President of Turkmenistan Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where the work of branches of national economy was summarized, drafts of number of documents, course of previously adopted programmes and other topical issues of the state life were reviewed.

Owing to complex measures undertaken for further development of Turkmen economy, the dynamics of growth of all branches is characterized by positive results. Thus, the growth rate of the GDP for the period under review increased for 6.2 percent including in industry for 1.3 percent, construction for 4.5 percent, transport and communication sector for 10.3 percent, trade for 14.7 percent, agriculture for 11.3 percent, service sphere for 9.7 percent.
Growth rate of produced goods increased for 3.4 percent during ten months comparing with the same period of 2015.
The growth rate of retail turnover increased for 16.9 percent during January – October of 2016. Prices for consumer goods and tariffs for services rendered to the population are kept within set limits.
Average monthly salary in enterprises of the country increased for 9.4 percent comparing with the same period of the last year.
Speaking on execution of the state budget, the Vice-premier informed that the revenue made 11.5 billion manats and the expenditure part was 13.5 billion manats for the period under review.
Salary in government budget and self-sustained organizations, pensions, allowances and students scholarships were paid on time.
Information on course of construction of industrial, social and cultural facilities in all places of the country was also given. The volume of drawn investments from all sources of financing made 44.5 billion manats for the period under review. The growth rate, comparing with the same period of 2015, increased for 4.6 percent.
During the report, the Vice-premier informed on the draft of the State budget for 2017, which was developed according to the Resolution of the President of Turkmenistan and taking into account recommendations of the Head of the State given during the session of the Council of Elders on September 14.
After, Chairman of the Central Bank M. Annadurdiyev gave report on complex measures undertaken for improvement of banking system of the country. Information on consecutive work for expansion of service spectrum, establishment of modern noncash payments system using advanced technologies was also given.
Stressing the attention on importance of measures for further improvement of quality of services, development of business and realization of perspective ideas, Leader of the nation Gurbanguly Berdimuhamedov gave number of instructions to the management of the Central Bank.

Information on indices achieved in oil and gas condensate, natural and associated gas production as well as on processing of hydrocarbon material, production of petroleum, diesel fuel, polypropylene, lubricating oils, other oil products and liquefied gas, export of gas and drilling of wells was also given. It was mentioned that plan for drawing of investments by enterprises of oil and gas complex was executed for 132.5 percent.
During the session, General Prosecutor of Turkmenistan A. Halliyev reported on the results of inspections, which revealed some shortages in work of fuel and energy complex and in urban planning of Ashgabat.
Summing up the report, President of Turkmenistan requested relative leaders to remedy present shortfalls as soon as possible.

The State Commodity and Raw Material Exchange held 202 trades where 12 876 contracts were registered. The amount of export and import deals made 11 billion 168 million manats, construction contracts made more than 4 billion 462 million manats. 41 million 360.2 thousand manats of investment were drawn for ten months. This indicator exceeds the previous one for 66.1 percent.
Volume of service by the Trade and Industrial Chamber made 110.5 percent. 21 exhibitions and 22 conference were held for the period under review.
Industrial goods for 533.7 million manats, agricultural and food items for 862.5 million manats were produced by the Union of Industrialists and Entrepreneurs. The growth rates increased accordingly for 42.5 and 46.3 percent.
Summarizing the report, the Head of the State emphasized that special attention is paid to development of trade complex of the country taking into account its key role in strengthening of the national economy. Talented representative of young generation of Turkmenistan citizens took an active part in international internet competitions where they won 344 prizes (184 by the pupils of secondary schools, 145 by the students of high educational institutions and 15 by the students of professional colleges) and different diplomas.
300 items of textbooks and different learning material were developed and submitted for printing; 172 of them have been published. Teachers of high educational institutions developed special phrase books and sport dictionaries under preparation to V Asian Indoor and Martial Arts Games. “2017 Asian Games. Sports” book was also published.
Reporting on the results of work in public health sphere, the Vice-premier informed that growth rate of the means received from State voluntary medical insurance made 102 percent, from production and services – 112 percent, from pharmaceutical production – 107 percent.
It was also reported on measures undertaken for consolidation of cooperation with specialized structures of the United Nations Organization, the Children Fund of the UN and the United Nations Population Fund.
Chairperson of the Mejlis A. Nurberdiyeva informed on the activity of the National Parliament for ten months of the current year.
Five sessions of the National Parliament were held for the current period, during which 73 Laws and 81 Resolutions of the Mejlis of Turkmenistan were adopted and number of international agreements were approved. The work on preparation of bills aimed at further legal provision of all branches of national economy of the country is continued.
For improvement of international cooperation and inter-Parliamentary relations, deputies of the Mejlis participated in international events, were sent to business trips to foreign countries for exchange of experience in law-making sphere. Cooperation with structural departments of the United Nations organizations in Ashgabat is continued.

370 foreign delegation of different level visited Turkmenistan during January – October of the current year. At the same time, 822 Turkmen delegations were sent abroad. Regular bilateral contacts on different level indicate steadfast dynamics of cooperation with foreign partners. Thus, 26 consultations between the ministries of foreign affairs and 14 session of intergovernmental committees were held from the beginning of the year. Besides, 12 joint business forums were organized during the period under review.
During the report, the vice-premier also informed on preparation to official visit of the president of Turkmenistan to Malaysia, which is planned for November 7 – 8. As is know, diplomatic relations between two countries were established on May 17, 1992. For all these years, Turkmen – Malaysian dialog was successfully developed in all spectrum. Currently, legal framework of cooperation is composed of 16 bilateral documents signed at interstate, intergovernmental and interdepartmental levels.
From 2007, four state, official and working visits on high level were made between Turkmenistan and Malaysia. Targeted work for expansion of mutually beneficial cooperation between Turkmenistan and Malaysia in trade and economic sphere, energy sector, transport, industry and other branches is carried out. There are also large potential for expansion of humanitarian contacts in such fields as education, science and culture.
In this relation, Draft Programme of the official visit to Malaysia was presented for review to the Head of the State.
