Turkmenistan celebrates the International Day for the Preservation of the Ozone Layer on September 16

The events dedicated to the International Day for the Preservation of the Ozone Layer have started in Ashgabat at the beginning of September. The awareness-raising campaign held by the specialists of the Ozone Centre under the State Committee of Turkmenistan for Environment Protection and Land Resources in secondary schools, vocational schools, higher educational institutions and enterprises is aimed at raising the level of awareness among local citizens on the work done all around the world to protect ozone layer and mitigate the effect of climate change.

So far, the Montreal Protocol on Substances that Deplete the Ozone Layer to the Vienna Convention for the Protection of the Ozone Layer has become one of the most successful international treaties. It has been ratified by 197 parties, including Turkmenistan. The State Programme on the gradual elimination of hydrochlorofluorocarbons (HCFC) has been implemented in our country since 2012. The main goal of the programme is to stop using substances that deplete the ozone layer and starting from 2020, use the recirculated and restored substances only and going forward, by January 1, 2040 – to eliminate hydrochlorofluorocarbons. Within the last five years, the usage of the substances that deplete the ozone layer has significantly reduced in our country.

The environmental legislation in the country is being improved. The Law "On Amendments and Addendum to the Law of Turkmenistan On the Protection of the Ozone Layer" was adopted last year. This was stipulated by the necessity to further improve the legal framework to protect the ozone layer, the harmonization of the Law with the provisions of the international treaties of Turkmenistan with the aim to protect the ozone layer.

International experts note that the Montreal Protocol has made a significant contribution to the climate change mitigation - more than 135 billion tons of emissions of carbon dioxide were prevented.

Depletion of the ozone layer of the planet and the subsequent increase in UV radiation lead to the reduction of quality of the atmosphere air, weakening of the immune system of a human organism, inhibition of plant growth, the adverse impact on aquatic organisms, increase of the oxidative capacity of the atmosphere, corrosion and destruction of certain types of materials and climate changes. In 1994, the United Nations General Assembly proclaimed September 16 the International Day for the Preservation of the Ozone Layer. The Montreal Protocol on Substances that Deplete the Ozone Layer was signed that day in 1987. The theme of the 2016 International Day for the Preservation of the Ozone Layer is “Ozone and climate: Restored by a world united. Working towards reducing global worming HFCs under the Montreal Protocol”.
