President Gurbanguly Berdimuhamedov held the session of the Cabinet of Ministers where results of the Government activity and work of branches for seven months were summed up as well as fulfilment of national and target programmes was analysed, important issues of the state life were reviewed and specific tasks for next future were defined.

Having announced the agenda, the Head of the State gave floor for report on results of social and economic development of the country for January – July to Deputy Chairman if cabinet of Ministers B. Hojamammedov.

The Vice-premier reported that, according to results of macroeconomic analyses, the GDP increased for 6.2 percent for the reported period. Index of growth rate in industry made 2 percent, in construction – 4.3 percent, in transport and communication sphere – 10 percent, in trade – 15.5 percent, in agriculture 9 percent and in service sector – 9.7 percent.

Comparing with the last year analogic period, the growth of production for January – July made 3.2 percent. High production indices were achieved in all branches of the economy.

Trade turnover increased 16.5 percent for the reported period. Aggregate prices for consumer goods and services rendered to the population were kept within set frames. Average monthly wages at large and medium enterprises raised for 9.5 percent comparing with the same period of the last year.

By the results of seven months, the revenue of the state budget made 91.4 percent, while the expenditure part totalled 89.7 percent. All salaries, pensions, government allowances and students scholarship were paid in time.

It was mentioned that all construction of industrial and social and cultural facilities is ongoing in all regions of the country. Volume of drawn investments from all sources of financing made 28.9 billion manats and increased for 4.3 percent comparing with the same period of the last year.

According to the new edition of national village programme, the construction of 25 water treatment and sewage facilities, 78 social facilities, more than 808.7 thousand square meters of living as well as relative engineering and technical systems was carried out during reporting period. At present, erection of 203 objects is completed and 117 are still under construction.

Summing up the report, President Gurbanguly Berdimuhamedov mentioned that large-scale projects and programmes, aimed at achievement of stable paces of economic growth and enhancement of life quality of the people, are actively implemented in Turkmenistan during new historical age. Total modernization and accumulation of potential of industrial infrastructure, establishment of innovative productions are defined among priorities of the state policy. In this relation, the leader of the Nation pointed at the importance of successful solution of key tasks for development of different sectors of the economy, proper control for fulfilment of planned targets by all branches of national economy. Having highlighted the necessity of further improvement of mechanisms of macroeconomic regulation, the Head of the State addressed the Vice-premier with the range of assignments.

The Leader of the Nation also charged the Deputy Chairman of Cabinet of Ministers to study in details the subject of currency income to the state treasury and to develop appropriate specific measures.

Deputy Chairman of Cabinet of Ministers Ya. Kakayev reported on results of activity of branches under his supervision for seven months.

The vice-premier reported on results achieved in oil, gas condensate, and natural and associated gas production as well as on processing of hydrocarbons, production of automobile petroleum, diesel fuel, polypropylene, other oil products and liquefied gas. It was mentioned that export plan for “blue fuel” is completed for 103.4 percent and drilling plan for 110.4 percent.

The Vice-premier also reported on work for installation of gas meters at enterprises, institutions, organizations and living sector as well as on course of construction of Turkmen part of Turkmenistan – Afghanistan – Pakistan – India gas main, which is undergoing at high paces.

Having listened to the report, President Gurbanguly Berdimuhamedov requested to undertake appropriate measures for enhancement of efficiency of work of structural departments of domestic fuel and energy complex. The Head of the State gave range of specific instructions to the vice-premier for further realization of “Programme of the development of oil and gas industry of Turkmenistan until 2030”, implementation of innovative technologies and advanced developments, attraction of additional investments to the industry.

The Leader of the Nation also ordered to hold under permanent control the course of construction of TAPI gas line that would perform long-term supplies of Turkmen natural gas to the largest countries of the South – East Asia. The President of Turkmenistan highlighted that implementation of this important energy project would give strong impulse to economic development of the region, would assist to solution of issues of social and humanitarian character, consolidation of peace and stability.

Having stressed the attention on necessity of careful and rational use of natural reserves of the country, the head of the State requested to install gas, water and electricity control equipment into new living buildings, having addressed Vice-premiers Ya. Kakayev and Sh. Durdyliyev with number of concrete instructions on this account.

In his turn, Deputy Chairman of Cabinet of Ministers R. Bazarov, reporting on results of work of branches under his supervision for seven months of the year, mentioned that totally, growth rate of production, volume of works and services in agricultural complex reached 103.6 percent.

Comparing with the same period of the last year, volume of flour production increased for 1.7 percent, meat for 1.3 percent, dairy products for 1.5 percent, eggs for 6.1 percent, vegetables for 36 percent, and cucurbitaceous cultures more than twice. Plan for investments drawing by agricultural complex branches is executed for 160 percent.

The Deputy Chairman of the Cabinet of Ministers also reported on fulfilment of assignements given by the Head of the State for procurement of new agricultural equipment for the industry and increase of production outputs of “Marysheker” Joint Stock Company. Besides, it was reported on preparation of equestrian complexes of the country to autumn race season.

Vice-premiers R. Bazarov and B. Atdayev was requested to develop technical and commercial specification for construction of new modern plant for processing of sugar beet and think over its location.

After, Deputy Chairman of Cabinet of Ministers B. Ereshov spoke with report on situation in branches of industrial complex under his supervision and work fulfilled by lower structures for seven months of the current year. It was mentioned that as a result of steadfast complex measures, undertaken in the country, production infrastructure expands steadily, facility and technical base of enterprises, where most advanced technologies are being implemented, is under consolidation and modernization.

For the period from January to July of this year, total volume of production under the Ministry of Industry made 375 900 thousand manats with 2.1 percent increase.

For seven months from the beginning of the year, State Concern “Turkmnchemistry” demonstrated high growth rate of production – 18.5 percent more than for the same period of the last year, having made production for total amount of 362 500 thousand manats. Growth rates of sodium sulphate production made 124.3 percent, volume of mineral fertilizers increased for 6 percent.

Having listened to the report, Leader of Nation Gurbanguly Berdimuhamedov defined key directions of improvement of activities of facilities and enterprises included in industrial sector of national economy complex of the country and highlighted the necessity of implementation of most efficient technologies and innovations what would allow bringing of the branch to quality new level.

Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers Sh. Durdylyev was speaking after with report on outcomes of activity of departments under his supervision for seven months of the current year and course of works for development and beautification of Ashgabat.

Reviewing executed work for the reporting period, the vice-premier informed that for the period from January to July, self-sustained enterprises and organizations under hyakimlik of Ashgabat executed production and service plan for 104.2 percent. The growth rate made 115 percent comparing with the same period of the last year.

The Ministry of Construction and Architecture fulfilled production and service plan for 16.4 percent and achieved the growth rate of 103.2 percent.

Total volume of production by structural divisions of the Ministry of Energy made more than 628 million manats at growth rate of 113.1 percent in comparison with analogic period of the last year.

Great attention in the report was paid to preparation for forthcoming International Exhibition “Turkmen construction – 2016” and “development of construction industry of Turkmenistan” conference on August 27 – 29.

Summarizing the report, President Gurbanguly Berdimuhamedov emphasized that currently, keeping of high paces of development of construction and electrical energy spheres is the most important task, on which successful implementation of all plans and long-term programmes of social and economic development of our country is dependent.

Further, Deputy Chairman of Cabinet of Ministers B. Atdayev reported on results of activity of trade complex for last seven months.

Volumes of total trade turnover under the Ministry of Trade and Economic Affairs made 2 billion 726.5 million manats and increased for 13.7 percent, balance income was received in the amount of 376 million manats, which makes 10.9 percent.

Industrial goods for 310 million manats was produced under the Union of Industrialists and Entrepreneurs and its volume increased for 38.8 percent, agricultural and food items for 528.3 millions with increase of 53.1 percent. Construction and installation works was executed on the amount of 3 billion 183.5 thousand manats, volume of trade turnover made 6 billion 296.6 million manats (10 percent increase). The work executed in the service sphere made 510.9 million manats (4.9 percent of increase).

President Gurbanguly Berdimuhamedov mentioned the importance of activation of trade and economic contacts with leading foreign manufacturers in order to bring industrial enterprises of our country to new technological level.

Speaking of necessity of regular business events of international formats, the Head of the State emphasized that they are summoned to enhance consolidation of positions of domestic branches, improvement of their export and innovative potential on priority directions of Turkmen economy.

Deputy Chairwoman of Cabinet of Ministers G. Mammedova, reporting on work of structures under her supervision, informed on activities of theatres, museums, libraries and other cultural facilities. In particular, the functioning of unified electronic library system was covered. During reported period, Turkmen museums presented their unique items at exhibition at the Metropolitan Museum in New-York (USA).

Numerous events, conferences, festivals, creative meetings, master-classes, exhibitions, concerts and other events were organized under the Year of Honour of Heritage and Transformation of the Motherland as well as under the mission of Dashoguz as cultural capital of the CIS in 2016.

Production plan of Turkmen State Publishing Service was executed for 149.3 percent. Total number of published book production made more than 4.9 million copies of 190 titles.

The vice-premier also informed on activity of the State Committee for Television, Radio Broadcast and Cinematography and State Committee for Tourism, which total income from the beginning of the year made 2520 million manats at growth rate of 106.9 percent. More than 67.7 thousand tourists were received in the country, what exceeds the results of the last year for the same period.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the priority role of the state cultural policy including in mass media and communications as most important factor of formation of spiritual environment, social and civil awareness as well as broad coverage of current successes and achievements of the country around the world.

Addressing all members of the Government, the Head of the State pointed that tasks for propaganda of our achievements requires new approaches. Following this, it is necessary to re-organize domestic mass media.

Head of the State Gurbanguly Berdimuhamedov also added that initiatives on establishment of independent information agencies in our country are welcomed.

Deputy Chairman of Cabinet of Ministers S. Toyliyev reported on work results in branches under his supervision for the past seven months. It was mentioned that targeted measures for further improvement of educational, science and public health systems, stimulation and development of sport, modernization of infrastructure and consolidation of potential of the given spheres are undertaken in our country under complex reforms initiated by the Head of the State.

Как отмечалось, в рамках реализации инициируемых главой государства комплексных реформ в нашей стране предпринимаются целенаправленные меры по дальнейшему совершенствованию систем образования, науки и здравоохранения, стимулированию и развитию спорта, модернизации инфраструктуры и укреплению потенциала данных сфер.

Reporting on indexes in public health sphere, the vice-premier reported that growth rates for the account of means, received from state voluntary medical insurance, made 103 percent, growth rates for income from services and sold productions – 113 percent, production of medicines – 106 percent.

In continuation of the report, the Deputy Chairman of the Cabinet of Ministers also informed on preparation for new educational year. It was mentioned that all pupils of secondary schools are provided with necessary textbooks and learning manuals.

Reporting on preparation to Day of Knowledge and Students, the vice-premier informed that number of events in the capital and throughout the whole country would be timed to this traditional holiday, which is observed every year on September 1.

Deputy Chairman of Cabinet of Ministers S. Satlykov reported on work fulfilled in the spheres under his supervision for January _ July of the current year. The vice-premier reported that plan for services rendered in transport and communication complex is executed for 115.8 percent and growth rate made 103.6 percent.

Having stressed the attention on the subject of further development of transport complex, the Leader of the Nation pointed on the necessity of continuation of work for reconstruction and electrification of railroads of the country, which have to meet international standards. The Head of the State gave order to the vice-premier to prepare concrete proposals on this subject and present it at the next session of the Cabinet of Ministers.

Further, the floor was given to Deputy Chairman of Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who reported about results of the MFA activity for the last seven months under realization of the Concept of foreign policy course of our country for 2013 – 2017 and fulfilment of the assignments given by the Head of the State previously.

It was highlighted that neutral independent Turkmenistan develops successfully constructive cooperation both in bilateral and multilateral formats under competent regional and international organizations and structures. Outcomes of official and working visits of Leader of the Nation Gurbanguly Berdimuhamedov to Islamic Republic of Pakistan, Kingdom of Saudi Arabia, Republic of Belarus and Republic of Uzbekistan during period under review are visual confirmation of this.

Besides, visits of the heads of the governments and parliaments of foreign states as well as international organizations to Turkmenistan have been made. Totally, 266 foreign delegation paid visits to our country via the MFA in the current year. At the same time, 566 Turkmen delegations were sent abroad. 116 events including conferences, seminars, meeting, etc., enhancing consolidation of fruitful cooperation and meeting the goals of total wellbeing were held in Turkmenistan and abroad.

During the report, the head of the MFA also informed on preparation of working visit of the President of Turkmenistan to the Federal Republic of Germany planned on August 29 – 30 and summoned to add new impulse to development of traditionally friendly interstate dialog.

Stressing the attention on the subject of working visit to the FRG planned for the next week, the Leader of the nation highlighted that Germany is one of the largest states of Europe, to cooperation with which, including under dynamically developing dialog with the European Union, Turkmenistan pays great attention.

Stating with delight steadfast dynamics of interstate dialog, the Head of the State instructed to provide high organizational level of preparation to forthcoming visit to the FRG

Switching over to the subject of preparation to the planned working visit to Kyrgyzstan, president Gurbanguly Berdimuhamedov emphasized that Turkmen and Kyrgyz people are united by unbreakable friendship ties and historical community of cultural traditions, which are being filled with new content in modern age. The Leader of the Nation also mentioned that along with development of mutually beneficial trade and economic cooperation, Turkmenistan and Republic of Kyrgyzstan, also pay great attention to consolidation and expansion of humanitarian connections, what is one of the priority directions of bilateral relations. In this context, the Head of the State requested to provide high level of preparation of forthcoming visit to Kyrgyzstan.

After, the floor was given to Chairperson of Mejlis A. Nurberdiyeva, who informed on preparations to the Council of the Eldest as well as on results of work of the Parliament for improvement of national legislation with the account of international law standards.

Touching the subjects of preparation to the Council of the Eldest, which is very important event of social and political life of the country, President Gurbanguly Berdimuhamedov instructed to continue coordinated work in order to conduct all-people forum on highest organizational level.

Summing up the outcomes of the governmental session, the Head of the State that generally, the results of work for the past seven months of the year demonstrate stable social and economic development of the country and successful, despite some shortcomings, realization of the key programmes, aimed at industrialization and diversification of the economy.
