President of Turkmenistan, Supreme Commander of the Armed Forces Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council on outcomes of activity of military and law enforcement agencies from the beginning of the year.
During the session, the Head of the State listened detailed reports of the leaders of law enforcement agencies on improvement of equipment and facilities base of different departments of the Armed Forces and law enforcement structures, situation in the sphere of their activity and course of fulfilment of assignments and tasks given previously.
First, Secretary of the State Security Council, Minister of Defence Ya. Berdiyev reported on work for the period under review and large-scale military reform, which was initated and developed under direct leadership of the Head of the Nation.
The Head of military department reported on measures for steadfast improvement of professional level of military personnel, combat training, service of officer staff and living conditions of their families. Preparation to military parade and other ceremonial events including putting into operation of new facilities on occasion of the forthcoming 25th anniversary of the Independence of the Motherland as well as realization of the President’s Order on regular autumn conscription of citizens to military services became separate subjects
Summing up the report, Head of the State Gurbanguly Berdimuhamedov highlighted that adopted and successfully implemented military doctrine entirely meets key postulates of national development, the main of which is a care for human being. In this relation, it was mentioned that the State would continue to pay utmost attention to improvement and modernization of equipment and facilities base of the army, improvement of qualification of military personnel as well as establishment of favourable conditions for service and life of valiant defenders of the Motherland and their families. The Leader of the Nation requested to provide high organizational level of events to be hold during celebration of the 25th anniversary of the Independence as well as military parade on occasion of this momentous date.
The Head of the State Border Guard Service, who spoke after, reported on activity of the service for three quarters of the current year and situation at Turkmenistan border. It was mentioned that special attention is paid to training of personnel, improvement of their professional knowledge and practical skills during the work carried out for provision of reliability and integrity of the Motherland’s frontier.
Safe protection of our borders is responsible duty, guarantee of security and peace, happy life of Turkmenistan people, - President Gurbanguly Berdimuhamedov highlighted, having noted that efficient service of border guard personnel is summoned to provide protection of the Motherland’s frontier and permanent neutrality status of the State border of Turkmenistan as a border of friendship and brotherhood. Special mention was made at the necessity of strict control for course of construction of all facilities under supervision including at new buildings of frontier posts and living accommodations as well as improvement of educational patriotic work among duty personnel.
After, Minister of Internal Affairs I. Mulikov gave report on situation in the structures under his supervision and work fulfilled for January – September of the current year. The head of the MIA informed on measures undertaken for support of public order and prevention of violations including traffic ones. It was mentioned that the traditional month of traffic safety has great importance in this relation.
Having noted that currently in accordance with order of the Head of the State, uncompromising fight against illegal drug trafficking is carried out, the minister reported on recent detention of group of people doing illegal drug trades.
Stressing the attention on importance of interception of any drug trades and trafficking, president of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov emphasized that there is no place for drugs in the country and this evilness has to be entirely eliminated not to affect future generations and requested the leaders of law enforcement agencies to carry out constant work in this direction together with non-governmental organizations, medical departments and the elders.
General Prosecutor A. Halliyev informed in his turn on situation in sphere under his supervision and measures undertaken from the beginning of the year according to the request of the head of the State for improvement of discipline in prosecution departments, which personnel have extremely important and responsible mission to control execution of law and order in the country.
Having made special accent on the necessity of most serious approach to solution of assignments set to prosecution departments, President Gurbanguly Berdimuhamedov requested to continue undertaking all efforts for provision of supremacy of Law and its observance by representatives of government and private structures.
Chairman of Supreme Court B. Chariyev reported on executed work for the period under review for improvement of judicial system of the country, which is steadily undertaken in accordance with existing norms of international law as well as on the fulfilment of the assignments given by the Head of the State previously.
Having stressed the attention on huge responsibility of the judges and importance of most careful approach to every criminal case, the Head of the State highlighted the significance of systematic improvement of professional level of the judges.
Concrete measures for support of social and public stability undertaken by the Ministry of National Security for nine months of 2016 were reflected in report of the Head of the MNS D. Bayramov.
Having given specific instructions for further improvement of activity of the Ministry of National Security, President Gurbanguly Berdimuhamedov made special mention on coordinated work of all structures of the MNS in strengthening of the independence principles and maintenance of favourable social and political climate in the country, which is integral condition of successful implementation of all planned programmes of the state development.

Head of the State Migration Service M. Nobatov reported on activity of his department, which is summoned to promote expansion of mutually beneficial international cooperation.
Having given specific instructions to the Head of Migration Service, President Gurbanguly Berdimuhamedov emphasized that comprehensive support for consolidation of positions of our sovereign state among most developed world countries and improvement of its authority is most important target of every personnel of migration service. In this relation, the Head of the State demanded to pay great attention to improvement of professional training of personnel as well as establishment of conditions for necessary migration procedures for foreign citizens in accordance with existing international standards.
Minister of Justice B. Muhammedov informed the Head of the State on measures undertaken for the last few months for improvement of national legislation, which is being brought to accordance with general standards of international law and demands of new historical epoch.
Mentioning visible achievements of Turkmenistan, President Gurbanguly Berdimuhamedov highlighted the necessity of thorough study of best world law making practice and active implementation of it during development of new and amendments of existing legislative acts.
