During negotiations in Sochi President Gurbanguly Berdimuhamedov and Vladimir Putin defined key directions of Turkmen – Russian cooperation

In the morning on November 1, President Gurbanguly Berdimuhamedov left with working visit for Russian Federation. At the Ashgabat international Airport, the Head of the State was seen off by the officials.

After few hours, President’s airplane at Sochi International Airport. As is known, this city, located in Krasnodar region on the north – east coast of the Black Sea, is one of the largest economic, cultural and resort centres of Russia and its important transport hub. At the airport, where flagpole flew the State Flags of Turkmenistan and Russian Federation, high-rank Turkmen guest was met by the officials.

After, the Leader of the Nation proceeded to “Bocharov Ruchey”, the residence of the President of Russian Federation, located in the woodland park of the same name in the central district of Sochi. There, at the entrance, President of Turkmenistan Gurbanguly Berdimuhamedov was warmly welcomed by President of Russian Federation Vladimir Putin. The Heads of two States entered the building, where bilateral high-rank meeting took place in the Fireplace Hall.

Having thanked President Gurbanguly Berdimuhamedov for the visit to Russian Federation, President Vladimir Putin, meaning negative tendency in the world economy, highlighted that despite this fact, the trade turnover between two countries in rouble equivalent grows, what indicates that volumes of mutual supplies in on proper level. The import from Turkmenistan to Russia increased twice in 2015 and this cannot help pleasing, the Russian Leader said, having noted that there are still many things to be worked on and that certain issues would be discussed during current meeting.

Taking opportunity, President Vladimir Putin warmly congratulated the Turkmen Leader of the 25th anniversary of the Independence of Turkmenistan, having reminded that another remarkable event, the 25th anniversary of establishment of diplomatic relations between two countries, would be observed in the next year.


Having expressed his sincere gratitude to the Russian colleague for invitation to visit Russian Federation and warm welcome, President Gurbanguly Berdimuhamedov emphasized that Turkmenistan and Russia are connected by long, primordially friendly relations. Turkmen – Russian dialog are being harmonically filled with new content and dynamically develops in both bilateral and multilateral formats under competent international organizations in modern age.

Turkmenistan, while steadily pursuing peace-loving policy, is the only state in the world, which neutral status was recognized by the United Nations, what was embodied by two resolutions of the UN general Assembly, the Turkmen Leader said, having noted with gratitude that Russian Federation not only supported the neutrality of our country but also became co-author of these important documents. Many things are being done by both sides for consolidation of interstate relations and we intend to continue undertaking steadfast measures for these purposes, President Gurbanguly Berdimuhamedov highlighted.

The Head of Turkmenistan stated that notwithstanding the crisis occurrences in the world economy, positive indicators of Turkmen – Russian cooperation in trade and economic sphere, where considerable role was given to activity of Joint Intergovernmental Committee, are present. At the same time, Turkmen Leader made special mention that during the meeting with the president of Russia under IV Summit of the Heads of the Caspian States held in Astrakhan in September 2014, the idea of establishment of logistic centre was uttered and received support of Russian side.

In this relation, having highlighted that our country pays greatest attention to the subject of cooperation on establishment of international transit and transport corridors, President Gurbanguly Berdimuhamedov invited President Vladimir Putin to visit Turkmenistan and participate in First Global Conference on Sustainable Transport System, which would be held under the UN aegis in Ashgabat on November 26 – 27 of the current year. Speaking of the presence of wide network of transport infrastructure, which gains large scale in the Caspian region, the Head of Turkmenistan noted that participation of Russian Federation on this representative forum would give effective impulse to development of transport corridors not only in the Central Asia but in the continental scale as well.

Highlighting fruitful character of humanitarian cooperation, which involves broad spectrum of directions like science, education and culture, sport and tourism, the Leader of the Nation cited Russian Comprehensive School, named after Great Russian poet A. S. Pushkin, in Ashgabat as a visual evidence. Stable tendency for increase of number of young Turkmenistan citizens, willing to get high education in Russia, is observed and currently around 17 000 students from our country study in Russian universities, the head of the state said. In Turkmenistan, pupils of secondary schools and students of high educational institutions study Russian language and show great interest to it.

Bilateral cooperation in scientific and research sphere, in particular in agrarian science and selection of productive species of agricultural cultures, is being successfully developed. It brings concrete results, president Gurbanguly Berdimuhamedov mentioned, having underlined in this context that today, Turkmenistan not only provides its own internal requirements in food production but also exports it in particular, the wheat.

To continue the subject of Turkmen – Russian cooperation and involvement of its considerable potential, the Head of Turkmenistan proposed to conduct scientific and technological forum in Ashgabat in the next year.

Further, Turkmen Leader mentioned that steadfast dynamics is inherent to established productive dialog between our country and largest constituent regions of Russian Federation, what is being promoted by regular events including joint business forums and cultural actions. Thus, Days of republic of Tatarstan of Russian Federation, which is long-term partner of our country and with which we have established close relations, were held in Turkmenistan in the last month.

Having noted that there are many examples of successful Turkmen – Russian cooperation, which is necessary to be comprehensively consolidated and continued in order to pass rich experience to future generations, President Gurbanguly Berdimuhamedov thanked President Vladimir Putin for considerable contribution to development of friendship relations between two countries and wished him health and great successes in his responsible governmental activity as well as prosperity and wellbeing to fraternal Russian people.

The Leader of the Nation highlighted that Russian Federation, the Great Russia has always been, is and would continue to be the strategic partner of Turkmenistan and that we highly value this.

Having expressed his sincere gratitude to Turkmen colleague for good words and invitation to visit Turkmenistan as well as for proposal for cooperation, which were discussed during the meeting and would be sure worked at, President Vladimir Putin noted that realization of these ideas would serve to further consolidation of Russian – Turkmen relations, which were earlier secured in relative Agreement. We fulfil completely all obligations, which were stated in this document, the Russian leader said, having highlighted the priority of the directions of partnership mentioned by the President of Turkmenistan.

Speaking of the positive dynamics of bilateral contacts in different spheres including between the parliaments and twin cities, the Head of Russia noted that all of these is a contribution to the collection of interstate dialog, which would be continued to be actively developed and which Russian sides highly values as well. In this relation, President Vladimir Putin cordially thanked Turkmen Leader Gurbanguly Berdimuhamedov for permanent active attention to cooperation with Russian federation.

In continuation of the meeting, having stated with delight high level and constructive character of interstate political dialog, the Leaders of both countries discussed priority matters of Turkmen – Russian partnership, concretized its key directions where joint of efforts is more perspective.

Cooperation in trade and economic sphere, which has considerable potential for diversification of productive connections, is undoubtedly the most important component of bilateral relations. There, great attention is paid to work of the Joint Interstate Committee, Turkmen – Russian and Russian – Turkmen Business councils as well as to regular different level meetings, economic and business forums, other events, which promote activation of mutally beneficial contacts in all spectrum.

At the same time, it worth mentioning that good opportunities for accumulation of efficient partnership in different spheres, development of new actual forms are being created by complex transformation programmes and reforms and large infrastructural projects expanded in Turkmenistan. Having taken the course for innovative development and industrialization, implementation of advanced scientific technologies, systematic integration to modern system of the world economy, our country is always opened for fruitful cooperation. This factor and favourable investment climate in Turkmenistan stipulate the urge of foreign, including Russian business circles toward consolidation of their positions on perspective Turkmen market.

By mutual consent of the Sides, established close interrelations between Turkmenistan and largest regions of Russian Federation, its leading industrial, scientific, educational and cultural centres, are the important vectors of Turkmen – Russian partnership. There Republic of Tatarstan, Astrakhan and Sverdlovsk regions, Sankt – Petersburg, other constituent territories of Russian Federation among them.

There are also broad opportunities for successful cooperation in transport sector. As is known, our country, taking into account its favourable geographical location, initiates and steadily implements large-scale projects for establishment of combined transit and transport corridors of regional and continental importance. International initiatives of president Gurbanguly Berdimuhamedov in this sphere received universal approval and support of the world community, which is evidenced by two special resolutions adopted by the UN general Assembly in 2014 and 2015 as well as forthcoming first Global Conference on Sustainable Transport System in Ashgabat in the end of November.

Fuel and energy sphere, being strategic for both countries, which are the world energy states and have huge deposits of hydrocarbon resources, is among key directions of bilateral partnership.

Having defined radical modernization and increase of production and processing powers among the utmost targets of the development of domestic fuel and energy complex, diversification of export routes to the world markets, establishment of high technological petrochemical and gas facilities producing finished competitive items demanded by the workd markets, Turkmenistan directs toward the implementation of innovative developments and advanced achievements in this sphere, paying special attention to training of highly qualified specialists. At the same time, ecological aspect, rational use of natural reserves are integral parts of energy policy of our country.

To continue the subject of Turkmen – Russian cooperation, it cannot help to mention the productiveness of interstate humanitarian relations including in educational, science and cultural spheres.

Sport field, which development as well as consolidation of principles of healthy and active life style have priority importance in Turkmenistan and Russia, is considered as one of perspective directions of cooperation. There is large positive experience of bilateral cooperation in this sphere, in particular in such sport as ice hockey. It is remarkable that recently, this winter sport as well as figure skating became very popular among Turkmen youth, what was favoured by establishment of relative modern infrastructure in our country.

Thus, taking into account targeted programmes realized in our country and aimed at intensive development of different sports, there are favourable perspectives for cooperation in this sphere. Today, cooperation in this direction acquires new stimuli in the context of forthcoming V Asian Indoor and Martial Arts Games in Ashgabat in 2017. Sport competitions of such scale will be held for the first time in Turkmenistan and our country is interested in study of the best world, including Russian, experience in organization of such large forums.

Together with this, there are good opportunities for Turkmen – Russian cooperation and share of experience in tourism sphere, which development is favoured by many factors including growing interest to Turkmenistan, its natural places of interests and historical monuments as well as by rapidly establishing National tourist zone “Avaza” on environmentally clean Caspian Coast. Comfort conditions for holiday, high class of service and interested activities are guaranteed almost around the year there, what was deservingly valued by not only Turkmenistan citizens but foreign guests of our country as well. Establishment of this sea resort of international class is one of important economic and social projects, in realization of which famous foreign companies take active part.

During the meeting, the Sides also shared the views on the issues of regional and global agenda, which present mutual interest.

Demonstrating the similarity and coincidence of the visions of actual problems and challenges of today, Turkmenistan and Russia successfully develop constructive partnership under competent international organization and structures. Russian side invariably support permanent status of neutrality of our country, which plays important role in provision of peace, security and wellbeing in the region as well as creative initiatives of Turkmenistan uttered from the tribune of the UN general Assembly and other representative forums.

In this relation, it worth mentioning that Turkmenistan and Russian Federation actively cooperate under the Commonwealth of Independent States where our country is associated member.

Summing up the outcomes of topical detailed conversation, Presidents Gurbanguly Berdimuhamedov and Vladimir Putin expressed the confidence that current meeting and achieved agreements would give new impulse to traditionally friendly interstate cooperation, built of the principles of strategic full-scale partnership and aimed at specific results. At the end, the Heads of Turkmenistan and Russian Federation exchanged best wishes with each other and addressed the best wished to the people of both states.

After, the Leader of the Nation went to Sochi International Airport, from where he left for Motherland.
