June 2022: following the course of foreign policy initiatives of the head of state

The events of the past month, during which important business meetings, political negotiations, business forums, large-scale cultural activities, exhibitions, conferences and other significant events were regularly held by Turkmenistan in the country and abroad, demonstrate the consistency of the progressive state policy of "open doors" successfully implemented by the President Serdar Berdimuhamedov, focused on achieving the Sustainable Development Goals.

A scientific meeting "Objects of the national historical and cultural heritage of the Dashoguz velayat in the system of international tourism" was held in a hybrid format on June 4, in the northern region of the country. Within the framework of the forum, field seminars were organized along with excursions to the archaeological excavations of the ancient monuments of Kunyaurgench, located along the Great Silk Road, and speeches by foreign experts via video conferencing, the main topics of which were the careful preservation and promotion of the historical and cultural heritage of the Turkmen people, the main directions and opportunities for developing tourism in Turkmenistan, intensifying cooperation with UNESCO in the scientific and educational field, in the field of culture and the preservation of unique architectural objects of the past, as well as in the area of ecology.

In our country, in accordance with the National Strategy of Turkmenistan on climate change and the National Forestation Program, large-scale work is being carried out to ensure environmental well-being and security, rational use and enhancement of the richest natural resources, increase the biodiversity of flora and fauna, and turn the Motherland into a flourishing land. This was discussed at the scientific and practical conference held on June 5, dedicated to World Environment Day, which was attended, including via digital communication, by representatives of authoritative international and regional organizations - the UN Development Program, the UN Regional Center for Preventive Diplomacy for Central Asia, the United Nations Environment Programme, the Food and Agriculture Organization of the United Nations, the Regional Environmental Center for Central Asia (CAREC), the European Union, the OSCE, the German Society for International Cooperation, etc.

On June 5, in the city of Akina, Afghanistan, a meeting of Turkmen specialists with the heads of the Organization of Railways and other departments of the Balkh province was held in order to continue the construction of the Akina-Andkhoy railway line in accordance with the agreement signed between the Türkmendemirýollary agency and the Afghanistan Railways Organization.

The delegation of our country, headed by the Minister of Labor and Social Protection of the Population, took part in the work of the 110th session of the International Labor Conference, held on June 7 via videoconference, and informed the meeting participants about the measures taken to implement state programs and plans in the field of labor and employment and social protection of the population, as well as the prospects for accession of Turkmenistan to the governing and other conventions of the International Labor Organization.

On June 7-8, the Turkmen delegation took part in the 3rd meeting of the Ministers of Foreign Affairs of the Central Asian states and the PRC in Nur-Sultan, where negotiations were held with representatives of the foreign ministries of the PRC, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan, during which issues of further development of partnership in the political, diplomatic, trade, economic, cultural and humanitarian fields within the framework of leading international organizations.

Particular attention was paid to security and stability on a regional and continental scale, the need to make maximum use of modern land and sea transport infrastructure, and to continue joint work in such important areas as energy, agriculture, and industrial cooperation.

As a result of the meeting, a Joint Statement, a Roadmap for the Development of Regional Cooperation for 2022-2025, an Initiative to Deepen Cooperation between the States of Central Asia and China in the Field of Connectivity, and an Initiative for Cooperation in Ensuring Digital Data Security between China and the Countries of Central Asia were adopted.

On June 8, an online meeting of representatives of the transport sector of Turkmenistan and the Ministry of Transport of the Czech Republic discussed the prospects for partnership in the core industries, in particular, the establishment and strengthening of relations in air and rail transport, the development of the legal framework in the field of civil aviation.

During a meeting held via videoconference on June 9 with US Special Representative for Afghanistan Thomas West, they discussed cooperation in bilateral and multilateral formats to resolve the situation in that country.

As emphasized, Turkmenistan takes part in this work, putting forward constructive proposals and initiatives. The expediency of developing a consolidated approach to ensuring peace and security in Afghanistan and intensifying economic and humanitarian relations with it was noted.

On the occasion of the 30th anniversary of the CIS Inter-Parliamentary Assembly and the 10th anniversary of the creation of the Youth Inter-Parliamentary Assembly (MIPA) within its framework, Chairman of the Halk Maslakhaty Milli Gengesha Gurbanguly Berdimuhamedov took part in the work of the Youth Inter-Parliamentary Forum of the CIS Member States, held on June 9-10 in Petersburg under the motto "Young parliamentarians - a look into the future of the Commonwealth".

The Forum included plenary sessions, strategic sessions, discussion platforms, round tables, master classes, the main topics of which were international youth partnership, modern challenges and the role of public youth diplomacy, experience and prospects for the development of youth parliamentary structures in the CIS.

During the visit to Moscow on June 9-10, members of the government delegation of Turkmenistan held a series of meetings and negotiations with Russian colleagues, as a result of which a solid package of 15 documents was signed, confirming the commitment of the two states to interaction on a long-term basis and relating to trade, economic, communication, transport and logistics, agricultural, construction, scientific and technical, educational, socio-cultural, humanitarian, sports and other areas.

On the occasion of the 30th anniversary of the establishment of diplomatic relations between Turkmenistan and Germany, on June 10, an event was held in the building of the German Foreign Ministry in Berlin, which was attended by representatives of the country's Ministry of Foreign Affairs, German social and scientific organizations and companies, heads of diplomatic missions accredited in Germany.

The parties noted the importance of cooperation in the political, diplomatic, trade, economic and investment spheres, the importance of cultural, humanitarian, scientific and educational ties, and the systematically developing inter-parliamentary partnership.

Prominent Turkmen scientists and young researchers from profile institutes of the Academy of Sciences, higher educational institutions, as well as through the digital system - representatives of the scientific community from Azerbaijan, Armenia, Belarus, Hungary, Germany, Georgia, Iran, Kyrgyzstan, Lithuania, China, Russia, the Republic of Korea, Uzbekistan, etc.

The forum discussed such topical issues as interaction in priority areas of scientific research, the tasks of digitalization as a strategic direction for the development of the economy and social sphere of our country, the use of new technologies in the work of various structures - chemical industry enterprises, traffic control systems, environmental control services, archeology and restoration and others - a scientific approach to environmental protection, the development of Turkmen programmers, experimental and research projects on nanotechnology and alternative energy, primarily solar, increasing the efficiency of research in the field of pharmaceuticals, processing of mineral raw materials, etc.

At the regular political consultations between the foreign ministries of Turkmenistan and the Kingdom of Bahrain on June 14 in the city of Manama, a high level of interaction within the framework of international organizations, primarily the UN, was noted. The parties also expressed interest in developing partnerships in all sectors, discussed the prospects for expanding business contacts, including attracting investments and holding business forums.

On June 15, in the city of Kazan of the Republic of Tatarstan of the Russian Federation, during a meeting of the co-chairs of the Joint Turkmen-Tatarstan working group on trade, economic, scientific, technical and cultural cooperation, issues of further cooperation in the field of transport, shipbuilding, petrochemistry, textile industry, agriculture, medicine, science and education were discussed.

Particular emphasis was placed on enhancing the activities of the Turkmen House of Trade established in Kazan, increasing mutual visits, expanding the range of organized events, including joint exhibitions, forums, etc., as well as on the readiness to increase the volume of bilateral trade.

On June 16, the Ministry of Foreign Affairs hosted a meeting between the Executive Secretary of the National Commission of Turkmenistan for UNESCO and the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to our country Qian Naicheng, which highlighted the high level of partnership in the cultural and humanitarian sphere, in particular, in the field of archaeological research of historical monuments and culture located along the Great Silk Road, as well as the role of the creation of the Research Center in this direction.

On the same day, via videoconferencing, representatives of the trade and economic sector of Turkmenistan and the Czech Republic discussed potential opportunities for developing the legal framework of the economic bloc in the field of hydrogen energy, exchanging experience and participating in joint events, strengthening contacts between business circles and the Chambers of Commerce and Industry of the two countries .

Along with this, the interest of the parties was expressed in accelerating the consideration of the draft Agreement on the Mutual Promotion and Protection of Investments and the Memorandum of Understanding in the field of the exchange of financial information related to combating the legalization of proceeds from crime and the financing of terrorism.

On June 16, the delegation of Turkmenistan took part in the Second Regional Summit on the Sustainable Development Goals in the countries of Central Asia, held in Almaty. Priority topics related to the economy, ecology and social sphere were put on the agenda.

The Turkmen side noted that our country, in order to restore the economies of the states of the region after the pandemic, advocates intensifying the implementation of program actions in the field of financing for development to mobilize and effectively use the resources necessary to achieve the SDGs.

Representatives of the OSCE countries, the UN and other international organizations, the private sector, as well as leading experts took part in the conference in the hybrid format "Turkmenistan - OSCE: Regional Cooperation in the Development of Transport and Logistics" held on June 20 in Vienna.

During the meeting, organized by the delegation of our country to the OSCE together with the Office of the Coordinator of Economic and Environmental Activities and the OSCE Center in Ashgabat, the need to continue the political dialogue on ensuring interaction between all modes of transport, creating sustainable multimodal transit corridors was noted.

At the online meeting held at the Ministry of Foreign Affairs on June 21 with the Executive Secretary of the International Center for Transport Diplomacy at the UN Igor Runov, it was emphasized that our state continues to strengthen the legal and logistical foundation, strengthen its position as a regional center of international transport and transit corridors, taking strategically important measures aimed at the comprehensive modernization of the material and technical base of all modes of transport.

Following the ancient tradition of maintaining and developing friendly relations with neighboring countries, the principles of good neighborliness and humanism of the Turkmen people, in order to provide humanitarian assistance to the victims of the earthquake in the provinces of Khost and Paktika of Afghanistan, a cargo was delivered to Kabul, sent in accordance with the Order of President Serdar Berdimuhamedov, including food products, medicines and medical supplies, as well as a large batch of household goods.

On the occasion of the 30th anniversary of the establishment of diplomatic relations between Turkmenistan and the Republic of Korea, on June 23-25, the "Exhibition of Imported Goods 2022" was organized in Seoul, where visitors could see the whole variety of environmentally friendly textile products of Turkmenistan - high-quality clothing, knitwear, jeans, various types of cotton and silk fabrics from such Turkmen manufacturers as Nusaý, Gala, Goza, Merw, Bedew, as well as national carpets, arts and crafts, and jewelry.

During the political consultations held on June 23 in Ashgabat between the Ministries of Foreign Affairs of Turkmenistan and the Kingdom of Saudi Arabia, key aspects of bilateral cooperation in the political, diplomatic, trade, economic, cultural and humanitarian spheres were discussed, as well as topical issues of strengthening regional and global stability, counteracting such challenges and threats, such as terrorism, extremism, drug trafficking and other types of illegal activities, building up joint efforts to implement the Sustainable Development Goals. In this regard, the importance of mutual support within the framework of major international organizations, primarily the UN, was emphasized.

A separate topic of discussion was the creation of the necessary conditions for attracting investment in various sectors of the economy of our state, the implementation of promising infrastructure projects, industrial cooperation.

At the meeting held at the Ministry of Foreign Affairs on the same day with the new director of the Permanent Mission of the Asian Development Bank (ADB) in Turkmenistan, Artur Andrisyak, the prospects for partnership in the field of energy, industry, transport, trade, banking and a number of other areas, in particular, in the implementation of the project construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline.

On June 23, the Yyldyz Hotel hosted a hybrid international conference "Environmental aspects of hydrocarbon production", organized by the State Concerns "Türkmengaz" and "Türkmennebit", the State Corporation "Türkmengeologiýa" in partnership with the ES "Turkmen Forum", with the support of the British company " GaffneyCline.

Particular attention was paid to the possibilities of renewable energy and diversification of the energy sector, the role of hydrocarbon markets in the transition to a new era of energy, current trends in the financing of oil and gas projects, respect for natural resources, and the establishment of hydrogen production, which is being developed as a “fuel of the future” strategy.

As part of this event, bilateral meetings were held with foreign partners, during which specific vectors for further cooperation with UN specialized agencies, the International Energy Agency, the Energy Charter Secretariat and other relevant structures were identified.

As part of the visit of the Turkmen delegation to Vietnam (from June 27 to July 1), which took place on behalf of the President of Turkmenistan Serdar Berdimuhamedov, meetings were held with the First Deputy Minister of Foreign Affairs Nguyen Minh Vu, the leadership of the Ministry of Construction and the Ministry of Industry and Trade of the Socialist Republic of Vietnam, as well as Turkmen-Vietnamese business forum, which emphasized the importance of mutual support within the framework of international organizations.

Noting the high level of the established constructive dialogue between Turkmenistan and Vietnam in all areas of bilateral interest, the parties confirmed their readiness to develop political, trade, economic, urban planning, scientific and educational partnerships, including in the field of culture, education, science, sports and tourism.

The central topic of discussion at the meeting of foreign ministers of the Caspian states, held on June 28 at the country's Foreign Ministry, was the preparation for the Sixth Caspian Summit scheduled for June 29 in Ashgabat and the final coordination of the issues on its agenda.

The heads of the foreign ministries of Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan considered certain aspects of multifaceted cooperation in the Caspian Sea region, the progress in the practical implementation of the agreements reached earlier, current topics on the global agenda.

The important events of the international level, which took place in June, presented in the review, testify to the active work of ministries and departments to fulfill the lofty goals and tasks set by the head of state Serdar Berdimuhamedov, designed to further promote independent neutral Turkmenistan along the chosen path of progress and prosperity.
