President Gurbanguly Berdimuhamedov took part in opening ceremony of complex of facilities built under realization of the project for improvement of electrical supply of the capital as well as administration office with training centre of world known American company “General Electric”, the long-term partner of our country.
In the morning, the President of Turkmenistan went to new facility, «Paýtagt» dispatch centre of «Aşgabatenergo» Industrial Association of the Ministry of Energy of Turkmenistan. On the occasion of the event, the Chairperson of Mejlis, Deputy Chairmen of the cabinet of Ministers, heads of military and law enforcement agencies, ministries and branch departments, the Hyakim of Ashgabat as well as heads of diplomatic representatives and missions accredited in our country, foreign businessmen gathered there. There were representatives of non-government organizations, domestic and international mass media and public among the participants of the ceremony.
Having warmly greeted the participants, the Head of the State proceeded to special tribune.
Addressing the participants of the ceremony, President Gurbanguly Berdimuhamedov noted that opening ceremony of «Paýtagt» dispatch centre of «Aşgabatenergo» Industrial Association of the Ministry of Energy of Turkmenistan was held on that day.
We set high targets for ourselves for turning of our independent state into industrially developed country, - the Leader of the nation Continued, having highlighted that energy branch is foundation of it. In this relation, “The Concept of development of electrical energy branch of Turkmenistan for 2013 – 2020” was adopted.
According to the Concept, it is planned to build 14 gas-turbine power stations, electrical lines systems and distribution station by 2020. Currently, 6 power stations have been already constructed and put into operation in Ahal, Lebap and Mary velayats. Speaking of this, President Gurbanguly Berdimuhamedov also mentioned that construction of combined steam and gas powers station is carried out at the territory of Mary hydro Power Station.
Measures, undertaken in this direction, allows complete provision of consumers of our country with power and export of excesses to neighbouring Afghanistan and Iran, - the head of the State said, having emphasized that in near future, Turkmenistan plans to diversify directions of theses supplies and increase the volumes.
As is known, construction of Turkmen part of Turkmenistan – Afghanistan – Pakistan – India gas line has been started in December of the last year. In this context, the Leader of the Nation mentioned that construction of high voltage electrical system is stipulated along this energy route, what visually indicates successful realization of domestic energy policy.
Large work is also carried out for improvement of energy supply of the capital. According to the resolution adopted in 2012 – 2014, number of energy facilities has been built and put into exploitation in Ashgabat in three stages, which provide even distribution of power, support of proper level of voltage and frequency, - the President of Turkmenistan continued. New «Paýtagt» dispatch centre is provided with high technology equipment, which allows controlling of functioning of energy system of the whole city efficiently using power.
In this relation, the Head of the State expressed sincere gratitude to the management and specialist of Turkish company «Çalyk Enerji» and Turkmen energy branch personnel for active participation in construction of facilities of energy infrastructure of our country and capital including abovementioned centre.
After, the floor was given to Commercial Vice-president of «General Electric Power» for Europe, Russia, the CIS countries and Turkey Ricardo Cordoba. The businessmen noted that new dispatch centre, built in Ashgabat, is positive result of progressive transformation strategy implemented by the Turkmen Leader. In this context, it was mentioned that «General Electric» has been working for 20 years already in our country. 37 gas turbines of this company are installed at power stations throughout Turkmenistan.
Having assured the Head of the State that «General Electric» would continue to implement most advanced technologies at erected facilities, the businessman noted that currently, American company together with its Turkish partner «Çalyk Enerji» build large combined power station in Mary, which has no analogues in the world.
Next, Ahmet Chalyk, the Head of «Çalyk Enerji» made speech. Having noted that most favourable conditions for implementation of large investment projects and stimulation of foreign investments are established in our country, the businessman expressed the confidence that this project, which is being realized under the Concept and projected for 2013 – 2020, would enhance considerable increase of energy supply level of white – marble Turkmen capital and become deserving contribution into development of energy branch of Turkmenistan.

The guest highly esteemed international initiatives of our country including those related to provision of energy security, reliable and stable transit of energy carriers, which gained wide support of the world community.
Having congratulated Leader of the Nation Gurbanguly Berdimuhamedov on successful completion of this project, which would favour increasing the life level of Turkmenistan citizens, Atilla Dincer awarded the Certificate of the Liechtenstein University to the representative of Turkmen side.

Having informed that project of improvement of reliability of energy system of Ashgabat is awarded with the “Certificate for Energy Efficiency” of the Austrian Energy Institute, Leopold Kaiblinger presented to Turkmen side this document as well as the “Certificate for Energy Stability” of the European Fund of International Relations.

There, the specialist introduced equipment of new infrastructural facility, specifics and technology process of the operation to the Head of the State.
Top modern high technology equipment is installed and all necessary conditions for effective work of personnel are established in dispatch centre, which is built under realization of project for improvement of reliability of power supply of the capital.
Put into operation of this centre will allow controlling of stable functioning of energy system of the capital, managing the streams of power effectively, coordinating of repair of electrical equipment if necessary as well as providing unstoppable work of appropriate energy facilities.
With regards to the overall project for improvement of reliability of energy supply of Ashgabat, according to relative Resolutions of the President of Turkmenistan, it was implemented in three phases. The hyakimlik of the capital was the principal of the project and famous Turkish company «Çalyk Enerji» was a contractor.
Tens of modern transformer substations were built under realization of this project, where five of them of 220 kV voltage, 22 of 110 kV and 29 of 35 kV.
140 10 kV transformer and distribution substations were also built.
Besides, air and cable electrical lines for connection of new infrastructural facilities to existing energy system of the capital, which total length made 83.2 and 785.1 kilometres accordingly, were laid.
Electrical energy, received from power station, is being transformed and supplied by newly built transformer substations to the customers based on power consumption. All of them, together with other energy facility, are the links of single system of electric supply of the main city of the country.
All substations are provided with specialized modern equipment and advanced technologies from world’s leading manufacturers as «General Electric», «Schneider Electric», «Siemens», «Alstom» and others including with video surveillance systems and electrical counters, which readings are taken at dispatch centre and can connect to the network automatically.
At the same time, the central Duspatch Service of the State Electrical Energy Corporation “Turkmenenergo” of the Ministry of Energy of Turkmenistan was modernized. Its modern equipment allows controlling energy system of the country and receive all necessary visual information at special electronic monitors.
President Gurbanguly Berdimuhamedov together with the participants of the event, there are heads of diplomatic representatives and missions accredited in Turkmenistan, inspected the model of energy facilities, which provides unstoppable supply of power to Ashgabat.
The construction and put into operation of abovementioned and other new energy facilities allow establishing energy ring around the capital and improve the quality of electrical supply of Ashgabat, distributing evenly the streams of electrical energy around the city while preserving required parameters of voltage and frequency, providing uninterrupted and effective operation of the capital energy system and proper control. It will also give opportunity to minimize losses of energy during its transfer to the consumers, which means that it will favour rational use of energy resources, further improvement of facities and equipment base of energy branch.
At the end of the inspection of «Paýtagt» dispatch centre, president of Turkmenistan made entry in the Book of Honoured Guests.

There, Vice-President of «General Electric Power» Ricardo Cordoba informed that according to the assignments of the Head of the State, given during laying of foundation stone of Mary power station, necessary measures for advanced technologies training of Turkmen specialist were undertaken.
