President Gurbanguly Berdimuhamedov inspected course of construction of Turkmenistan – Afghanistan – Tajikistan railway

The president of Turkmenistan, currently on the working visit in Lebap velayat, reviewed course of realization of programmes of social and industrial development of the region, construction of range of large objects including Turkmenistan – Afghanistan – Tajikistan railway.

Early in the morning, President of Turkmenistan Gurbanguly Berdimuhamedov arrived at Turkmenabat Airport. From the airport he went by helicopter to Ymamnazar, where construction of Atamyrat - Ymamnazar – Akina – Andhoy steel line undergoes at full pace.

During the flight, the Leader of the Nation estimated the scale of transformations expanded in the region as well course of agricultural works. After, helicopter of the head of the State headed to “Ymamnazar” custom post of Lebap velayat.

There, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Gurbanguly Berdimuhamedov received report from Chairman of the State Custom Service M. Chakiyev.

After the report, the Leader of the Nation listened to the reports of leaders of number of military and law enforcement agencies on activities of structures under their supervision as well as on fulfilment of assignments given by the president of Turkmenistan earlier.

Further, President Gurbanguly Berdimuhamedov familiarized with work and technical provision of “Ymamnazar” custom post, modern equipment installed there and technologies for control of cargoes.

This custom post is a result of consolidation of mutually beneficially cooperation of our country with its foreign partners, willingness to render assistance and support in strengthening of economy to friendly Afghan people. Hydrocarbon products, liquefied gas as well as big volume of transit humanitarian and other cargoes from other countries go via this post. After putting into operation of this facility, which meets all requirements of international standard, the volume of cargo traffic was considerably increased.

The following facts are the evidence to this. Around 250 – 300 trucks per day undergo inspection and custom registration at “Ymamnazar” point and up to 70 – 80 thousand vehicles per year. Besides, there are up to 600 thousand tons of cargoes, where 545 thousand tons of export goods, 50 thousand tons of transit cargo and 5 thousand tons of import goods.

There are hydrocarbon production like diesel fuel, petrol and kerosene, carbamide, cement, liquefied gas, confectionery, licorice, skins, carbon, cotton oil, Sarajin wool and other among the goods exported by our country. Different food production go in transit from Afghanistan to Iran, Turkey and European countries.

Modern equipment from German company «Smith Detection» like «Gantry HCVG 6035 ViZion» x-ray detectors for custom inspection of cargo trucks is installed at custom point. New technical means allow fast inspection of large vehicles. Good conditions including living facilities are stipulated for personnel.

During the conversation with personnel, the Leader of the Nation emphasized that Afghanistan is our closest neighbour. Steadily implementing foreign policy course based on the principles of positive neutrality, peace loving and wide international cooperation, Turkmenistan pays special attention to development of fruitful relations with neighbouring countries including Afghanistan, which people is tied by friendship and centuries-old historical and cultural community with Turkmen people.

The Afghan people highly appreciates creative policy of neutral Turkmenistan and its constructive initiatives, which are aimed at provision of peace, security and wellbeing in regional and global scales.

Having wished big successes in fulfilment of the set assignments to the personnel of “Ymamnazar” custom post, President Gurbanguly Berdimuhamedov bade warm goodbye.

After, the Head of the State went to construction site of terminal for reception, storage and offloading of hydrocarbon products with 540 thousand tons output.

Construction of the facility is carried out in accordance with the Resolution of the President of February 1, 2013.

Currently, the construction is at the final stage. The terminal includes two blocks: one of them is designated for service of transportation of hydrocarbons by railroad and another for trunk pipelines.

The territory of the oil terminal, which total area is 26 hectares, also includes administration building, laboratory, canteen, fire station, railway loading rack for hydrocarbons, dispatch centre and technical facilities. The object is built for delivery of five types of hydrocarbon products abroad. It has ten reservoirs, six of them for five thousand cubic meters, and four of two thousand cubic meters each.

During the inspection, the Head of the State paid special attention to fire safety issues. Having given number of recommendations for construction of the facility, the Head of the State addressed relative leaders with specific instructions.

The Head of the State mentioned reasonability of establishing of logistic terminals in all regions of the country. Leader of the Nation Gurbanguly Berdimuhamedov highlighted that main targets of logistics are directly connected with state regulation of foreign trade activity, which is transfer of goods and transportation means across custom border.

After, Head of the State Gurbanguly Berdimuhamedov proceeded to “Ymamnazar” station of Turkmenistan – Afghanistan – Tajikistan railway, which is currently under construction. It is summoned to become important link in international cargo traffic between the countries of Asian region.

It worth reminding that Framework Agreement between the Government of Turkmenistan and the Government of Islamic Republic of Afghanistan on Construction of Atamyrat – Ymamnazar (Turkmenistan) – Akina – Andhoy (Islamic Republic of Afghanistan) Railway was conclude on May 28, 2011. Relative Memorandum on realization of this project was signed in the Turkmen capital during trilateral meeting of the presidents of Turkmenistan, Afghanistan and Tajikistan on March 20, 2013.

Start of the construction of this railroad was given on June 5, 2013 with participation of Presidents of Turkmenistan, Tajikistan and Islamic Republic of Afghanistan. This railway is summoned to become the road of friendship and cooperation of the countries of the region and reliable transport main. Realization of this project, besides economic benefits, will open wide opportunities for integration of participating countries into the international economy at equal partnership.

As for today, 85 kilometres of earth verge for the railroad is made at Turkmen part of Atamyrat – Ymamnazar section. 82.2 kilometres are filled with sand and gravel mixture and 82 kilomtres of rails are laid. Besides, construction of 67.5 kilometres of 10 kW aerial power line is accomplished. Earth verge for automobile road, laid along the railway, is prepared. Grave road has been already laid.

Earth verge on Afghan part of the railway up to Akinoy is prepared. Currently, construction works at two railway stations, “Gulistan” and “Ymamnazar”, are at the final stages.

Having arrived at construction site and familiarized with course of works, President Gurbanguly Berdimuhamedov highlighted that transport corridor, which would unite communication systems of three countries, would allow increase commodities turnover between these countries and serve to further improvement of comprehensive international cooperation.

The Head of the State familiarized to projects and drafts of range of facilities of Atamyrat – Ymamnazar – Akina Railway, which were presented by Deputy Chairman of Cabinet of Ministers S. Satlykov and Minister of Transport B. Annameredov. The Head of the State also looked through the layout of the railway. Railway station building and two bridges designed on this part of the road are among the projects.

President Gurbanguly Berdimuhamedov expressed his interest in rates and quality of construction works at other parts of the railway. The Head of the State emphasized that deadline for putting into operation of the railway are important requirements for construction of this complex engineering and technical infrastructure. In this relation, the Leader of the Nation addressed number of instructions to relevant executives.

During the working trip, the Head of the State familiarized with situation at Turkmen part of Turkmenistan – Afghanistan – Pakistan – India (TAPI) gas line, which construction was started on December 13, 2015. At present, relative preparation works are carried out there according to the set schedule.

Year output of the gas main will be 33 billion cubic meters. It is planned to be put into operation, including auxiliary infrastructure, in December 2019. Specialists of the State Concern “Turkmenneftgazstroy” lays 1420 mm pipes and simultaneously conducts it welding, what considerably increases rates of works.

After, Head of the State Gurbanguly Berdimuhamedov proceeded to helicopter, which afterwards headed to Turkmenabat.

During the flight, the Leader of the Nation reviewed the works undergoing at railway bridges of international railroad Atamyrat – Ymamnazar (Turkmenistan) – Akina (Afghanistan).

Construction of two 5 metres wide bridges is carried out along the railway. The length of the bridge, crossing the channel from “15 Years of Independence” water pond, is 256 meters. The second one is 363 meters and crosses the Karakum River.

At present moment, construction of reinforced concrete piers of the bridges is completed, installation of temporary piers and metal drift constructions is carried out.

Establishment of developed transit and transportation infrastructure is a strategy target, which is summoned to give strong impulse to dynamically development of all regions of the country and the whole national economy, to promote fruitful trade and economic cooperation with other states.

Successful realization of the construction project of this strategic transport corridor will provide not only further steadfast social and economic development of Lebap region but the whole Turkmenistan as well. As it was mentioned above, the right bank of the Amudarya River has unique deposits of natural reserves. Establishment of reliable railway connection will serve as key factor of rapid development of this countless treasury.

Along the way, the President of Turkmenistan reviewed the territory of Turkmenabat Airport, which is currently under construction.

The project of the airport includes construction of modern passenger, VIP and cargo terminals, 3800-meter landing strip, 7 taxiways, parking and aprons for planes, dispatch tower, number of other support facilities including different service facilities. The territory of the complex also includes medical centre, canteen, hotel for 100 rooms and covered parking. All life support systems of the airport and necessary engineering and transport communications are stipulated. The capacity of air terminal is 500 passengers per hour. The airport will be able to receive 8 planes simultaneously. 4 helipads are also designed there. Currently, construction works undergo at full paces.



The helicopter landed near Turkmenabat - Farab automobile and railway bridges, which are currently being built. From there, President Gurbanguly Berdimuhamedov went by vehicle to these objects.

Construction of Turkmenabat – Farab automobile bridge started in February, 2013. The length of the bridge is 1600 meters and beam is 21 meters.

Construction of all 17 piers of the bridge is finished. Along with this, installation of metal drift construction between 12th and 13th piers is carried out (1295 of 1600 meters are already installed).

Building of unique engineering constructions, everyone of which is summoned to become golden link of international network of transport communications, has great importance for Turkmenistan and whole Central Asian region.

Having acquainted with situation at construction sites, President Gurbanguly Berdimuhamedov noted that further improvement of transport sphere has to be implemented in accordance with high requirements and accounting perspectives of development of the region. In this relation, the Leader of the Nation requested the vice-premier S. Satlykov to hold under strict control the quality of works at all infrastructural facilities and compliance with completion schedules.

Summing up the outcomes of working trip, the Head of the State one more time highlighted that large-scale transformation programmes undertaken in Turkmenistan are aimed at provision of high standards of living of the population, what requires thoughtful and complex approach to their solution.

Having said warm goodbye and wished successes in solution of the assigned tasks, the Head of the State departed the place of event.

At the same day, President of Turkmenistan Gurbanguly Berdimuhamedov returned to Ashgabat. At the international Airport of the Turkmen capital, the Leader of the Nation was met by the officials.
