President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov held the session of the State Security Council where results of activity of law enforcement departments from the beginning of the year were reviewed.
First, the floor was given to Secretary of the State Security Council, Minister of Defence Ya. Berdiyev, who reported on the course of military reform, which main aspects are consolidation and improvement of equipment and facility base of the Armed Forces of the country, training of qualified military personnel as well as establishment of favourable conditions for service and life for them.
Summing up the report, the president of Turkmenistan noted that defensive character of military doctrine, adopted and being successfully implemented, stipulates range of main targets for military and law enforcement agencies, where most important one is support of peace, stability and security in the region. The Head of the State ordered command staff of the Ministry of Defence to continue undertaking organized work for combat training of fresh soldiers, who have to be fostered in the best traditions of noble Turkmen army as well as paying utmost attention to establishment of all proper conditions for service of the defenders of the motherland, their life and rest.
Head of the State border Guard Service B. Gundogdiyev, who spoke after, reported on measures undertaken from the beginning of the year for strengthening of protection of the state border as well as on course of construction of number of facilities including new building of modern border posts.
Having mentioned special responsibility of border guard personnel, who made inestimable contribution to support of peace and stability in the native land, President of Turkmenistan Gurbanguly Berdimuhamedov highlighted that the State would continue to pay utmost attention to modernization of equipment and facilities base of the border guard service, establishment of deserving conditions for service and life of the defenders of the Motherland.
Minister of Internal Affairs I. Mulikov reported on activity of the MIA departments and on specific measures carried out for ten months of the current year for improvement of public order in the country. Measures, undertaken for fulfilment of the assignments given by the Leader of the Nation for prevention of traffic accidents and provision of countrywide fire safety, became separate subject of the report.
Having listened to the report, the Supreme Commander of the Armed Forces of the country ordered to provide most strict control for work of all structures, which are summoned to provide rigorous observance and utmost protection of legal rights and freedom of the citizens.
The Head of the State requested the Minister of Internal Affairs to provide permanent control for activity of Traffic Police Service, which is responsible for prevention of road traffic accidents. Having given several examples of non-compliance to safety traffic rules, the Leader of the Nation expressed his serious dissatisfaction with work of I. Mulikov related to lapse of control for measures undertaken in this direction and gave number of instructions for modern organization of work of the State traffic Control Service.
President Gurbanguly Berdimuhamedov also stressed the attention on the fact that large-scale measures are being implemented in our country, which are aimed at improvement of the health of the population. Today, Turkmenistan is known as a country of health and strong spirit where appropriate activities are held annually, large propaganda work of healthy life style undergoes among the population, in particular among the youth, the president of Turkmenistan highlighted.
However, despite these facts, unfortunately, there are some venal operators, who speculate in cigarettes, drug substances, who consume and sell it, the Head of the state continued. Those, who this business, make harm not only to themselves but also the authority of our healthy society. That is why there is no place for such dealers, deserving only the contempt, among us, the Leader of the Nation noted.
General Prosecutor A. Halliyev, speaking after, reported on work performed for January – October, which main direction is a strictest control for rigorous observance of law and order in the country.
Having emphasized the necessity of most thorough selection of competent and highly qualified personnel, President Gurbanguly Berdimuhamedov mentioned that only professional specialists, who observe high principles of justice and humanity professed by our country, have to work in prosecution departments.
During the session, the Supreme Commander of the Armed Forces signed the documents on appointment and release from duties of prosecutors.
After, Chairman of the Supreme Court B. Chariyev informed on outcomes of activity of legal departments for the last ten months as well as on specific measures undertaken according to the instructions of the Head of the State for development of professional level of judges.
Having requested to increase the work in this direction, the Leader of the Nation reminded that activity of legal departments has to meet high targets and tasks of the state policy led by Turkmenistan, which priorities are prosperity and wellbeing of the people.
Next, the floor was given to Minister of national Security D. Bayramov, who reported on results of activity of the Ministry of National Security for January – October 2016, in particular on committed measures steadily implemented for strengthening the basis of national security and preservation of favourable social and political climate in the country.
Have noted exclusive importance of the functions of the Ministry of National Security, the Head of the State ordered to continue providing strict control for observance of law and order, which are integral condition of peaceful and prosperous life of Turkmenistan citizens and to pay special attention to employment policy.
Chairman of the State Custom Service M. Chakiyev reported to Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov on activity of the structure under his supervision for ten months. It was highlighted that taking to account the growth of foreign policy activity, great attention is being paid to technical re-equipment of custom posts and improvement of professional level of custom personnel.
Defining range of priority tasks for the leaders of the Custom Service, the head of the State named thorough selection and placing of personnel as well as improvement of equipment and facilities of existing custom terminals, which serve to protect the country from import of banned production, as top immediate ones.
Having congratulated the personnel of the Service on professional holiday, the Day of the State Custom Service Personnel, the President of Turkmenistan gave relative instructions to the Head of the Custom Service for organized events on this occasion. The Leader of the Nation expressed his confidence that custom personnel would continue to fulfil their tasks honestly.
Chairman of the State Migration Service M. Nobatov reported on work of his department for ten months of this year, in particular on specific measures undertaken for efficient activity of his organization under realization of the most important priority of the state policy – expansion of mutually beneficial cooperation with all interested foreign countries.
Having listened to the report, the Leader of the Nation pointed at number of immediate tasks, of the Service following from its direct roles and responsibilities. There are further improvement of equipment and facilities base of administration department and all structural bodies, qualification of personnel and their service conditions among them.
Minister of Justice B. Muhammedov reported on work carried out for the period under review for improvement and further comprehensive development of legislation base of the country,
Highlighting exclusive importance of large-scale legal reform held in the country, adoption of new edition of the Constitution of Turkmenistan, President Gurbanguly Berdimuhamedov pointed at the necessity of further improvement of national legislation with actual timely laws, which detailed development have to be made in close collaboration with the Mejlis and other relative structures.
Summing up detailed conversation, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country again mentioned the necessity of joint efforts for provision of clear-cut coordinated work of military and law enforcement structures, which are summoned to protect legal government institution and struggle against any violations and crime, consolidating basis of peace and stability in the country, prosperity and peaceful life of the citizen.
