President of Turkmenistan held joint session of the Cabinet of Ministers and State Security Council

Having announced the agenda of the session, President Gurbanguly Berdimuhamedov gave floor for report to Deputy Chairman of Cabinet of Minister B. Hojamammedov. Speaking of the work of the structures under his supervision, the vice-premier informed about practical measures undertaken for further development of financial and banking enterprises of the country. Having listened to the report, President Gurbanguly Berdimuhamedov gave instructions related to steadfast improvement of activities of financial and banking institutuins of the country. Having generally approved presented proposal, the Head of the State addressed related instructions to the vice-premier.

Deputy Chairman of Cabinet of Ministers Ya. Kakayev spoke with report on situations in the sphere under his supervision. Reporting on fulfilment of the assignments given by the President of Turkmenistan previously, the vice-premier informed about results of work undertaken for improvement of fuel and energy complex as well as about increase of efficiency of enterprises and organizations of this sector of national economy.

The draft of the Resolution stipulating regulations of stock trades for sell of the oil and gas productions to foreign countries was prepared for successful solution of priority tasks for development of this sphere.

Summing up the report, the Head of the State noted that export of produced goods and processing of raw materials based on advanced achievements of scientific and technical progress are among priority aspects of energy policy of our country. The Leader of the Nation highlighted that work for modernization and technical renovations of enterprises of fuel and energy complex, construction of new oil and gas processing facilities has to be activated. Having signed the Resolution, President Gurbanguly Berdimuhamedov addressed number of specific instructions to the vice-premier.

Deputy Chairman of Cabinet of Minister R. Bazarov reported on the course of seasonal agricultural works in the velayats of the country. In particular, it was mentioned that sowing of winter crops is continued steadily in all regions. As for today, 440 096 hectares of the land are sown with crops. At the same time, agro technical activities for care of crops are undergoing.

At the same time, cotton harvest increases the rates at the fields of the country. At present, 451 037 tons of raw cotton are gathered and delivered to reception facilities. Information on measures undertaken for organized cotton harvest using agricultural equipment was also given in the report.

Deputy Chairman of Cabinet of Ministers B. Ereshov reported on the status of activities in the structures under his supervision including on work for reprocessing of production wastes of textile industry.

Having listened to the report, President Gurbanguly Berdimuhamedov mentioned that the state creates all conditions for bringing domestic textile industry to quality new level, making considerable investments to realization of large industrial projects. It is necessary not only to increase production output but also to develop new types of demanded goods implementing advanced technologies and improving management, - the Leader of the nation said, having given specific instructions to the vice-premier in this relation.

Chairman of the State Concern “Turkmenchemistry” M. Aydogdiyev, invited to the session, reported on work undertaken in the structures under his supervision for further development of chemical industry.

Information on the measures implemented for increase of production of mineral fertilizers under agricultural reform expanded in the country was given.

Next, the floor was given to Deputy Chairman of Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and Cabinet of Ministers of the country Sh. Durdylyev, who reported on the situation in the spheres under his supervision. In particular, the Head of the State was informed in details on measures implemented for beautification of the capital.

Having listened to the report, President Gurbanguly Berdimuhamedov emphasized that the state would continue to undertake all necessary measures for modernization and improvement of infrastructure of the capital, cities and settlements of the country.

Having pointed at the necessity to hold under strict control all subjects related to uninterrupted operation of all life support systems of the capital and its beautification, organization of accurate and coordinated work of municipal and other services, the Leader of the Nation addressed specific instructions on this account to the vice-premier.

Deputy Chairman of Cabinet of Ministers B. Atdayev reported on preparation to the 12th session of Joint Turkmen – Uzbek Committee for trade and economic, scientific, technical and cultural cooperation, which would be held on September 26 – 27 in Tashkent of Republic of Uzbekistan.

Discussion of subjects of further expansion of bilateral trade and economic relations, cooperation in transport sector, agricultural and water management spheres, mechanical engineering, chemical industry as well as in sport and tourism are planned during the meeting.

In this relation, the vice-premier presented draft of the documents for review of the Head of the State related to participation of the Turkmen delegation in forthcoming session of the above-mentioned Committee.

Deputy Chairperson of Cabinet of Ministers G. Mammedova reported on the programme of cultural events planned for October on occasion of the 25th anniversary of the Independence of Turkmenistan as well as on other significant dates of national and international calendar and putting into exploitations of social and cultural facilities timed to it.

During the report, Deputy Chairperson also informed on preparation of III Grand Viennese Ball under patronage of the Head of the State and dedicated to the 25th anniversary of the Independence of our country. According to the tradition, it will be held at the square in front of the State Cultural Centre. Its programme includes performances of national and world musical collection, chorographical compositions by domestic musicians and bands as well as Austrian artists who will arrive to Ashgabat for participation in this event.

Deputy Chairman of Cabinet of Ministers, S. Satlykov spoke with report on preparation to International Exhibition “Turkmentel – 2016” and scientific conference “Turkmenistan and international information and communication systems” on September 28 – 30.

During the report, the vice-premier informed that representatives of 20 countries of the world would take part in the forthcoming forum. Wide spectrum of equipment, technologies and services in this sphere would be presented in the exposition of the exhibition.

After, Minister of Railway Transport B. Annameredov reported on the situation in the structure under his supervision, in particular, on the course of construction of Atamurat – Ymamnazar – Akina part of Turkmenistan – Afghanistan – Tajikistan railroad. The project of the Programme for development and reform of railway industry of Turkmenistan for 2017 – 2030 was presented for review to the Head of the State.

The Programme stipulates modernization of parts of Ashgabat – Turkmenbashy and Ashgabat – Farab railways. Staged major repair of the main infrastructure at Turkmenbashy – Farab part is planned for 2017 – 2022. According to the programme, the project for construction of high-speed railway Ashgabat – Turkmenbashy will be developed for realization of the works. In this relation, the modernization of the locomotive fleet is stipulated.

After, Chairperson of Mejlis A. Nurberdiyeva informed on the work of parliament for further improvement of national legislation.

It was highlighted that development of new laws is carried out under main priorities of the state policy and accounting utmost targets set by the Head of the State to the deputy corps of the country. Special attention is paid to such important aspect as bringing of the laws in accordance with provisions of new edition of the Constitution of Turkmenistan and international norms and standards.

In continuation of the session, leader of military and law enforcement departments reported on the situation and work of the structures under their supervision, on the measures undertaken for consolidation of related facilities and equipment base, provision of order and law, fulfilments of the assignments given by the Head of the State for establishment of proper conditions for service and life of military personnel, their patriotic education, improvement of theoretical and practical combat skills, increase of professional qualification of the officers.

Having pointed the attention on the forthcoming events on occasion of the 25th anniversary of the Independence of the Motherland, the Leader of the nation noted the necessity of detailed approach to celebration of the significant date, having given instructions to the leaders of law enforcement agencies for preparation of military parade on occasion of the glorious anniversary and on strict adherence to the law and order during the holidays. The Head of the State also requested to develop the plan of the events until the end of the year and to provide high organizational level of their implementation.

Other subjects of the state life, on which appropriate decisions were taken, were reviewed during joint session of the Cabinet of Ministers and State Security Council.
