Working visit of the President of Turkmenistan to the Federal Republic of Germany

In the morning of June 29, President of Turkmenistan Gurbanguly Berdimuhamedov left with working visit for the Federal Republic of Germany. At the airport, the Head of the State was seen off by the government officials.

This visit, including number of important bilateral meetings, is summoned to enhance further dynamic development of traditionally friendly interstate relations, bringing of Turkmen – German cooperation to new level meeting considerable potential. The Federal Republic of Germany is one of the leading states of Europe and Turkmenistan pays great attention to cooperation with it in both bilateral format and under recently activated dialog with the European Union.

In its turn, the FRG also expresses keen interest in consolidation of efficient cooperation with Turkmenistan that gain the reputation of stable and reliable partner. Mutual willingness of both countries to improve fruitful relations, which rest upon years-old experience of join work and invariable goodwill of the sides stipulate the success of modern Turkmen – German relations, which are being built on principles of equality, constructiveness and mutually beneficial partnership.

After few hours, the president’s airplane landed at “Tegel” International airport, the air harbour of Berlin, decorated by the flags of Turkmenistan and the FRG. Both sides of the red carpet was lined up with guard of honour. At the airport, Leader of the Nation Gurbanguly Berdimuhamedov was met by Head of Department for State and Official Visits of the Federal Ministry of Foreign Affairs of the FRG Til Knorn and other officials. High ranking Turkmen guest was welcomed with flowers.

After, President Gurbanguly Berdimuhamedov proceeded to the Administration of the Federal chancellor of the FRG. Here at central entrance he was warmly and hospitably welcomed by Federal Chancellor of the FRG Angela Merkel.


Having exchanged the greetings, the Head of Turkmenistan and the Head of Federal Government of the FRG proceeded to the hall of the building. Here, the Federal Chancellor of Germany introduced the high-ranking guest to official delegation of her country. In its turn, the Turkmen Leader introduced the Head of Federal Government of Germany to members of official delegation of Turkmenistan.

Further, President Gurbanguly Berdimuhamedov and Federal Chancellor Angela Merkel went to bilateral meeting place, which was held under official lunch format.

For one more time welcoming the high-ranking guest, the Head of Federal Government of Germany highlighted that she is sincerely glad to meet the Turkmen Leader and expressed her delight to discuss in private conversation the priority subjects of bilateral cooperation, which were initially inherent with constructive and dynamic character. In this relation, having noted the presence of broad perspectives and great potential of Turkmen – German cooperation, the Federal Chancellor of the FRG confirmed the willingness of her country for further improvement of all spectrum of directions.

Having thanked Angela Merkel for warm welcome, President Gurbanguly Berdimuhamedov emphasized that Turkmenistan also pays great importance to consolidation of traditionally friendly interstate dialog and further development of mutually beneficial partnership with Germany, based on the principles of mutual respect, trust and urge for expansion of roductive partnership. Having mentioned that out countries have all preconditions for further activation of efficient partnership, the Turkmen Leader expressed the confidence that current meeting and agreement achieved by its outcomes would give new stimulus to Turkmen – German cooperation aimed at certain results.

In continuation of the meeting, having stated with delight high level of interstate relations, President Gurbanguly Berdimuhamedov and Federal Chancellor Angela Merkel confirmed mutual interest of the sides to bring traditional partnership to new, meeting modern realities level. In this context, the Head of Turkmenistan and the Head of the Federal Government of the FRG discussed key directions of Turkmen – German cooperation which is being built with account of long-term perspective.

As is known, diplomatic relations between Turkmenistan and Germany were established in 1992. Reliable political and regulatory legal base for multi vector partnership, which successfully develops both in bilateral and multilateral formats, under competent international structures and organizations including the UN and the OSCE as well as under established constructive dialog with the European Union, was established for the past years.

Steadfast developing of trade and economic ties, where considerable role is given to the activity of Joint Turkmen – German Working Group are also indicators of high level of bilateral relations. Turkmenistan sees Germany as one of its leading business partners. In its turn, Germany expresses keen interest to intensification of efficient cooperation with our country, what is indicated by established fruitful contacts with largest representatives of German business. It is remarkable that German companies were one of the first that camee to Turkmen market and for all these years successfully operates in different spheres.

Days of Turkmenistan Economics in Germany and Days of German Economics in our country are positive factors in consolidation of mutually beneficial partnership. It worth mentioning that “Turkmenistan – Germany: Day of Innovative Technologies”, aimed at activation of bilateral cooperation in this sphere, has been held in May of this year in German city Walldorf.

Fuel and energy complex is among key vectors of the partnership. New broad perspectives are opened for cooperation in transport sphere. Having located at geographically favourable place, our country has considerable transit potential, which it tries to realize with maximum output, consolidating its positions as important transport and logistics hub of regional and international significance.

Certainly, humanitarian cooperation is one of the priority directions, including scientific and educational spheres, where substantial experience of cooperation is present, particularly in teaching of the German language in schools and high educational institutions of our country.

During the meeting, the sides also exchanged the vision on number of actual issues of regional and international policy that presents mutual interest.

President of Turkmenistan Gurbanguly Berdimuhamedov invited Federal Chancellor of Germany Angela Merkel to visit our country at any convenient time. This suggestion was accepted with gratitude. The visit will be coordinated by diplomatic channels.

After, joint press conference of the President of Turkmenistan and the Federal Chancellor of Germany has been held.

In her speech to the representatives of mass media, the Head of the Federal Government of the FRG highlighted the interest of Germany and the European Union in further intensive development of partnership with Turkmenistan that plays considerable role in the Central Asian region. This is part of our strategy for the Central Asia, Angela Merkel said, having mentioned that in this relation, Germany has already signed appropriate Agreement with Turkmenistan.

The Federal Chancellor of Germany also informed that the subject of democratic processes in Turkmen society, characterized by positive trends, was touched during the meeting. The programme of activities in human rights sphere and plans for appointment of ombudsman for human rights are demonstrative samples of this.

It was also mentioned that German side welcomes work held in Turkmenistan for reformation of the Constitution in the context of common standards of international law with account of related world practices.

The Head of the Federal Government of the FRG also highlighted active character of cooperation of Turkmenistan with the OSCE where Germany us currently chairing.

Commenting on the outcomes of the negotiations, Angela Merkel also informed that subjects, related to ecological situation around the Aral Sea and in this context, the chairing of Turkmenistan in the IFAS, were also discussed. In this relation, the fact of established constructive cooperation between Turkmen side and the German Agency for International Cooperation (GIZ) was mentioned.

Touching the subjects of Afghan range of problems, the Federal Chancellor of Germany underlined considerable contribution of Turkmenistan into peaceful revival of neighbouring Afghanistan. Speaking on opportunities of cooperation in this field, Mrs. Angela Merkel mentioned that both sides agreed in the opinion that improvement of economic situation is the most important factor of establishment of peace in Afghanistan.

At the end, the Head of the Federal Government of Germany stated with delight the productiveness of conducted negotiations which testify the aims of the side for further intensice development of the partnership.

Speaking to representatives of mass media, President Gurbanguly Berdimuhamedov noted constructive character of conducted talks with the Federal Chancellor of Germany where it was highlighted that relations between two countries are dynamically developing along widest spectrum of directions.

The Turkmen Leader said that both states support preservation and consolidation of strategic stability. It is specifically actual at the background of those complicated processes observed in certain regions of the world. In this context, mutual willingness for further consolidation of cooperation and practice of mutual support in largest international organizations, first of all, in the United nations Organization and the Organization for Security and Cooperation in Europe, were highlighted.

In continuation of the subject, President Gurbanguly Berdimuhamedov informed that agreement for further consolidation of efforts for counteract to new challenges and threats to international security including in combat with terrorism, extremism, transnational crime and illegal trafficking of drugs, was achieved.

One of the priority directions of foreign policy of Turkmenistan is the development of cooperation with the European Union, which is considerably activated recently. Further, President Gurbanguly Berdimuhamedov emphasized that negotiations demonstrated mutual willingness to render assistance and all around support to all forms of trade and economic partnership and productive cooperation, establishment of the conditions for joint activity in realization of new large-scale projects in Turkmenistan with participation of German companies.

Having defined energy and transport sphere among strategy vectors of Turkmen – German partnership, President Gurbanguly Berdimuhamedov mentioned that in this context, Turkmenistan consider with interest the opportunity of delivery of its energy carriers to the western directions and together with the European Committee works on legal and technical aspects.

Having highly evaluated the outcomes of the current visit, President Gurbanguly Berdimuhamedov expressed the confidence that achieved bilateral agreements would give strong impulse to further intensification of traditionally friendly Turkmen – German relations.

Speaking to the representative of mass media, the Turkmen Leader also informed that he invited Federal Chancellor of Germany Angela Merkel to visit Turkmenistan at most convenient time.

At the end, President Gurbanguly Berdimuhamedov addressed the Federal Government of Germany, all members of delegations of friendly country his sincere gratitude for constructive work.

After, the President of Turkmenistan and the Federal Chancellor of Germany answered the questions of the journalists.

Answering the question, addressed to the leaders of both countries by the representative of international information agency Reuters on opportunities of delivery of Turkmen gas to Europe, Angela Merkel mentioned that the sides have discussed this subject and are confident that they would find the solution for the existing issues. The Federal Chancellor of Germany said that Turkmen Leader highlighted that Turkmenistan is not willing to concentrate only on Asian direction but also interested in export of “blue fuel” to the EU countries.

Answering the question on provision of human rights in Turkmenistan, the Turkmen Leader noted that our laws guarantee the realization of political, economic, social and life and other rights of human, which are summoned to provide adequate life level.

The Head of the State highlighted that national legislation committedly implements international law standards. Interagency Committee for provision of fulfilment of international obligations of Turkmenistan in human rights and international humanitarian right, the Institute of the State and Law and Turkmen Institute of Democracy and Human Right are working in the country. Efficient cooperation in legal sphere is established with the German Agency for International Cooperation (GIZ).

President Gurbanguly Berdimuhamedov made special accent on establishment of the institute of authorised representative (ombudsman) for human rights and development of new edition of the Main Law of the country.

Improvement of efficiency of work and professional level of law enforcement agencies are one of the main directions in human rights sphere in Turkmenistan. Reformation of judicial system is related to this, President Gurbanguly Berdimuhamedov said. The Head of the State also highlighted that our country, having joined the UN Fundamental Conventions, including on human rights, has repealed death penalty long ago. Humanitarian actions as amnesties are regularly held in the country few times per year.

At the end of the press conference, joint photographing of President of Turkmenistan Gurbanguly Berdimuhamedov and Federal Chancellor of Germany Angela Merkel at the background of the State flags was held.

After, Turkmen Leader and the Head of the Federal Government of the FRG proceeded to the exit of the building. At the vehicle, President Gurbanguly Berdimuhamedov and Federal Chancellor Angela Merkel bade warm farewell and confirmed for one more time the adherence of Turkmenistan and Germany to traditional relations of friendship and broad mutual beneficial cooperation.
