President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where representatives of Mejlis of Turkmenistan, hyakims of velayats, heads of ministries and departments, mass media, ambassadors of Turkmenistan to foreign countries, chancellors of high educational institutions were invited. The agenda included outcomes of work of national economy for the last nine months, definition of priority targets for the future, review of certain documents as well as results of fulfilment of the state programmes adopted earlier.
Speaking to participating leaders and members of the government, President Gurbanguly Berdimuhamedov reminded that large-scale actions of pardon of people, who sincerely repented their deeds and will to start fair life, are being held on the threshold of big holidays in the country. In this relation, the floor was given to Secretary of the State Security Council, Minister of Defence of Turkmenistan, Chairman of the Committee for Citizenship and Pardon under the President of Turkmenistan Ya. Berdiyev, who presented draft of the Resolution for pardon of the convicts on occasion of the 25th anniversary of the Independence of Turkmenistan for the approval by the Head of the State.
President Gurbanguly Berdimuhamedov signed the Resolution on pardon, according to which 1523 citizens are being released from prison on occasion of the 25th anniversary of the independence.
Proceeding to the subjects of the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov, who reported on the dynamics of development of national economy for nine months of 2016 as well as on preparation of the draft of the state budget of Turkmenistan for 2017.
Growth rate of the GDP for the period under review increased for 6.2 per cent including growth in industrial sector for 1.3 per cent, construction for 4.5 per cent, transport and communication sector for 10.1 per cent, trade for 15.2 per cent, agriculture for 11.2 per cent, services for 9.7 per cent.
Growth rate of production for January – September comparing with the same period of the last year increased for 3.4 per cent. Volume of retail trade turnover increased for 16.6 percent by the results of nine months of 2016.
Comparing with relative period of the last year, average monthly salary increased for 9.5 per cent. All wages, pensions, state allowances and student grants were paid on time and completely.
During the report, information on course of construction of different facilities throughout the country was also given. Volume of the drawn investments from all sources of financing made 39.6 billion manats at the growth rate of 4.6 per cent comparing with the same period of 2016.
According to the main directions of development of industry in velayats of the country, currently, construction of 205 facilities was completed, the works are continued at 115 objects. Put into operation of the planned facilities will promote establishment of new occupancies and goods abundance in internal market.
The Vice-premier also reported on preparation of the State budget for the coming year. As it was informed, the project of the main financial plan of the country was made with account of information and calculations of the hyakimliks of Ashgabat and velayats, ministries, branch departments and coordinated with Deputy Chairmen of the Cabinet of Ministers.
In addition to that, projects of main directions of social and economic development and Investment programme for 2017 were developed. Recommendations of the President of Turkmenistan given during the session of the Council of the Elders were taken into account during development of the state budget project.
After, Chairperson of the State Committee of Turkmenistan for Statistcis A. Oraeva reported on economic indices of branches for nine month of the current year.
It was informed that comparing with the same period of the last year, growth rate of production of electric energy increased for 5.7 per cent, oil bitumen for 7.2 per cent, mineral fertilizers for 8.2 percent, knitted fabrics for 4.1 per cent, confectionary for 10.9 per cent, fruit and vegetable preserved food for 18.6 per cent, flour for 1.8 per cent, bakery for 1.7 per cent, cereals for 38.5 percent.
Generally, the volume of produced goods in industrial sector made 44.5 billion manats where 52.6 percent was shared by private sector.
Growth of production of agricultural items was also observed for the period under review.
Comparing with the same period of the last year, volumes of cargo traffic, made by all types of transport (excluding pipelines) were increased. Automobile cargo traffic volumes increased for 5.2 per cent. Growth rates of passenger traffic for reported period increased for 1.9 per cent including by automobile transport for 1.7 percent, railways for 2.6 percent, air transport for 2.8 per cent. Volume of incomes from the main works in this sphere increased for 4.5 per cent.
Information on the course of realization of measures, stipulated by the State programmes for production of import substitutive items in Turkmenistan and increase of export volumes of production made in our country, was also given. Import share in relation to the GDP for the period under review reduced t0 38.6 percent. This indicator visually demonstrates reduction of dependence of national economy from import production.
Minister of Finance M. Muhammedov, who spoke after, reported on fulfilment of the State budget of Turkmenistan for January – September 2016, which revenue was 10.7 billion manats and expenditure part 11.9 billion manats. 79.3 per cent of the budget were drawn for financing of social sphere for the current period. Revenue of local budget for the period under review was 5.7 billion manats, while the expenditure was 5.4 billion manats.
Information about activity of the Central, branch and regional balance commissions was also given. By results of nine months of the current year, 109 sessions, during which financial and economic indices of 127 ministries and branch departments as well as 109 organizations of the regions were analysed, have been held.
The minister of Finance also reported on work undertaken for development of securities market, improvement of audit and insurance activity, development of relative regulatory and legal acts, training and development of personnel.
It was informed during the report on fulfilment of the plan for drawing of investments from all sources of financing and on realization of new edition of “National Programme of the President of Turkmenistan for transformation of living conditions of the population of villages, settlements etrap towns and etrap centres until 2020” for January – September period of 2016.
After, Board Director of the Central Bank of Turkmenistan M. Annadurdiyev reported on activity of departments under his supervision for improvement of banking system of the country.
Report on execution of the plan for income of currency to the accounts of ministries and branch departments for export of goods and services rendered for nine months of the current year was also given. This index was 106.9 percent.
Reporting on the measures undertaken for expansion of bank services, the leader of the Central bank informed that currently, work for implementation of modern computer technologies, in particular automated system of different types of payments, is carried out. Internet banking, which is remote banking service, will give opportunity to have access to the accounts and operations at any time using any computer of mobile phone.
Summing up the report, President Gurbanguly Berdimuhamedov noted that presented proposals are very important for modernization of banking system of the country and expansion of services. Implementation of new methods into activity of banks will create large opportunities for different types of benefits to the population, the Head of the State said, having addressed the Director of the Central Bank with specific instructions.
Speaking to the participants of the session, the Leader of the Nation highlighted that there is not much time left until the end of the year and all plans for the current year have to be executed, having instructed Vice-premier B. Hojamammedov together with Deputy Chairmen of the Cabinet of Ministers as well as other heads of financial and economic institutions to hold the session on the State budget for 2017.
Having stressed the attention on the necessity of completion of works for development of the State budget for the next year and presentation of it for review to the Mejlis of Turkmenistan, the Leader of the Nation requested to stipulate increment of wages, pensions and allowances, student scholarships and other social payments in the main financial document. In this context, the Head of the State instructed B. Hojamammedov and other vice-premiers together with heads of ministries and departments under their supervision to work on this matter.

It was mentioned that plan for drawing of investments by oil and gas complex was executed for 104.6 percent.
The Vice-premier also reported on course of construction of Turkmen part of TAPI gas main, which undergoes at high pace.
Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on outcomes of activity of the structures under his supervision for nine months of 2016.
Having listened to the report, Leader of the Nation Gurbanguly Berdimuhamedov underlined the importance of activation of work for industrial development of the country. It is necessary to expand directions of branches, use capabilities of private sector for this purposes, the Head of the State continued, having noted that it is about establishment of competitive industry and diversification of its infrastructure based on innovations.
Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on work performed in the spheres under his supervision for January – Septemeber of the current year. As it was informed by the Vice-premier, generally, plan for services rendered in transport and communication complex is executed for 109.7 per cent for the period under review, at the same time the growth rate was 103.2 percent.
Addressing Vice-premier S. Satlykov and heads of transport and communication shere, president Gurbanguly Berdimuhamedov mentioned that numerous events are planned to be held during forthcoming holidays. In this relation, the Head of the State pointed at the necessity of holding under strict control the work of transport services. The Leader of the Nation also requested the Vice-premier and relative heads to pay special attention to timely and quality completion of construction of Turkmen part of Asian international railroad corridor, airports, bridges across the Amudarya River, automobile roads.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers Sh. Durdyliyev, who reported on results of activity of branches under his supervision for nine months of the current year and on large-scale work undertaken for development and beautification of the Turkmen capital.
It was mentioned that during the period under review, plan for works and services under the hyakimlik of Ashgabat is executed for 105.2 percent. Growth rate, comparing with results of the same period of the last year, made 116.6 per cent.
The Ministry of Construction and Architecture completed reported period with 118.4 percent of indices for works and services, having reached the growth rate in 104.1 per cent for nine months of the current year.
Structural departments of the Ministry of Energy reached 123 percent of the planned result. Total volume of production, works and services become more that 813 892 000 manats with growth rate of 111.8 percent comparing with the same period of the last year. Generally, growth rates of electrical energy production became 105.87 percent and export – 118.3 percent.
The State Concern “Turkmenavtoyollary” executed plan for production, works and services for 103 percent. The growth rate comparing with nine months of the last year was provided at 103.3 per cent level.
The report also reflected the work for development of Ashgabat, summing up the report, the Head of the State instructed Sh. Durdyliyev and other relative Deputy Chairmen of the Cabinet of Ministers of Turkmenistan and leaders of domestic construction complex to continue providing strict control for construction works at all sites and achieve timely completion and high quality of all works. Deputy Chairman of the Cabinet of Ministers reported on the outcomes of activity of trade complex for the last nine months.
Thus, comparing with January – September period of the last year for the Ministry of Trade and Foreign Affairs, total volume of trade turnover increased for 5.4 percent, the income became 450 million manats. Enterprises of the structure drew investments in the amount of 135.6 million manats.
184 trades, where 11 819 contracts for 18 billion 251.4 million manats were registered, have been held by the State Commodity and Raw Exchange. The cost of export and import contracts was more than 10.4 billion manats. Investments for more than 36.8 million manats were drawn for the reported period, what exceeds indices of the same period of the last year for 86.1 per cent.
Production of items by the Union of Industrialists and Entrepreneurs was in the amount of 469.1 million manats and its volume increased for 41.7 per cent. Agricultural production was produced for 668.9 million manats at growth rate for 31.1 percent. Construction and installation works for 4 billion 594.2 million manats were accomplished, the volume of trade turnover made 8 billion 100.9 million manats. Works for 663.1 million manats were executed in service sphere.
After, Deputy Chairperson of the Cabinet of Ministers G. Mammedova reported on activity of the structures under her supervision for nine month of the current year.
It was mentioned that since the beginning of the year, events on occasion of people’s holidays and opening ceremonies of social and cultural facilities have been held on high organizational level. Preparations for celebration of the Independence anniversary are being continued.
Having listened to the report, President Gurbanguly Berdimuhamedov gave the Vice-premier, leader of cultural sphere and mass media specific instructions for preparation and organization of high level of celebration events, planned for 25th anniversary of the Independence and 21st anniversary of the Neutrality.
Nest, S. Toyliyev, the Deputy Chairman of the Cabinet of Ministers reported on the results of work of spheres under his supervision for nine months of the year including on results characterising the dynamics of development of education, science, public health and sport systems.
Reporting on results of work undertaken in public health system, the Vice-premier informed that growth rates of the means received from the State Voluntary Medical Insurance made 102 percent, from realization of production and rendered services 112 percent, pharmacological production 107 percent.
Reporting on situation in sport sphere, the Deputy Chairperson of the Cabinet of Ministers informed that 145 competitions and 80 sport public events have been held. Turkmen athletes participated in 111 international competitions where they won 490 medals (173 gold, 147 silver and 170 bronze). It makes 220 prizes more than the results of the last year.
Summing up the report, the Head of the State, addressing the Vice-premier as well as leaders of science, education, health and sport sphere, instructed to undertake measures for further comprehensive improvement of equipment and facility and scientific and methodological base of all branch structures and their activity in accordance with planned transformation programmes.

Meredov reported on implementation of the Concept of foreign policy course of the country for 2013 – 2017 for the past nine months by the MFA. It was highlighted that independent neutral Turkmenistan successfully develops xonstructive cooperation both in bilateral and multilateral formats. It is visually evidenced by the outcomes of official and working visits of the Head of the State to Islamic Republic of Pakistan, the Kingdom of Saudi Arabia, Republic of Belarus, Republic of Uzbekistan, the Federal Republic of Germany.
Regular bilateral contacts on different level indicate high interest of foreign partners in cooperation with our country. Thus, 325 international delegations have visited Turkmenistan for January – September of this year. At the same time, 736 Turkmen delegations were sent abroad. 144 events including conferences, seminars, meetings, etc. were held for the reported period in our country and overseas. 79 international documents were signed.
Having listened to the report, president Gurbanguly Berdimuhamedov made special accent on the necessity of provision of high level of preparation to coming events and activities of international importance – visits of foreign delegations to Turkmenistan and Government delegations of our country to other countries, which are dedicated to the 25th anniversary of the Independence and the 21st anniversary of the Neutrality as well as to the Global Conference for Sustainable Transport System.

They received high appraisal as a mechanism of establishment of mutually beneficial interstate dialog in the Central Asia and beyond its borders, cooperation based on principles of trust and good neighbour relations.
President Gurbanguly Berdimuhamedov noted that in order to fulfil assigned target and create industrially developed state of our country, it is planned to establish modern industrial infrastructure, large processing productions. Necessary measures are being undertaken for successful realization of the state programmes for production of import substitutive items and increase of volumes of export.
Volumes of energy production, using natural gas, are being intensively increased. Large international and national projects are being successfully implemented. Development of oil and gas deposits are being steadily carried out. Construction of gas mains, sport facilities, airports, roads and bridges are expanded. Effective measures for construction of Turkmenistan – Afghanistan – Pakistan – India gas line and other gas mains are being undertaken.
Construction of Turkmen part of the Asian International railroad transport corridor, large bridges across the Amudarya River would be accomplished in the near future, the Head of the State said, having highlighted that establishment of strong transport infrastructure would provide long-term political and economic interests of our neutral state.
Besides, currently our country build more than two thousands of different facilities for more than 53 billion of US dollars.
The Head of the State also stated with delight that reforms in agriculture have already started to bring results. Good harvest of crops was gathered in this year. According to the reports of the leaders of agricultural complex, contractual obligations for cotton harvest are also executed. More than 1 million of raw cotton was delivered to the reserves of the Nation, - President of Turkmenistan emphasized.
Reform of education, public health and science spheres is being continued. High dynamics is observed in construction, industry and other branches.
New edition of the Constitution is adopted in this year, which has great importance for the country, - President Gurbanguly Berdimuhamedov said, having stated with delight that amendments of the Main Law of our sovereign state were made under democracy, fair and full transparency. Representatives of the world community and specialists of international organizations took active part in this work.
President Gurbanguly Berdimuhamedov noted that, while being democratic legal secular State, out sovereign Motherland provided political stability and unity of the people for the years of the independence. It established a reputation as strong, rapidly developing state, which set specific long-term targets. It proved its viability and effectiveness of national model of development.
For the past period, Turkmenistan gained high authority as a state supporting the peace, received wide international support owing to political, economic and environmental initiatives of exclusive importance. Our country acquired deserving place in the United Nations as powerful state.
The President named provision of food independence and security, formation of governmental power and management bodies meeting modern requirements, steadfast democratization of activity of the state and public structures, consolidation of people’s power among the main achievements for the years of independent development.

The Vice-premier also reported on course of construction of Turkmen part of TAPI gas main, which undergoes at high pace.
Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on outcomes of activity of the structures under his supervision for nine months of 2016.
Having listened to the report, Leader of the Nation Gurbanguly Berdimuhamedov underlined the importance of activation of work for industrial development of the country. It is necessary to expand directions of branches, use capabilities of private sector for this purposes, the Head of the State continued, having noted that it is about establishment of competitive industry and diversification of its infrastructure based on innovations.
Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on work performed in the spheres under his supervision for January – Septemeber of the current year. As it was informed by the Vice-premier, generally, plan for services rendered in transport and communication complex is executed for 109.7 per cent for the period under review, at the same time the growth rate was 103.2 percent.
Addressing Vice-premier S. Satlykov and heads of transport and communication shere, president Gurbanguly Berdimuhamedov mentioned that numerous events are planned to be held during forthcoming holidays. In this relation, the Head of the State pointed at the necessity of holding under strict control the work of transport services. The Leader of the Nation also requested the Vice-premier and relative heads to pay special attention to timely and quality completion of construction of Turkmen part of Asian international railroad corridor, airports, bridges across the Amudarya River, automobile roads.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers Sh. Durdyliyev, who reported on results of activity of branches under his supervision for nine months of the current year and on large-scale work undertaken for development and beautification of the Turkmen capital.
It was mentioned that during the period under review, plan for works and services under the hyakimlik of Ashgabat is executed for 105.2 percent. Growth rate, comparing with results of the same period of the last year, made 116.6 per cent.
The Ministry of Construction and Architecture completed reported period with 118.4 percent of indices for works and services, having reached the growth rate in 104.1 per cent for nine months of the current year.
Structural departments of the Ministry of Energy reached 123 percent of the planned result. Total volume of production, works and services become more that 813 892 000 manats with growth rate of 111.8 percent comparing with the same period of the last year. Generally, growth rates of electrical energy production became 105.87 percent and export – 118.3 percent.
The State Concern “Turkmenavtoyollary” executed plan for production, works and services for 103 percent. The growth rate comparing with nine months of the last year was provided at 103.3 per cent level.
The report also reflected the work for development of Ashgabat, summing up the report, the Head of the State instructed Sh. Durdyliyev and other relative Deputy Chairmen of the Cabinet of Ministers of Turkmenistan and leaders of domestic construction complex to continue providing strict control for construction works at all sites and achieve timely completion and high quality of all works. Deputy Chairman of the Cabinet of Ministers reported on the outcomes of activity of trade complex for the last nine months.
Thus, comparing with January – September period of the last year for the Ministry of Trade and Foreign Affairs, total volume of trade turnover increased for 5.4 percent, the income became 450 million manats. Enterprises of the structure drew investments in the amount of 135.6 million manats.
184 trades, where 11 819 contracts for 18 billion 251.4 million manats were registered, have been held by the State Commodity and Raw Exchange. The cost of export and import contracts was more than 10.4 billion manats. Investments for more than 36.8 million manats were drawn for the reported period, what exceeds indices of the same period of the last year for 86.1 per cent.
Production of items by the Union of Industrialists and Entrepreneurs was in the amount of 469.1 million manats and its volume increased for 41.7 per cent. Agricultural production was produced for 668.9 million manats at growth rate for 31.1 percent. Construction and installation works for 4 billion 594.2 million manats were accomplished, the volume of trade turnover made 8 billion 100.9 million manats. Works for 663.1 million manats were executed in service sphere.
After, Deputy Chairperson of the Cabinet of Ministers G. Mammedova reported on activity of the structures under her supervision for nine month of the current year.
It was mentioned that since the beginning of the year, events on occasion of people’s holidays and opening ceremonies of social and cultural facilities have been held on high organizational level. Preparations for celebration of the Independence anniversary are being continued.
Having listened to the report, President Gurbanguly Berdimuhamedov gave the Vice-premier, leader of cultural sphere and mass media specific instructions for preparation and organization of high level of celebration events, planned for 25th anniversary of the Independence and 21st anniversary of the Neutrality.
Nest, S. Toyliyev, the Deputy Chairman of the Cabinet of Ministers reported on the results of work of spheres under his supervision for nine months of the year including on results characterising the dynamics of development of education, science, public health and sport systems.
Reporting on results of work undertaken in public health system, the Vice-premier informed that growth rates of the means received from the State Voluntary Medical Insurance made 102 percent, from realization of production and rendered services 112 percent, pharmacological production 107 percent.
Reporting on situation in sport sphere, the Deputy Chairperson of the Cabinet of Ministers informed that 145 competitions and 80 sport public events have been held. Turkmen athletes participated in 111 international competitions where they won 490 medals (173 gold, 147 silver and 170 bronze). It makes 220 prizes more than the results of the last year.
Summing up the report, the Head of the State, addressing the Vice-premier as well as leaders of science, education, health and sport sphere, instructed to undertake measures for further comprehensive improvement of equipment and facility and scientific and methodological base of all branch structures and their activity in accordance with planned transformation programmes.
After, Deputy Chairman of the Cabinet of Minister, Minister of Foreign Affairs R. Meredov reported on implementation of the Concept of foreign policy course of the country for 2013 – 2017 for the past nine months by the MFA. In this context, it was reported on relative work undertaken for fulfilment of assignments given by the Head of the State and solution of set targets.
It was highlighted that independent neutral Turkmenistan successfully develops xonstructive cooperation both in bilateral and multilateral formats. It is visually evidenced by the outcomes of official and working visits of the Head of the State to Islamic Republic of Pakistan, the Kingdom of Saudi Arabia, Republic of Belarus, Republic of Uzbekistan, the Federal Republic of Germany.
Regular bilateral contacts on different level indicate high interest of foreign partners in cooperation with our country. Thus, 325 international delegations have visited Turkmenistan for January – September of this year. At the same time, 736 Turkmen delegations were sent abroad. 144 events including conferences, seminars, meetings, etc. were held for the reported period in our country and overseas. 79 international documents were signed.
Having listened to the report, president Gurbanguly Berdimuhamedov made special accent on the necessity of provision of high level of preparation to coming events and activities of international importance – visits of foreign delegations to Turkmenistan and Government delegations of our country to other countries, which are dedicated to the 25th anniversary of the Independence and the 21st anniversary of the Neutrality as well as to the Global Conference for Sustainable Transport System.
Chairperson of the Mejlis of Turkmenistan A. Nurberdiyeva informed on the activity of National Parliament for nine months of the current year.
Having listened to the information, President Gurbanguly Berdimuhamedov stressed the attention on development of the State budget for the next year, having noted that importance of its detailed preparation and adoption by the members. Considering current global economic crisis, the Head of the State pointed on the importance of urgent amendments of the national legislation if necessary.
Continuing the session, the Leader of the Nation gave floor to hyakims of velayats, who reported on the situation in their regions.
After, President of Turkmenistan addressed the participants of extended session of the Cabinet of Ministers with programme speech.
The Head of the State highlighted that the outcomes of work for nine months of the current year, which is marked by large events on occasion of the 25th anniversary of the Independence of the country, were summarized.
In this anniversary year, our sovereign state continued to purse foreign policy based on the principles of neutrality, peace-loving, good neighbour relations and mutually benefical cooperation.
Having mentioned official and working visits of heads of states and governments of foreign countries have been made to Turkmenistan and Turkmen government delegations made visits to six foreign states, the Leader of the Nation stressed the attention on coming official and state visits to our country of the leaders of different countries as well as on foreign visits of our state delegation until the end of the year.
Foreign policy activity of our country and Turkmen Neutrality are considered as integral part and considerable factor of sustainable development in regional and global scale. They received high appraisal as a mechanism of establishment of mutually beneficial interstate dialog in the Central Asia and beyond its borders, cooperation based on principles of trust and good neighbour relations.
President Gurbanguly Berdimuhamedov noted that in order to fulfil assigned target and create industrially developed state of our country, it is planned to establish modern industrial infrastructure, large processing productions. Necessary measures are being undertaken for successful realization of the state programmes for production of import substitutive items and increase of volumes of export.
Volumes of energy production, using natural gas, are being intensively increased. Large international and national projects are being successfully implemented. Development of oil and gas deposits are being steadily carried out. Construction of gas mains, sport facilities, airports, roads and bridges are expanded. Effective measures for construction of Turkmenistan – Afghanistan – Pakistan – India gas line and other gas mains are being undertaken.
Construction of Turkmen part of the Asian International railroad transport corridor, large bridges across the Amudarya River would be accomplished in the near future, the Head of the State said, having highlighted that establishment of strong transport infrastructure would provide long-term political and economic interests of our neutral state.
Besides, currently our country build more than two thousands of different facilities for more than 53 billion of US dollars.
The Head of the State also stated with delight that reforms in agriculture have already started to bring results. Good harvest of crops was gathered in this year. According to the reports of the leaders of agricultural complex, contractual obligations for cotton harvest are also executed. More than 1 million of raw cotton was delivered to the reserves of the Nation, - President of Turkmenistan emphasized.
Reform of education, public health and science spheres is being continued. High dynamics is observed in construction, industry and other branches.
New edition of the Constitution is adopted in this year, which has great importance for the country, - President Gurbanguly Berdimuhamedov said, having stated with delight that amendments of the Main Law of our sovereign state were made under democracy, fair and full transparency. Representatives of the world community and specialists of international organizations took active part in this work.
President Gurbanguly Berdimuhamedov noted that, while being democratic legal secular State, out sovereign Motherland provided political stability and unity of the people for the years of the independence. It established a reputation as strong, rapidly developing state, which set specific long-term targets. It proved its viability and effectiveness of national model of development.
For the past period, Turkmenistan gained high authority as a state supporting the peace, received wide international support owing to political, economic and environmental initiatives of exclusive importance. Our country acquired deserving place in the United Nations as powerful state.
The President named provision of food independence and security, formation of governmental power and management bodies meeting modern requirements, steadfast democratization of activity of the state and public structures, consolidation of people’s power among the main achievements for the years of independent development.
“I am sincerely proud of the historical way we that we made” – leader of the Nation highlighted.
Continuing, the President of Turkmenistan said that he finished the work on his book “Turkmenistan”, where he briefly covered all what has been done by our people for 25 years of the independence. The Head of the State noted that the book would be presented to the participants after the end of the current session of the Cabinet of Ministers.
After, president Gurbanguly Berdimuhamedov signed the Decree on award of orders and medals to Turkmenistan citizens, who provided establishment and rapid development of the Motherland by their selfless work. There were first President of Turkmenistan S. A. Niyazov and other leaders as well as citizens of the country among them, - the Head of the State emphasized.
