Under the wise leadership of deeply esteemed President of Turkmenistan Serdar Gurbangulyevich Berdimuhamedov, every day of the year “The epoch of people with Arkadag” is marked with significant events and labour achievements. The outgoing year enters into history as the year of organization of the historical meeting of the Khalk Maslakhaty of the Milli Gengesh of Turkmenistan, the Era of Revival of the new epoch of the powerful state and political events as well as the period of realization of great social, economic, and cultural transformations. Great successes are made in development of economy, systems of culture, education, health care and other spheres of social life.

Designation of the new modern administration centre of Akhal region with the name “Arkadag city” as well as designation of educational institutions, healthcare and cultural establishments and monuments of art built in the city with names of eminent personalities of Turkmen people have become a bright symbol of the Era of Revival of the new epoch of the powerful state and will serve a school to follow in triumph of our national traditions, which link generations with the epoch.

Adoption of the Resolutions by the UN General Assembly at the initiative of Turkmenistan “2023 – International year of dialogue as guarantee of peace”, “On announcement of Central Asia as a zone of peace, trust and cooperation”, “Integration of mainstream bicycling into public transportation systems for sustainable development” testifies to recognition of contribution of our country in solution of important international issues by the world community.

The beneficial work carried out in our happy epoch is aimed at further prosperity of our fatherland and further improvement of happy life of our people. Education of the youth in the spirit of true patriotism, humaneness and high morals, respect for fatherland and our glorious history, culture, traditions and family values of our people, raise of its interest in science and education are main areas of the state policy realized under the leadership of our respected Arkadagly Serdar. With this view all conditions are created for the youth to get education, to develop their skill, professional capacities and to make personalities with wide outlook and loyal to our fatherland. The principle of preceptorship, one of the old traditions of people is continued successfully.

The law of Turkmenistan “On the state youth policy”, developed and adopted at the initiative of our Hero Arkadag after discussion widely in our society, facilitates the strengthening of a legal basis of the youth policy pursued in our country and expansion of opportunities for the youth.

Guided by noble traditions to name contemporarily every year taking into numerous proposals set forward in meetings held by ministries, departments, and large pubic organization of our country and wide support of people on declaration of the year 2023 “The happy youth with Arkadag Serdar”, with a view of creation of wide opportunities for full participation of the youth in economic, political and cultural life of our country, patriotism, humaneness and diligence, support and encouragement of their social and political activity, personal initiatives, the Mejlis of the Milli Gengesh of Turkmenistan enacts:

To declare the year 2023 “The happy youth with Arkadag Serdar”.
