tens of thousands kilometres of automobile roads, water, gas, power and communication lines were laid. 6.5 billions of US dollars were drawn for this.

New edition of this targeted Programme was adopted in February 2015. Construction of living, improvement of transport infrastructure and health, education and cultural systems are indicated as previously as main directions of it. Generally, by 2020, it is planned to draw more than 7.5 billion of US dollars of investments and built more than 500 facilities. At the same time, special attention is paid to construction of modern living settlements, what opens broad opportunities for further comprehensive social and economic development of the regions and realization of its rich diverse potential.

Generally, it can be stated that assignments given by President Gurbanguly Berdimuhamedov to workers of agricultural complex and first of all, to non-government sector, which is rapidly developing, are successfully addressed for the account of wide implementation on new work methods.
