President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces Army General Gurbanguly Berdimuhamedov held planned offsite session of the State Security Council where results of activities of military and law enforcement agencies of the country for eight months of the current year were reviewed and utmost tasks for further improvement of facilities and equipment of these departments and steadfast improvement of their activities were defined. The Leader of the nation held offsite session of the State Security Council at administration building of the Centre of Aviation Service of Police of the Ministry of Internal Affairs.

Secretary of the State Security Council, Minister of Defence Ya. Berdiyev was first to report. The minister reported on concrete measures undertaken from the beginning of the year for successful realization of Military Doctrine, aimed, at first, at strengthening of country’s defence potential, increase the power of the army by modernization of facilities and equipment base of the Armed Forces and professional training of qualified military personnel for eight months of the current year.

The military parade on occasion of the coming 25th anniversary of Independence of our country, which is being prepared at high rates, will become the indicator of increased potential and exemplary training of all military branches. Considering that number of celebration events are planned until the end of the year, which are traditionally accompanied by fireworks, the minister of defence asked permission from the Supreme Commander of the Armed Forces to make several trial firework bursts on September 8 at 21:00 to evaluate its brilliance and correspondence with other requirements.

Touching on the subjects of preparation of military parade, which became integral attribute of the ceremonies timed to the Independence Day, the Supreme Commander of the Armed Forces of the country gave concrete instructions for organization of it on the highest level.

Further, the floor was given to Head of the State Border Guard Service B. Gundogdiyev, who reported on results of work of the structure under his supervision for January – August 2016, on the measures undertaken for protection of the borders of the Motherland and discipline in structural departments as well as course of construction of modern border guard posts.

Speaking on responsibility laid upon Border Guard personnel, the Leader of the Nation mentioned that besides their main task for protection of the frontiers of the Motherland, they have to pay great attention to support of climate of trust and mutual understanding with neighbouring countries, which tied with Turkmenistan from time immemorial by traditional friendship relations and mutually beneficial cooperation.

Minister of Internal Affairs I. Mulikov reported on the status of activities in his field and informed the head of the State on fulfilment of previous assignments, work for January – August undertaken for prevention of delinquency as well as provision of rights and freedom of the citizens. Activities under the Month of Traffic Safety started on September 1 became separate subject of the report.

Having requested to improve monitoring for work carried out by structural departments of the MIA, the Leader of the Nation addresses the Minister of Internal Affairs range of orders related to fire prevention, improvement of Traffic Control Service, wise organization of preventative measures for any kind of violations.

During the session, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the Country Gurbanguly Berdimuhamedov signed Resolution on rename of the Police Aviation Service of the Ministry of Internal Affairs to the Centre of Police Aviation Service.

The session was followed by report of general Prosecutor A. Hallyev, who informed about measures undertaken for the period under review for control of legitimacy in all spheres of the state life.

Further, the floor was given to Chairperson of the Supreme Court B. Charyev, who reorted on work carried out for eight months of the current year.

Summing up the report, the Leader of the Nation ordered to continue pay utmost attention to such important subject as selection of competent highly qualified personnel. During the session, the Head of the State signed the Decree on appointment and release of the judges and award of qualification degrees.

Minister of National Security speaking after, informed on work for the period under review, which key vector is support of favourable social and public climate, peace and stability as integral condition of confident advancement of our sovereign state along the way of creation and progress.

Chairperson of the State Custom Service M. Chakyev reported on results of work for January – August 2016 and current situation in the organization under his supervision.

Having listened to the report, the Leader of the Nation requested the leaders of the Service to undertake necessary measures for improvement of efficiency of the work, in particular, active implementation of advanced international practice in thorough inspection of cargoes crossing Turkmenistan border.

Chairman of the State Migration Service reported on fulfilment of tasks given previously by the Head of the State as well as on outcomes of work carried out for eight months of this year and concrete steps undertaken for improvement of the activity of the structure under his supervision.

In his turn, Minister of Justice B. Muhammedov reported on activity of the ministry and structures under his leadership for eight months of the current year, particularly on the measures implemented for further improvement of national legislation base and bringing of it in accordance to international law standards.

Noting important role of military and law enforcement agencies in consolidation of fundamentals of the independence of Turkmenistan, the leader of the nation highlighted that guided by the adopted Military Doctrine of defensive character, our peace-loving state would continue to improve regularly facilities and equipment base of military and law enforcement departments of the country and pay special attention to social aspects of military personnel families’ life.

During the session of the State Security Council, range of other subjects, on which appropriate decisions were taken, was reviewed as well.

After the session, the Head of the State, by requested of the Leaders of military and law enforcement agencies, was introduced to new types of facilities and equipment provision of military and law enforcement agencies.

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces Army General Gurbanguly Berdimuhamedov reviewed the samples of ceremonial uniform, which will be worn by military personnel during forthcoming parade in October on occasion of the 25th anniversary of Independence. Samples of uniform for support personnel were also presented there. It is remarkable that all these was produced at textile enterprises of the country.

The Head of the Stat, having pointed the attention on significance of the 25th anniversary of Independence, mentioned the necessity of responsible approach to preparation of ceremonial military parade and conduct of it at the top organizational level.

After, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces Army General Gurbanguly Berdimuhamedov inspected military equipment including planes, helicopters and tanks on the territory of training ground.

According to the Military Doctrine, each type of this equipment is a symbol of solid base of defensive power of Turkmenistan and has its own combat characteristics. Abilities of our military personnel to operate modern combat vehicles and equipment can be visually proven during military exercises.

Any sample of combat equipment, which occupies deserving place in provision of security of the country, peaceful and stable life of the people, visually demonstrates the big work undertaken for improvement and strengthening of defensive capability of our country on the modern level.

President of Turkmenistan approached watchtower, from where he observed parachute jumpers demonstrating skills of perfect landing. The skills demonstrated by military personnel is a result of systematic studies and daily trainings.

After, the Leader of the Nation watched the flights of combat planes of different types operated by Turkmen pilots.

In administration building of the Centre of Police Aviation Service of the MIA, the President of Turkmenistan reviewed presented modern military equipment including automobile transport and helicopters.

Having highlighted the necessity of permanent improvement of work of security forces, which are given with main role in support of peace, stability and rest in Turkmen land, provision of law and order in the country, President Gurbanguly Berdimuhamedov mentioned that combination of this crucial factors creates conditions for successful realization of long-term strategy of social and economic and cultural development of the country, its active interested participation in life of the whole world community.
