President Gurbanguly Berdimuhamedov holds session of the Cabinet of Ministers where actual issues of state life are reveiwed

Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov who reported on preparation to forthcoming regular session of the Interstate Turkmen – Latvian Committee for economic, industrial, scientific and technical cooperation on November 21 – 22 in Riga, Republic of Latvia.

It is planned to review broad spectrum of issues related to the prospects of development of bilateral cooperation during the meeting. In particular, opportunities of expansion of cooperation in transport and communication sphere, agriculture and construction, public health sector as well as in line with Trade and Industry Chambers and business structures of both countries and others are planned to be discussed.

Having listened to the report, the Head of the State noted the role of modern interstate committee, which activity is aimed at consolidation of successful cooperation and establishment of close business contacts. In this context, President Gurbanguly Berdimuhamedov highlighted the importance of development of mutually beneficial investment projects and improvement of trade relations.

Chairperson of the Mejlis A. Nurberdiyeva informed on the activity carried out by the deputy corps for further improvement of legal and regulatory base of the State and preparation for regular session of the Parliament.

The Law “On the State Budget of Turkmenistan for 2017”, Resolution of the Mejlis “On Adoption of Execution of the State Budget of Turkmenistan for 2015” as well as new draft bills, aimed at further social and economic development of the country and consolidation of its democratic basis, will be discussed and adopted during the session.

Having listened to the information, President Gurbanguly Berdimuhamedov noted high responsibility laid upon the deputies for adoption of the State Budget for the next year. The main financial document has to be aimed at the rapid disbursement of the investments into development of national economy, provision of steadfast transformations in social and other spheres of the state life for protection of the population. The Leader of the Nation highlighted that legal regulatory system is being improved, new legislative acts, enhancing realization of social and economic programmes and projects, are under development for these purposes.

Next, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov gave report on the activity of the MFA and informed on work for improvement of cooperation with the Caspian states and fulfilment of the assignments given by the Leader of the Nation for preparation to Global Conference for Sustainable Transport Sysytem.

Negotiations on the Draft Protocol on Cooperation in Counteract against Illegal Extraction of Biological Resources (poaching) in the Caspian Sea were held in Ashgabat on November 7 – 8 for practical implementation of the Agreement on Cooperation in Security. Currently, Turkmen capital hosts the session of the experts of five Caspian states, which discuss the Draft Protocol on Cooperation in Navigation Security in the Caspian Sea.

At the moment, organization work for the meeting of the experts for development of the Agreement on Trade and Economic Cooperation in the Caspian Sea is carried out in the context of realization of the initiatives of Leader of the Nation Gurbanguly Berdimuhamedov. Talks on discussion of the Draft Agreement on Cooperation in Transport in the Caspian Sea were held on November 15 – 16.

During report, the Vice-premier, the Head of the MFA informed of preparation to the Global Conference for Sustainable Transport System in Ashgabat on November 26 – 27.

The Leader of the Nation set specific targets for the members of the Government during the session for preparation to above-mentioned forums on November 10. Due work is carried out with the UN representatives to fulfil the assignments of the Head of the State.

Having confirmed the commitment of neutral Turkmenistan to broad constructive cooperation in Caspian region, President Gurbanguly Berdimuhamedov noted the importance of further consolidation of the efforts aimed at development of balanced solutions of the Caspian issues including improvement of legal framework, which is summoned to provide reliable foundation for development of mutually beneficial partnership in different spheres.

After, having stressed the attention on the First Global Conference for Sustainable Transport System, the Leader of the Nation emphasized for one more time the importance of this largest forum held under the UN aegis and summoned to become open ground for discussion of actual directions of cooperation in this strategic sector, to enhance establishment of ramified combined transport and communication and logistic infrastructure, which presence is an integral part of the global sustainable development.

President of Turkmenistan gave specific assignments to relative leaders for provision of high organizational level of preparation and conduct of the Conference.

Deputy Chairman of the Cabinet of Ministers Ya. Kakayev reported on the situation in different sectors of fuel and energy complex and relaization of “The Programme of development of oil and gas industry of Turkmenistan until 2030”.

Summing up the report, President Gurbanguly Berdimuhamedov highlited the necessity of improvement of the efficiency of departments of oil and gas industry.

Reporting on the course of seasonal field works, Deputy Chairman of the Cabinet of Ministers R. Bazarov mentioned that currently, all velayats carry out the care of winter crops as well as picking of remained cotton, processing of raw material at ginning facilities undergoes and settlements of the payments with cotton producers are in the process.

Besides, the Vice-premier reported on preparation to VI International Exibition fair of cotton production of Turkmenistan and International Conference “Cotton Production of Turkmenistan and the World Market” in Ashgabat on December 3 – 4.

Deputy Chairman of the Cabinet of Ministers B. Ereshov spoke with report on situation in the sectors of industrial sphere under his supervision, fulfilment of the assignments given by the Head of the State for development of national electronic industry. Draft Resolution for procurement of complexes of production and laboratory equipment for manufacturing of electronic power meters and spare parts was presented to the Head of the State for the review. Samples of electrical power meters, which production is planned to be developed by the State Enterprise “Turkmencable” of the State Concern “Turkmenmashstroy”, were also demonstrated.

Summing up the report, President Gurbanguly Berdimuhamedov noted the importance of electronic production for further dynamic development of national economic complex of the country. Having emphasized the significance of establishment and development of facilities producing import substitutive goods, the Leader of the Nation signed above-mentioned Resolution.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of the country Sh. Durdyliyev, who reported about ongoing large-scale work for urban planning of Turkmen capital.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Atdayev reported on current activity of the ministries and departments of trade complex under his supervision as well as on the measures undertaken for stimulation of domestic entrepreneurship, strengthening of the positions of which is defined as priority targets at current stage of the state development.

Proposal on hand over of the markets, which are currently under the jurisdiction of the Ministry of Trade and Foreign Economy Affairs, to consumer societies was presented to President Gurbanguly Berdimuhamedov for review.

Noting considerable input of private sector to steadfast development of national economy, the Leader of the Nation highlighted the importance of establishment of favourable conditions for further growth of domestic entrepreneurship, expansion of variety of produced goods and services.

After, Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on work in the departments of transport and communication and on rent of high-speed internet.

Information on preparation to celebration events timed to the Day of Railway Transport Personnel, which would be observed in our country on December 3, was also given during the report.

Summing up the report, President Gurbanguly Berdimuhamedov noted that the presence of our own system of satellite communication, meeting high international standards, opens new stage in the history of domestic communication branch. Having emphasized the necessity of further improvement of local telecommunication network, its integration into single information space, the Leader of the Nation addressed the Vice-premier with number of orders for provision of services of national satellite to large world operators. Speaking of unremitting attention paid to development of railroad transport, the Head of the State committed the Vice-premier to provide high organizational level of all events timed to professional holiday of Turkmen railway personnel.

Deputy Chairperson of the Cabinet of Ministers G. Mammedova spoke with report on measures undertaken for restoration and preservation of historical and cultural monuments of Turkmenistan.

Work for restoration and study of rich history of the people is actively carried out in the country. Preservation of national heritage and its broad popularization are considered as a state priority. In this relation, the Vice-premier informed that appropriate work was fulfilled together with representatives of number of ministries for establishment of special fund.

Having listened to the report, the President of Turkmenistan pointed the attention on the subjects of study of historical and cultural monuments in our country. Having highlighted the currency of the subject, the Leader of the Nation addressed the Vice-premier with number of specific instructions related to organization of versatile work for restoration and careful preservation of historical monuments.

Deputy Chairman of the Cabinet of Ministers S. Toyliyev, informing on the situation in the spheres under his supervision, reported on foundation of self-sustained centre under the Ministry of education for those who wish to learn foreign languages and master the computer.

Having approved the proposal for foundation of the above-mentioned centre, the Head of the State requested to organize its work in accordance with set demands and provide high quality level of educational services.

Other important issues, on which appropriate decisions were taken, were reviewed during the session of the Cabinet of Ministers.
