Turkmenistan expands the horizons of cooperation

The first week of the coming year, 2023, the motto of which is “Happy youth with Arkadag Serdar”, was marked by a number of events of both international and domestic political significance, clearly reflecting the goals of the new historical era - increasing the economic potential of the Fatherland, strengthening its international authority.

On January 3, President Serdar Berdimuhamedov held a working meeting on the digital system, where issues related to the progress of seasonal agricultural work were considered.

The head of state noted the significant role of the agro-industrial complex in the national economy, focusing on the strict observance of agricultural standards in carrying out seasonal activities, in particular, wheat care, preparation for sowing cotton, early potatoes and other vegetable and melon crops, as well as proper repair of machinery and equipment, improvement of lease relations.

Along with this, the hyakims were instructed to keep an eye on the construction of various facilities planned under the Program for the country's socio-economic development for 2022-2028 and the National Rural Program.

On January 4, President Serdar Berdimuhamedov held a digital meeting of the Cabinet of Ministers, at which drafts of a number of documents and other issues of the life of the state were considered.

As reported, as part of the development of new laws, amendments and additions to existing legislative acts, the preparation of legal documents arising from the Law of Turkmenistan “On State Youth Policy” and aimed at patriotic education, education, physical training of youth, realization of her creative abilities and entrepreneurial initiatives.

At the Center for Public Organizations of Turkmenistan, with the participation of members of the Milli Gengesh, representatives of large public associations, a solemn meeting was held dedicated to naming the new modern administrative center of the Akhal velayat the name “City of Arkadag of the Akhal velayat”, as well as the announcement of the motto of 2023 “Happy youth with Arkadag Serdar”. Measures are taken in a planned manner to promote the political and social significance of the motto of the year.

Among other topics discussed at the Government meeting were the preparation of draft work plans for 2023 for the economic and banking and financial sectors, further increasing the potential of the fuel and energy complex, rational use of water resources, developing the horse breeding industry and modernizing its infrastructure, increasing production capacity of the enterprises of the Ministry of Industry and Construction Production, expanding the range of competitive goods of the textile industry, legal regulation in the transport sector.

Information was provided on the measures taken to strengthen the scientific and intellectual potential of the country, the preparation, together with the international organization TURKSOY, of celebrations and events in connection with the proclamation of the city of Anau as the cultural capital of the Turkic world in 2024, and the holding of the X Turkmen-German forum at the International Educational and Scientific Center via teleconference.

At the meeting, the President of Turkmenistan signed a Resolution, allowing the Ministry of Agriculture and Environmental Protection to sell the established volumes of various types of cotton fiber for industrial processing at appropriate prices to the Ministry of Textile Industry.

In order to further develop cultural ties between the member states of the International Organization of Turkic Culture (TURKSOY), as well as organized celebrations and events on the occasion of the proclamation of the city of Anau as the cultural capital of the Turkic world in 2024, the President of Turkmenistan signed a Resolution, according to which an appropriate organizing committee was created, approved its composition and plan of upcoming celebrations and events.

According to the Decree signed by the President of Turkmenistan, the limits of water use by velayats and etraps in 2023 were approved.

Last week, the head of state also signed a Decree, according to which the quotas for admission of graduate students to graduate school, doctoral students for doctoral studies in scientific fields, registration of applicants for scientific degrees and admission of residents to clinical residency in 2023 were approved.

On January 5-6, President of Turkmenistan Serdar Berdimuhamedov paid a state visit to the People's Republic of China.

It is noteworthy that the first foreign visit of the head of state this year coincided with a significant date marked on January 6 - the 31st anniversary of the establishment of diplomatic relations between Turkmenistan and China.

During the visit of the Governmental delegation of Turkmenistan to our country, the central newspaper of China “People's Daily” published an article by President Serdar Berdimuhamedov under the deeply symbolic heading “Foundation of Strategic Partnership”.


As emphasized in the article, which aroused the keen interest of millions of readers of this authoritative and popular publication, today there is a creative process of mutual rapprochement of the two states and peoples, laying a solid foundation for Turkmen-Chinese cooperation for decades to come.


China today is the largest economic and investment partner of Turkmenistan.


Our countries fruitfully cooperate in such areas as energy, transport, communications, chemical industry, textiles, agriculture, medicine, and high technologies. At present, the parties are working on the implementation of projects in the field of communications, modernization of the domestic telecommunications network, in the field of services for the launch of communication satellites in Turkmenistan. Opportunities for cooperation in the field of remote sensing satellites and their applications are being explored.


Bilateral ties are actively and fruitfully developing in the humanitarian field, primarily in the field of education.


The head of Turkmenistan emphasized that the strategic partnership with the People's Republic of China opens up new broad horizons for bilateral cooperation.


On January 6, talks were held in Beijing between President of Turkmenistan Serdar Berdimuhamedov and Chairman of the People's Republic of China Xi Jinping.


The heads of the two states exchanged views on a wide range of issues of Turkmen-Chinese relations, multifaceted interstate cooperation built on a long-term, mutually beneficial basis, and also discussed topical issues on the international and regional agenda of mutual interest.


Traditional fuel and energy and transport and communication complexes, as well as healthcare, communications, high technologies and many others were named among the most important areas of interaction.


As noted, in this regard, great tasks are assigned to the Turkmen-Chinese Intergovernmental Committee for Cooperation.


It was also emphasized that an integral part of the Turkmen-Chinese relations is the humanitarian direction, including through science, education and culture.


President Serdar Berdimuhamedov invited President of the People's Republic of China Xi Jinping to pay a state visit to Turkmenistan at any convenient time. The invitation was gratefully accepted. The dates of the visit will be agreed through diplomatic channels.


As a result of the talks, a solid package of bilateral documents was signed.


President Serdar Berdimuhamedov and President Xi Jinping signed the Joint Statement of Turkmenistan and the People's Republic of China.


In the presence of the heads of the two friendly states, a number of other important documents were signed to bring the traditional Turkmen-Chinese partnership to a qualitatively new level that meets mutual interests. Among them are the Memorandum of Cooperation between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the People's Republic of China for 2023-2024; Protocol on amendments to the Agreement between the Government of Turkmenistan and the Government of the People's Republic of China on the establishment of the Turkmen-Chinese Cooperation Committee dated August 29, 2008; Memorandum of Understanding to promote investment cooperation in the digital economy between the Government of Turkmenistan and the Government of the People's Republic of China; Memorandum of Understanding to promote investment cooperation in the field of green development between the Government of Turkmenistan and the Government of the People's Republic of China; Memorandum of Understanding between the Government of Turkmenistan and the Government of the People's Republic of China on conjugation of the international initiatives “Revival of the Great Silk Road” and “One Belt, One Road”; Plan of cooperation in the field of culture between the Ministry of Culture of Turkmenistan and the Ministry of Culture and Tourism of the People's Republic of China for 2023–2026; Agreement on the exchange of news and cooperation between the State News Agency of Turkmenistan and the Xinhua News Agency of the People's Republic of China; Memorandum of Understanding on cooperation between the State News Agency of Turkmenistan and the newspaper “People's Daily” (People's Republic of China); Memorandum on information and news cooperation between the State Committee of Turkmenistan for Television, Radio Broadcasting and Cinematography and the China Media Corporation; Health Action Plan between the Ministry of Health and Medical Industry of Turkmenistan and the State Commission of the People's Republic of China on Health for the period 2023-2027; Memorandum of Cooperation between the National Olympic Committee of Turkmenistan and the Chinese Olympic Committee; Memorandum of Understanding between the State Committee of Turkmenistan for Physical Culture and Sports and the Main State Administration for Physical Culture and Sports of the People's Republic of China on cooperation in the field of sports; Memorandum of Understanding between the State Concern “Turkmengaz” and the China National Oil and Gas Corporation on cooperation in the gas sector; Memorandum of Understanding between International University of Oil and Gas named after Yagshygeldi Kakaev (Turkmenistan) and China National Petroleum Corporation (People's Republic of China).


Also during the visit, a Memorandum of Cooperation was signed between the Turkmen State University named after Magtymguly (Turkmenistan) and the Beijing University of Foreign Studies (People's Republic of China).


On the same day, President Serdar Berdimuhamedov met with Premier of the State Council of the People's Republic of China Li Keqiang.


An exchange of views took place on the prospects for Turkmen-Chinese cooperation, which has an impressive potential for building up mutually beneficial ties, taking into account modern realities and opportunities in such priority areas as the fuel and energy complex, the transport and communications sector, and a number of other industries.


It was noted that Chinese companies are showing great interest in the Turkmen market, where a favorable investment climate has been created. The asset of bilateral business cooperation is the joint implementation of major infrastructure projects being implemented in our country. The area of introduction of advanced technologies is also designated as a promising vector of partnership.


A high assessment of the current state of bilateral cooperation was also given during the meeting of the President of Turkmenistan Serdar Berdimuhamedov with the Chairman of the Standing Committee of the National People's Congress of China Li Zhanshu.


Calling inter-parliamentary interaction an important component in the development of friendship and cooperation between the two countries, the Chairman of the Standing Committee of the National People's Congress of China extended an invitation to Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov to visit the People's Republic of China at a convenient time for him.


During the discussion of the prospects for Turkmen-Chinese inter-parliamentary cooperation, the expediency of creating an inter-parliamentary council “Central Asia – China” and holding a joint forum “Turkmenistan-China: women and youth” was noted.


During the visit, representatives of the Government delegation of our country held talks with members of the joint intergovernmental committee on cooperation from the Chinese side.


The key topic of discussion was concrete steps to diversify the mutually beneficial partnership in a wide range of areas, and bring it to a qualitatively new level that meets mutual interests as soon as possible.


Members of the official delegation of our country also met with Turkmen students studying in Chinese universities.


Conveying to President Serdar Berdimuhamedov and the Hero-Arkadag the words of deep gratitude for the care shown for the youth, for creating all the conditions for its harmonious development, young people of Turkmenistan assured that in 2023, held under the deeply symbolic motto “Happy youth with Arkadag Serdar”, they will contribute their feasible contribution to increasing the authority of the beloved Motherland, to strengthening the relations of friendship between the Turkmen and Chinese peoples.


In memory of the significant event, the students were presented with Arkadag Gurbanguly Berdimuhamedov's book “Ömrümiň manysy”.


Thus, the events of the past week once again reflected the main priorities of the policy pursued by President Serdar Berdimuhamedov - strategic partnership for the sake of global peace, security, progress, which acts as a factor not only in increasing the international prestige of Turkmenistan, but also in the progressive development of constructive cooperation on the principles of mutual understanding and respect.
