President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers dedicated to the outcomes of development of national economy for eight months of the current year as well as to discussion of priority issues of implementation of the Presidential and state programmes for social and economic development of the country.
Proceeding to the subjects of the agenda, the Head of the State gave floor for report to Deputy Chairman of Cabinet of Ministers B. Hojamammedov, who informed on macroeconomic indices for January – August 2016.
The Vice-premier noted that for the period under review the growth rate of the GDP is higher than the last year for 6.2 per cent. Growth rate in industrial sector increased for 1.9 percent, in construction for 4.4 percent, in transport and communication sector for 10 percent, in trade for 15.6 percent, in agriculture for 9.3 percent and in service for 9.8 per cent.
Comparing with the same period of the last year, production manufacturing increased for 3.4 percent for eight months of the current year. Almost all branches of economy reaches high production indices. The volume of retail turnover for January – August increased for 16.6 percent.
Comparing with appropriate period of 2015 average monthly salary increased for 9.5 percent for the time under review.
By result of eight months, execution of the revenue of the State budget was 90.1 percent and expenses part – 90 percent. All salaries, pensions, government allowances and students scholarship were paid in time
The volume of drawn investments for the reported period from all financial sources grew up for 4.6 percent comparing with the same period of 2015.
Information of rates of realization of new edition of “National Programme of the President of Turkmenistan for transformation of social and living conditions of the population of villages, settlements, city etraps and etrap centres until 2020” was also given during report. According to the information, construction of 40 social facilities, 2451.3 km of infrastructural systems, 790.5 thousand square meters of accommodation houses was accomplished for eight months of the current year. At present time, works for construction of 25 water treatment facilities, 70 social facilities, more than 790.2 thousand square meters of housing as well as other technical and engineering facilities is carried out. The volume of drawn investments made 1 billion 480.2 million manats.
According to main directions of development of industry in the regions, 204 facilities are built and 116 are still under construction. Putting into exploitation of new productions creates additional employment and enhance goods abundance.
After, Deputy Chairman of cabinet of Ministers Ya. Kakayev reported on the results of work of fuel and energy complex enterprises for eight months of the current year.
Reporting on technical and economic indices reached in oil and gas condensate production, the Vice-premier informed that comparing with the same period of the last year, fulfilment of the plan made 102.6 percent.
Positive results were also achieved in production of different petroleum products. Thus, comparing with the same period of 2015, growth rate of polypropylene production is 100.5 percent, lubricating oils 100 percent. Plan for production of liquefied gas was exceeded twice.
Execution of the plan for export of natural gas to foreign countries reached 100.8 percent. Drilling works for January – August were fulfilled for 100.5 percent.
Information on course of construction of Turkmen part of TAPI gas main, where all works undergo according to the schedule, was given.

Execution of plan under the Ministry of Textile Industry reached 108.2 percent, total income made 1.3 percent. Growth rate of volumes of production of thread and footwear increased for 0.1 percent, leather manufacturing for 0.2 percent, ready garments and knitwear for 0.9 percent, knitted fabrics for 6.9 percent. The income from sale of textile production for the reviewed period made 898 million 300 thousand manats accordingly, net profit received in the amount of 39 million 200 thousand manats.
Fulfilment of production plan under the State Enterprise “Turkmenhaly” for January – August of the current year was provided on105.3 percent.
Enterprises of the State Concern “Turkmen chemistry” executed the plan for 111.4 percent for the period under review, growth rate of production is 17.3 percent.
Enterprises of the State Committee OF Fishery made production plan for 101.3 percent, having considerably exceeded the growth rate on 56.2 percent in comparing of the same period of the last year.
Summing up the report, President Gurbanguly Berdimuhamedov noted that establishment of electronic industry and joint ventures of this field undergoes at low rates.
Further, Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers of Turkmenistan Sh. It was mentioned that volume of production as well as works and services made by self-sustained enterprises and organizations under the hyakimlik of the capital for January – August 2016 made 216 million 112.6 thousand manats. The plan is executed on 111.3 percent, the growth rate made 114 percent. 5 billion 401 million 13 thousand manats of investments from sources of financing were drawn under the hyakimlik of Ashgabat. The growth rate in comparison with the last year reached 103.2 percent.
Volume of production, works and services executed for the reported period is equal to 102 million 304 manats. The plan is executed on 115.9 percent level, the growth rate made 102.9 percent.
Reporting on the course of beautification of Ashgabat, the Vice-premier informed that works for construction and reconstruction of living estates, modernization of highways and engineering and technical facilities undergoes at full speed.
Having noted the importance of actual measures for further improvement of activity of the lower structures, President Gurbanguly Berdimuhamedov paid special attention to the subjects of beautification of the Turkmen capital. The Head of the State said that it is not much time left until the 25th anniversary of the Independence and requested to accomplish all planned works in short period and to undertake appropriate measures for provision of cleanness and order in the city.

Reporting on large cultural events of international scale during the reported period, the Vice-premier informed about the Days of Culture of foreign states in Turkmenistan and analogue events organized by our country overseas.
Having listened to the report, President Gurbanguly Berdimuhamedov requested the vice-premier to provide high organizational level of public events on occasion of the glorious holiday – the 25th anniversary of the Independence, which has to be broadly and ceremonially celebrated in our country. 300 foreign delegations visited our country via the MFA for January – August. At the same time, 648 Turkmenistan delegations were sent abroad. 128 events of international character including conferences, meetings, etc., promoting consolidation of fruitful cooperation and meeting the goals of common prosperity were held. 71 international documents were signed for the period under review.
24 consultations between ministries of foreign affairs as well as 10 sessions of joint intergovernmental commissions, which activities are aimed at realization of existing potential of trade and economic cooperation and humanitarian and cultural relation with foreign partners, were held during the current year. Subjects of further accumulation and diversification of productive business contacts were brought to the agenda of 12 conducted business forums.
One of the priority vectors of the foreign policy course of Turkmenistan is the development of constructive dialog with competent international organizations including the UN, OSCE, OIC and others. In this context, it was mentioned that recently, traditional partnership gained new specific content.
From the beginning of the year, 15 foreign ambassadors, sent for diplomatic mission in our country, presented the copies of their credentials. At the same time, 16 authorized representatives of Turkmenistan started their work in foreign countries and international organizations.
