President of Turkmenistan, Commander-in-Chief of Armed Forces of the country, Army General Gurbanguly Berdimuhamedov held another session of the State Security Council, where results of activity of military and law enforcement agencies for 7 months of the year were reviewed.

Secretary of State Security Council, Minister of Defence Ya. Berdiev was first to give report. Supreme Commander-in-Chief was informed on preparation of military parade on occasion of 25th anniversary of independence in October of the current year.

Having highly appreciated input of military personnel into successes of the country on its way of progressive development, President Gurbanguly Berdimuhamedov mentioned that our state would continue to create conditions for fruitful work of law enforcement agencies’ personnel improve their professional and educational level, service and social and living conditions.

Having requested high level of organisation of military parade, the Head of the State highlighted that sovereign Turkmenistan, invariably adherent to its neutral status, pays special attention to further improvement of services, which provide peace, security and successful life of Turkmenistan people.

Head of the State Border Guard Service B. Gundogdiyev, speaking after, reported on results of work for seven months of the current year and on measures undertaken for important tasks for improvement of protection of the State’s frontiers and service and living conditions of border guards given by the Supreme Commander of the Armed Forces. In this relation, the report on the course of modernization of buildings and facilities of border posts with complete provision by appropriate technical equipment and hardware on modern level was presented.

During the session, the Head of the State reprimanded the Head of the State Border Guard Service for relaxation of discipline and order in structural departments.

After, report on work from the beginning of the year was presented by Minister of Internal Affairs I. Mulikov. The Head of MIA informed on concrete measures undertaken in the country for provision of public order and prevention of any types of infringement of law including road and transport accidents throughout the state. It was mentioned that events, planned under forthcoming road safety month in September, would serve to these purposes.

Having given number of specific orders to the leaders of MIA, President of Turkmenistan Gurbanguly Berdimuhamedov emphasized that personnel of internal affairs agencies have to put maximum efforts for establishment of most favourable public climate, providing permanent control for observance of law and order. It was also mentioned that during summer season, special attention have to be concentrated on provision of fire safety at industrial enterprises, living estates, and at fire-hazardous facilities

General Prosecutor A. Halliyev reported on fulfilment of assignments given by the Head of the State and activity of prosecution bodies, including inspections of certain government structures.

Having listened to the report, the Head of Turkmenistan highlighted the importance of functions entrusted to prosecution personnel, who have to protect law and order of the country.

Having rviewed organizational issues related to prosecution bodies, President of Turkmenistan Supreme Commander-in-Chief of Armed Forces of the country Gurbanguly Berdimuhamedov released Counsellor of Justice P. Akmammedov from position of Prosecutor of Ashgabat for improper execution of his duties and appointed junior Counsellor of Justice D. Tashliyev to this position, having released him from position of Prosecutor of Archabil etrap of Ashgabat.

The Head of the State reprimanded General Prosecutor for relaxation of discipline and rder in structural departments of prosecution bodies of Turkmenistan.

Chairman of Supreme Court B. Chariyev reported on course of implementation of legal reform initiated by the Turkmen Leader as well as on results of work carried out by structures under his supervision for seven months of the current year.

Having noted that judges have to follow only the provisions of existing legislation in their work, leader of the Nation Gurbanguly Berdimuhamedov highlighted the necessity of further improvement of legal system and provision of strict control for observance of law and order of judgements by courts.

Next to report on work of departments under his supervision from the beginning of the year and fulfilment of the assignments given previously by the Head of the State for support of successful social and public climate, peace and security was Minister of National Security D. Bayramov.

Having pointed on the importance of work carried out by MNS, the Leader of the Nation emphasized that provision of security is essential condition of advancing development of the state and steady improvement of social level of life of the people that confidently moves to cherished targets of might and success epoch.

Chairman of State Custom Service M. Chakiyev informed the Supreme Commander of the Armed Forces about results of work carried out for seven months of the current year under assignment and tasks given previously. Special attention was paid to detection and confiscation of items prohibited to import to our country.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the necessity of accurate fulfilment of concrete instructions addressed to the leaders of the service including those for improvement of work of custom posts at the border of the country, undertaking of appropriate measures for provision of more thorough inspection of cargoes and their full compliance to quality standards.

Chairman of State Migration Service M. Nobatov reported on concrete measures undertaken from the beginning of the year for provision of more efficient activity of the structure under his supervision under realization of key direction of the state policy – expansion of international cooperation.

Speaking of considerable input of migration service personnel to advanced expansion of geography of peace loving foreign policy of independent neutral Turkmenistan, the Head of the State emphasized that by their coordinated work, they enhance the development of trade and economic and cultural and humanitarian relations with foreign countries and generally, to consolidation of authority of our country in world arena.

Further, report of Minister of Justice B. Muhammedov, who informed on undertaken measures for comprehensive consolidation and improvement of national legislation base, was given.

Summing up the report, Head of the State Gurbanguly Berdimuhamedov defined the necessity of active implementation of international practice of jurisprudence and its deep study by ministry’s personnel among most important tasks, which are faced by the Ministry of Justice.

The supreme Commander of the Armed Forces appointed S. Jumaev, the Third Class Attorney as Deputy Minister of Justice of Turkmenistan.

Range of other issues, on which appropriate decisions were taken, were reviewed during the session of the State Security Council.
