Making policy speech during the session of the Council of the Elders, President Gurbanguly Berdimuhamedov defined main vectors of social and economic development of Turkmenistan, which would be taken into consideration in the project of State budget of Turkmenistan for 2017.
The Head of the State mentioned that reforms for complex diversified development of economy, stipulating realization of regional and international investment projects, would be continued.
Provision of prosperous life of the population, protection of rights and interests of the citizens are the main direction of the State policy of Turkmenistan. In this context, in 2017 as well as in other years, social policy of the State will be aimed at improvement of well-being of the people, development of human potential based on improvement of efficiency of public health, education culture and other social services.
Provision of social protection of the population by increase of wages, pensions and students’ scholarships in the amount of not less than 10 percent was called as one of the most important targets.
Financing of social sphere have to be not less than 75 – 80 percent of the total volume of expenses of the State budget.
Special place in the State budget has to be allocated for the measures aimed at establishment of conditions for efficient management of labour resources, solution of employment issues, realization of the constitutional right of the citizens for work.
The President of Turkmenistan defined key moments of investment programme for 2017, which stipulates the construction of new facilities for complex processing of hydrocarbon resources and new productions. It is planned to establish joint export oriented ventures as well as enterprises for production of import substitutive goods.
Volume of investments from all sources of financing in 2017 will be 42.7 billion manats. 34.4 billion manats, which makes 80.5 percent, are allocated for construction of industrial facilities. Besides, 8.3 billion manats,19.5 percent, will be invested to projects not related to the industry.
The investment programme of new year plans the construction of almost 400 facilities where 270 are of industry purpose and 130 social facilities. The biggest part of the investments is planned for construction of Turkmenistan – Afghanistan – Pakistan – India gas main.
Special attention has to be paid to development of electrical energy, construction of new and reconstruction of existing power stations, what will allow to increase export volumes of energy to the neighboring countries and to provide uninterrupted supply of domestic consumers.
It was mentioned in the speech of the President of Turkmenistan the necessity of large capital investments into construction of ore-processing complex for production of potassium fertilizers in Garlyk settlement of Lebap velayat and carbamide plant in Garabogaz settlement of Balkan velayat.
Great attention is also paid to development of transport and communication sector in investment programme for 2017. High-speed autobahn Ashgabat – Turkmenbashy and Turkmenbashy International Sea Port, which would become one of the largest logistics centres in the Caspian Sea, are among most important constructions in this sphere.
Accommodation apartments with total area of 1.2 million of square metres, comprehensive schools for 17 thousand pupils, pre-school kindergartens for 4 thousand kids, hospitals for 1200 patients, health houses and centres will be erected in Turkmenistan in the next year.
